Dear Mr. Vinson
I am in receipt of the above referenced NOV dated May 20, 2021 and wanted to explain what occurred and
corrective measures taken to fix the referenced problem. On April 12, 2021 the developers contractor arrived at
the Briar Chapel WWTP at 4 PM to inform Amanda Grenier that a manhole at Great Ridge Parkway and Copper
Leaf Avenue was starting to overflow. The contractor told Amanda they knew what the problem was, as they had
forgotten to remove the plug in the line after they tested the sewer line far inspection. They told Amanda they
needed a pump truck to pump down the manhole so they could remove the plug. Total Envlro was onslte with in
the hour and pumped down the manhole. The contractor removed the plug and problem was fixed. We had not
been told by the developer that this section of development was ready to be turned over to the utility. We
notified Newland of this problem and stated we needed better communication when sections of development are
completed and ready to be turned over to the utility.

The self -reported Sanitary Sewer Overflow (SS0) 5-Day Report submitted by Old North State Water Company
LLC indicates violations of permit conditions stipulated in the subject permit and North Carolina G.S. 143-215.1.
Violations include failing to effectively manage, maintain, and operate the subject collection system so that there is
no SS0 to the land or surface waters and making an outlet to waters of the State for purposes of G.S.
143-215.1(a)(1), for which a permit is required.
