We have set aside Friday May 21, 2021 as the Audit date. We will start at 8:30 with the document review via (ZOOM or
TEAMS) and spend the afternoon visiting sites of our choosing. The audit is expected to last until 4:00 where we can
gather at the last site and discuss our findings. An agenda will be sent a week before the meeting and any additional
documents or clarifications needed may be requested until then.

We can have a virtual meeting for the document review portion of the Audit, but we will need to meet on site in the
afternoon to review a municipal operation/SCM/Major outfall. There won't be a problem with that will there.

Good Evening Mr. Valentine,
As requested, we've pulled together several documents for the City of Roxboro's upcoming MS4 Stormwater
Permit Audit. These include the following:
1. Permit # NCS000547.
2. Comprehensive Stormwater Manager Report (CSWMP). The CSWMP was approved by Mike Randall
following receipt of Roxboro's new permit in 2018 and minor updates were made in 2019.
3. Annual Reports for FY20, FY19, FY18, and Calendar Year 17. The City of Roxboro had previously asked
and been granted permission to provide a narrative style report. We believe the narrative report
provides a better overview of a small MS4's stormwater program than the BIMs electronic reporting.
The BIMS report was used for FY 18 as directed by DEQ and is included.
4. MS4 organizational chart from the CSWMP.
5. MS4 map. The City's MS4 map is an ArcGIS map, and the attached map contains an overview of the GIS
information.
6. Formal Stormwater Program Agreements. The City has recently approved an agreement with the Clean
Water Education Partnership that goes into effect for the next fiscal year at the direction of NC DEQ.
The City uses AWCK and CWEP to assist them with program implementation but ultimately the City is
responsible for guaranteeing compliance with the permit. The City is invoiced in July of each year by
CWEP and payment is made at that time.
7. The City does not have any industrial facilities directly covered under this MS4 permit.
8. IDDE Program and Plan. Copy of current IDDE program.
9. MS4 Facilities Operation and Maintenance Plan. Current PPGH Facilities Plan is attached.
10. SCM O&M Plan. The City was required to create a full O&M Plan that was reviewed and approved
within the Falls Lake New Development program. That program is included. The City does not own any
permitted stormwater control measures.
11. Post Construction Ordinance is included. The ordinance also includes the City's Falls Lake and Water
Supply Watershed ordinances as well.

As mentioned previously we look forward to reviewing the City's IVIS4 program with you. The City of Roxboro's
COVID related restrictions prevent gatherings involving non -City employees and City staff so we'll need to
work through what kind of virtual options are available. If possible, we'd like to host that through a Zoom
meeting where City staff, AWCK staff, and DEQ staff can all be visible and involved in the meeting as needed.
We (AWCK) currently have a MS4 audit scheduled with the Winston Salem Regional Office on May 5th and 6th
so if possible, I'd like to schedule it sometime after that week in order to not conflict with that timeline. We
plan to present the MS4 program with an emphasis on permit and CSWMP compliance across the two days
but understand that DEQ may want to highlight certain portions of the program. If you can possibly let us
know which portions and what you would like to view, then we can verify that all personnel are available at
the appropriate time during the two-day period. Phil Ross and I plan to be present for entirety of the audit.
We expect Public Services Director Andy Oakley to also be present for significant portions and will have other
staff available at different points specific to their stormwater responsibilities.

Good Morning Thad,
The City of Roxboro received an electronic copy of the attached letter but have not received the official
certified mail letter at this time. We have been working with the City on stormwater since prior to their
delegation as a Phase 2 community in 2011 and will be working extensively with them through the audit
process. Going forward if you can copy us on email correspondence, we would greatly appreciate it.
We're pulling together the requested information and we'll send you an electronic copy of the files later this
week or by the end of the day Monday, April 19th. We trust that will be acceptable since the City hasn't
received the formal notification at this time. For the actual meeting, the City of Roxboro's COVID related
