The subject NPDES permit expires January 31, 2022. Duke Energy request is requesting several changes summarized below. I. Requests representative outfall status for the following: ROS for SWO03 being representative of SWO04 ROS for S WO16 being representative of S WO 17 ROS for SW028 being representative of SW029 2. Removal of SW outfalls SW012, SWO13 and SWO14 since they were rerouted to an above ground tank and no longer discharge. 3. Removal of SW024 since there is no industrial activity in the drainage area. 4. Requests the addition of a stormwater outfall to the Dan River for the discharge of upland flow surrounding the fingers of the ash basin. The basin fingers will be clean closed and used to store clean stormwater to facilitate the excavation of the ash basin to meet requirements to comply with terms of the settlement agreement in the matter of Superior Court 13 CVS 11032. A current Site Map from the Stormwater Pollution Prevention Plan. The location of industrial activities (including storage of materials, disposal areas, process areas and loading and unloading areas), drainage structures, drainage areas for each outfall, LWT building locations and impervious surfaces should be clearly noted. 2. A summary of Analytical Monitoring results during the term of the existing permit (if your permit required analytical sampling). Do not submit individual lab reports. The summary can consist of a table including such items as outfall number, LWT parameters sampled, lab results, date sampled, and storm event data. 3. A summary of the Visual Monitoring results. Do not submit individual monitoring reports. The summary can consist of a table including such items as outfall number, LWT parameters surveyed, observations, and date monitoring conducted. 4. A summary of the Best Management Practices utilized at the permitted facility. Summary should consist of a short narrative description of each BMP's in place at the facility. If the implementation of any BMP's is planned, please include information on these BMP's. LWT 5. A short narrative describing any significant changes in industrial activities at the permitted facility. Significant changes could include the addition or deletion of work processes, changes in material handling practices, changes in material storage LWT practices, and/or changes in the raw materials used by the facility. 6. Certification of the development and implementation of a Stormwater Pollution Prevention Plan for the permitted facility (Sign and return attached form). If the final year analytical monitoring of the existing permit term has not been completed prior to filing the renewal submittal, then the last years monitoring results should be submitted within 30 days of receipt of the laboratory reports. CATLIN was tasked by Duke Energy to compare the Stormwater Dischargo Permit Application to the ISW Permit, identify discrepancies, and make recommendations for ways to address the discrepancies prior to next year's permit renewal. On July 9, 2020 CATLIN conducted a site visit to the Belews Creek Steam Station where the stormwater outfalls were observed and the industrial activities within each drainage area were verified. CATLIN then reviewed the Stormwater Discharge Permit Application, the ISW Permit, the Stormwater Catch Basin Assessment and the maps provided showing the existing drainage basins to determine the industrial activities exposed to stormwater associated with each outfall. CATLIN then compared the permit requirements to the application to determine if there are discrepancies, and if the number of outfalls can be reduced. Table 1 contains the results of this review and lists the stormwater outfalls and recommendations for each one with regards to renewal of the ISW Permit. It also lists any analytical exceedances for the outfall and if it falls under any Tier Status. A summary of these recommendations is below. 1. Pursue Representative Outfall Status (ROS) for SWO03 being representative of SWO04 2. Pursue ROS for SWO16 being representative of SWO17 3. SW011 and SWO12 can be removed from the ISW Permit in the future if they are re- routed to above ground tanks 4. Remove SW024 removed from the ISW Permit since no industrial activity is occurring in this basin 5.
