SUBMITTAL REQUIREMENTS Only complete application packages will be accepted and reviewed by the Division of Energy, Mineral and Land Resources (DEMLR). A complete package includes all of the items listed below. A detailed application instruction sheet and BMP checklists are available from h!V://12ortal.ncdenr.org/web/wq/ws/su/statesw/forms_docs. The complete application package should be submitted to the appropriate DEMLR Office. (The appropriate office may be found by locating project on the interactive online map athtt2://portal.nedenr.M web/wq/ws/su/maps.) DEED RESTRICTIONS AND PROTECTIVE COVENANTS For all subdivisions, outparcels, and future development, the appropriate property restrictions and protective covenants are required to be recorded prior to the sale of any lot. If lot sizes vary significantly or the proposed BUA allocations vary, a table listing each lot number, lot size, and the allowable built -upon area must be provided as an attachment to the completed and notarized deed restriction form. The appropriate deed restrictions and protective covenants forms can be downloaded from http://12ortal.ncdenr.org/web/Ir/state- stormwater-forms does. Download the latest versions for each submittal. In the instances where the applicant is different than the property owner, it is the responsibility of the property owner to sign the deed restrictions and protective covenants form while the applicant is responsible for ensuring that the deed restrictions are recorded. By the notarized signature(s) below, the permit holder(s) certify that the recorded property restrictions and protective covenants for this project, if required, shall include all the items required in the permit and listed on the forms available on the website, that the covenants will be binding on all parties and persons claiming under them, that they will run with the land, that the required covenants cannot be changed or deleted without concurrence from the NC DEMLR, and that they will be recorded prior to the sale of any lot. Market Street, Suite 200 - Asheville, NC 28801 M 828.255.1197 • v,Ammadetrirncom June 10, 2021 DEMLR Stormwater Program 1612 MSC Raleigh, NC 27699-1612 Attention: Post Construction Stormwater Re: MoJo Storage - Stormwater Narrative This is a redevelopment project that includes the construction of self -storage units and vehicular access on a portion of an existing, commercial, landscaping/ nursery facility. The property at 2686 Old Balsam Rd. is identified as being within an urbanizing area. Existing improvements at the site include metal buildings, sidewalks, greenhouses, and large expanses of gravel areas for material storage, staging, and equipment/truck circulation. The site totals 3.24 acres of which 0.222 acres is surface water area. The existing built upon area of the entire site is approximately 35% which exceeds the low -density threshold. For the purposes of design and because a majority of the site will remain undisturbed/existing we have identified a "Project Area" of 1.41 acres that includes all aspects of the project, extends beyond our disturbed area (1.28 ac.), and incorporates the entire drainage area to the proposed SCM. Existing built upon area within this project area totals 38,413 sf. and includes building roof area, pavement, and gravel. Redevelopment within this project area will yield a built upon area at completion of 45,943 sf., a net increase of 7,530 sf. To accommodate this increase in built -upon area we are proposing two areas of permeable pavers, one on each side of the center, climate controlled, self -storage building. The roof area of this building that will be treated totals 11,200 sf., 50% greater than the additional built upon area associated with this project. Water quality volume calculations and aggregate base depth calculations are provided on the plan sheets. No adjacent pervious or impervious areas will drain to the permeable paver system.
