HomeMy WebLinkAboutSWA000097_CONSTRUCTION SEQUENCE_20210319 CONSTRUCTION SEQUENCE 1. Obtain grading/erosion control plan approval and permit from NCDEQ. 2. Obtain certificate of coverage for the NPDES NCGO 1 permit from NCDEQ. 3. Contact Erosion Control Inspector to establish a pre-construction conference and inspection schedule. Self Inspection-----Effective October 1,2010, persons conducting land-disturbing activities,larger than one (1) acre,must inspect their project after each phase of the project, and document the inspection in writing on approved forms available from the NCDEQ website. The phases are as follows: Installation of perimeter Erosion and Sediment Control measures. Clearing and grubbing of existing ground cover. Completion of any phase of grading of slopes or fills. Installation of storm drainage facilities. Completion of construction or development. Establishment of permanent ground cover sufficient to restrain Erosion. 4. Clear site ONLY as necessary to install initial Erosion Control measures as follows: a. Install culvert STP-3 under proposed construction entrance. b. Temporary construction entrance/exit Temporary silt fencing b.a. Stake and install permanent driveway pipe for temporary construction entrance C. clear and grub as necessary to install sediment trap. d. stake skimmer and skimmer drain pipe e. Prepare area for soil placement above sediment basin. f. excavates sediment basin; place soil in proposed stockpile. g. install temporary and permanent diversion berms h. Seed embankments and disturbed areas of devices upon completion of construction. See Ground Stabilization Criteria on this Sheet for more information. 5. Notify NCDEQ upon completion of initial measures. 6. Begin clearing,grubbing,and stripping of site as required. Earthen-material stockpiles on-site for later distribution and/or removal, areas dedicated for management of land clearing and demolition debris, construction and domestic waste,and hazardous or toxic waste shall be located at least 50 feet away from storm drain inlets and surface waters (unless it can be shown that no other alternatives are reasonably available), and within areas protected by Erosion Control measures. 7. Begin site grading. Maintain Erosion Control devices in accordance with the maintenance plan. Install additional Erosion Control measures as required. 8. Install storm drainage system and utilities. Storm piping shall be installed to the point where it enters each device. Completion of piping will ONLY be allowed once the site has been deemed stable by the Erosion Control Inspector. Install protection around all inlets as storm drain system is installed. 9. Once permanent diversions are in place,temporary diversion berm can be removed. Silt fence along perimeter shall continue to be maintained. 10. Continue to maintain Erosion Control measures until vegetative cover has been established over all disturbed areas and site has been stabilized. Remove Erosion Control measures ONLY after final inspection and approval by Inspector, except for those protecting areas downstream of the sediment basin. 11. After NCDEQ approval of the upstream areas of the sediment basin, contractor shall clean out basin prior to converting to BMP/SCM,remove baffles and skimmer, excavate sediment to Sand filter cell design depth,backfill side slope collecting from existing channel along northern property line and install sand filter materials per sheet C-SWM. Contractor shall also install the sediment chamber and sediment chamber spillway to design values shown on sheet C-SWM. Contractor shall contact the Engineer to perform an as-built survey once sand filter is installed. Pond side slopes shall have sod installed and stable prior to allowing the pond to fill. 12. Once the sand filter has been constructed and is operational the engineer of record must prepare and submit a certified set of as-built plans to the NCDEQ stormwater engineer that certify that the stormwater management system (sand filter and all conveyances to it such as swales and pipes throughout the site) are operational and meet the required design intent. The as-builts must include all pertinent data such as elevations,grades,outlet structure information, swale locations and sizes,pipe location and inverts, lengths etc. Ideally these as-built records should be sent to NCDEQ Stormwater Engineer BEFORE the contractor demobilizes from the site so that an inspection by the stormwater engineer may be carried out and such that if the inspection notes any deficiencies then the contractor is on site to remedy the deficiencie(s). 13. Once the site is stabilized,obtain final erosion control inspection to close the grading permit. 14. File notice of termination with NCDEQ to close the NCDEQ NCGO1 permit.
