This education plan describes our goals, schedule, implementation process, and accountability factors
that we have created in order to implement the Public Education and Outreach BMPs for the NPDES
Phase two Stormwater permit for the City of Roxboro. The Comprehensive Stormwater Management
Plan details 7 BMPs for Public Education & Outreach, an important one is maintaining this education
plan, which includes the BMPs, schedule, targeted audiences, and measurable goals. The other BMPs
include our increased efforts in school programs, mailers and brochures, the City's web page, local
festivals and fairs, business and industry outreach and education, and a helpline/hotline.
The City of Roxboro must maintain a school aged children education program, focusing on basic
messages regarding clean water and the things they can do at home to help, for this BMP we must track
the number of children reached, and the subject covered. The target audience for the school aged
education is children from pre K to 12 Ih grade. To maintain the school aged education program we are
continuing to work with the City partners the Clean Water Education Partnership (CWEP), an education
and outreach organization hosted by the Triangle J Council of Governments (TJCOG). CWEP is a
cooperative group that is funded by over 30 communities in North Carolina. CWEP utilizing their
resources to provide the City with excellent, curriculum correlated stormwater education programs for
all ages. We are going to increase our efforts in both coordinating and conducting programs and
activities both in and out of the school system for school aged children. This includes library programs,
camp programs, and civic groups. Our goals for this BMP is to book at least one program every semester
in the local schools, as well as one program in the Person County Public Library in Roxboro.
By targeting homeowners and businesses with messages about how they can reduce pollution picked up
by stormwater, we will be one step closer to reaching our goal of cleaner, healthier streams. For this
BMP we must track number of homes and businesses reached by mailer. To reach a broader audience
we will distribute a bilingual mailer to insert in utility bills, as well as bilingual brochures and posters for
distribution at City Hall. The distribution of bilingual information as inserts in utility bills or at city hall
targets the adult population of homeowners and businesses owners in order to educate them on how
they can reduce stormwater pollution. By presenting them with this information in the utility bills, we
are providing them with the opportunity to learn more about stormwater and easy ways they can help
out.
The City must also have stormwater information available on their website including links to other
stormwater websites, and tips on reducing pollution. The City's webpage is a vital pathway for citizens
to learn more about stormwater and how they are able to make a difference in their community, A Link

We will work to ensure the website stays active and stormwater information will be added to the site as
permitted.

Participating in local festivals and fairs is a great way to reach a wide range of citizens from children to
adults, we will provide a stormwater informational booth and bilingual messages on the importance of
clean water, as well as information on specific activities that can be carried out to help keep stormwater
clean. We plan on continuing to utilize The Clean Water Education Partnership (CWEP) as a valuable
resource for this goal, while continuing to assist in coordinating, planning, and participating in the
events whenever possible.
Businesses and industry within the city play a large role in helping to keep our stormwater clean,
maintaining a program for educating businesses using brochures or pamphlets is essential; by focusing
on workplace issues to reduce pollutant loading and specifically attempting to reach gas station owners
and landscaping companies, we hope to make a large impact in the business community. In order to
meet our business and industry goals we intend to continue our IDDE training program, and expand to
more local businesses, as well as increase the number of businesses we reach outside of that program
by attending any business fairs or events. To support an adaptive approach, we will monitor our
methods in the program by keeping track of how many people we reach, and the method we used to
reach them. In addition to this we will offer optional follow up information and assessments to help
better implement the program.
Another essential portion of the system is ensuring that a helpline/hotline is available to the citizens of
Roxboro; all stormwater related calls will be forwarded to the Public Works Director who will then
distribute the information to other employees. The helpline/hotline for the city is a very important tool
that will remain available to all citizens and can be reached at Helpline (City Hall at (336) 599-3116
