All,
We are in receipt of the transfer and renewal applications for this project but will need additional information before we
are able to accept the packages.
The permit will expire on February 271h,2021, which is before the transfer can be processed. Unfortunately, the renewal
application was completed by the proposed permittees, S&W Ready Mix Concrete Company, LLC. We will either need:
1. the new owners to agree to resolve any compliance issues (including the renewal) by selecting the box in
Section F of the transfer form OR
2. the permit will need to be first brought back into compliance, which includes the current permittees submitting
the renewal application and addressing any other compliance issues.
Also, the application fees were also not included in the submitted package. The forms were marked that the fees were
provided, however none could be found.
Also, in regards to the request to resci 980808, it cannot be rescinded by this group. I'm afraid that there may
have been some miscommunication or misunderstanding with this permit. The permittee for SW8898� 080`ngeds to
modify their permit to remove the area now covered under SW8070210.

S&W Ready Mix Concrete Company LLC., formally Titan Carolina Concrete LLC, owns 10.05 acres of the
111.16 acres covered under SW8 980808. S&W Ready Mix Concrete Company LLC is formally requesting
to be removed from storm water permit SW8 980808, per Design Condition 1.12 of the permit.
Also, S&W Ready Mix Concrete Company LLC is requesting recission of the NOV-2020-PC-0472, that was
issued to Titan Carolina Concrete on November 10, 2020, as a result of the compliance inspection for
storm water permit SW8 980808 Onslow Asphalt plant. S&W Ready Mix Concrete Company LLC. was not
aware it was still associated with SW8 980808 and that the permit had not been modified, without
benefit of approval from the Division, when the 10.05 acres were conveyed to S&W Ready Mix.
Please take into consideration that S&W Ready Mix obtained its own high density storm water permit
SW8 070210, approved by the Division on February 27, 2007, before any construction began on the
10.05 acres and still maintains in compliance with the storm water regulations set forth.

I know I need to give you a TIMELINE for submission of the Permit Applications for subject project. Before committing to
a date certain in writing, I was hoping to get a better idea of the required scope of work ..... and in order to better grasp
that scope ....... I needed an updated survey of the project site.
I received that survey information yesterday ........ and while I have not studied it in great detail as of yet ...... it appears the
treatment system design will be very difficult, and will likely be based on the proprietary Bay Filter systems. That being
the case, I will be relying heavily on the Bay Filter folks to assist me with that difficult design.
In short ...... I think that design could take us as much as three months to complete ....... as it appears that will need some
additional survey work .... beyond that I received yesterday.

This deed made this the 8th day of August, 2007 by and between Two -Ten Investors,
Inc., a North Carolina corporation (hereinafter referred to as "Grantor"), to Titan Carolina
Concrete LLC, a Virginia limited liability company; 1151 Azalea Garden Road, Norfolk,
Virginia 23502 (hereinafter referred to as "Grantee").
WITNESSETH:
That Grantor, for a valuable consideration paid by Grantee, the receipt of which is hereby
acknowledged, has bargained and sold, and by these presents does bargain, sell, and convey onto
Grantee all that tract or parcel of land located in Swansboro Township, Onslow County, State of
North Carolina, and being more particularly described as follows:
ALL THAT PROPERTY SHOWN ON PLAT ENTITLED "Boundary Survey for
Atlas and Jeff Brown" dated August 29, 2005 and recorded in the Onslow County Registry
at Map 49, Page 51.
Together with those rights for ingress, egress and regress to that 20' ingress, egress
& utility easement as shown on a plat entitled "Boundary Survey for Atlas and Jeff
Brown" dated August 29, 2005 and recorded in the Onslow County Registry at Map 49,
Page 51.
TO HAVE AND TO HOLD the aforesaid tract or parcel of land and all privileges and
appurtenances thereunto belonging to Grantee and its successors and/or assigns forever.

AND Grantor covenants that it is seized of said premises in fee simple and has the right
to convey the same in fee simple; that the same is free from encumbrances; that it will warrant
