Dear Ms. Lewis:
In response to your letter dated March 11, 1998 we offer the following:
A. The pond slopes are being recheck for the required slope of 3:1 and will be
.. regraded as needed. ,
B. As you know this winter .has been very unusual in terms of rain. It is the
owners intend to restabilize the banks at which time normal weather
patterns return. Restabilizing the banks at this time - would be effortless.
The banks will be restabilized by May 30, 1998.
C. The inflow pipe in the eastern most corner is installed.
D. The outlet ditch has been modified by down stream property owners and has
filled with silt. Upon our site visit, we removed some of the silt and the
water level dropped. The owner has been informed of the problem and is to
remove the remaining silt downstream and periodically observe it.
E. Runoff from the driveway down the east property lint is directed toward the
stormwater pond.
It is our intend to inspect the project around the beginning of June and
provided the Engineer's Certification based on that inspection. Should you
have any comments or require any additional information, please do not
hesitate to contact our office at your convenience.

Please find attached a copy of the completed form entitled "Stormwater Compliance Inspection Report".
The report summarizes the findings of a recent inspection of the project's stormwater controls conducted on
March 11, 1998 to determine compliance with Stormwater Permit Number SW8 960617 issued on August 29,
1996.
A summary of the findings and comments are noted under Section 6 of the report. PIease inform this
Office in writing before April 11, 1998 of the specific actions that will be undertaken and the time frame required
to correct the deficiencies. Failure to provide the requested information, when required, may initiate enforcement

Maintenance Problems:
A. Pond slopes appear to be steeper than the required 3:1.
B. Detention pond banks appear to be unstable and eroding away.
C. The inflow pipe from the easternmost catch basin could not be located.
D. The orifice is submerged and is not drawing down because the outlet ditch does not appear
to be flowing. The pond must draw down to the permanent pool in 2-5 days.
E. The driveway down the east property line does not appear to have the reverse crown per the
approved plans.

A. Regrade slopes to the required 3:1.
B. Stabilize the regraded slopes with grass.
C. Install or confirm the presence of an inflow pipe per specifications.
D. Establish flow in the outlet ditch to meet the required 2-5 day drawdown.
E. Reconstruct or otherwise indicate how runoff from the side driveway is directed to the pond
without a reverse crown.

Selecting Channel To calculate the required size of an open channel, assume the design flow is
uniform and does not vary with time. Since actual flow conditions change
Cross -Section throughout the length of a channel, subdivide the channel into design reaches,
Geometry and design each reach to carry the appropriate capacity.
The three most commonly used channel cross -sections are "V"-shaped, par-
abolic, and trapezoidal. Figure 8.05b gives mathematical formulas for the area,
hydraulic radius and top width of each of these shapes.

Dear Mr, Houston:
The Wilmington Regional Office received a Stormwater Management Permit Application for
Fountain Head Landing on June 17, 1996. A preliminary review of that information has determined that
the application is not complete. The following information is needed to continue the stormwater review:
1. The calculations use 80% impervious, but the application requests coverage for 90%
impervious. The two must agree. Please revise.
aCA 2. Has offsite runoff been investigated and accounted for?

3. Please add the dimensions of the pern}anent pool.
4. Note the 3:1 side slopes above the permanent pool, the vegetated shelf elevations, width,
and 6:1 slope requirement on the details.
5. I am concerned about the small diameter pipe stuck through the side of the pond. Access,
maintenance, and clogging will be problems. How about placing it at the spillway? Please
remember that the permit requires access to the outlet stricture for inspection and
maintenance.
6. According to your calculations, the required surface area is 5,980 square feet, however, you
have provided only 5,222 square feet.

Enclosed are two sets each of revised plans and calculations, and one
copy of the revised application in response to your letter dated July 15, 1996.
Corresponding to your numbered comments, we offer the following:
1. The application has been revised to request coverage for 80% impervious.
2. There is no offsite runoff due to the proposed grading plan showing slight
berms along the sides of the project with constant fall from the front of the
project to the rear.
3. Dimensions have been added to the permanent pool.
4. The required notes have been added to the details.
5. The outlet of the pond has been relocated at the spillway.
6. The surface area has been increased to 7394 sf at the normal pool.
7. The pond has been redesigned to remove 90% TSS without a vegetative
filter.

On behalf of Bruce Quaintance, owner of Fountain Head Landing, we are
pleased to submit for your review and approval two copies each of the
Stormwater Plans, the hydrologic and hydraulic calculations and the executed
Permit Application forms.
The subject project appears to drain to an unnamed tributary which is
located at the head waters of the Calabash Creek. The Calabash Creek
classification is SA, although under DEM project No. SW8 940226, it was
demonstrated that all sections greater than 0.5 mile from SA waters had
chloride sampling results less than 500 ppm. Therefore, the classification
listed on the application has been identified as C Sw.
The proposed subject project falls within the high density guidelines.
Enclosed is a check from Quaintance Inc. in the amount of $385.00 to cover
the required high density application fee.
