Dear Ms. Powell:

The City of Durham is pleased to provide you with an update to the approved Stormwater Management Plan
(SMP) prepared to comply with the NPDES Stormwater Permit (NCS000249). The SMP was last approved by the
state on April 24, 2019. The 2019 submittal was in the same format as the permit application and contained a
major update to the Post-Construction section and minor updates to other sections of the plan. This 2020
submittal replaces Chapter 7 and contains only the stormwater management plan. Within the SMP, moderate
updates were made to the Construction, Post-construction, and Assessment and Monitoring sections, with
minor modifications in other sections. Updates include the following:

x The Construction section now includes a reference to the Durham County pet waste ordinance.
x The Post-construction section includes edits addressing the ordinance adopted in May 2019, Standard
Operating Procedures, and Stormwater Control Measure Operation and Maintenance.
x The Assessment and Monitoring Section has been streamlined, although no substantive changes were
made to the program.

This update to the SMP is being provided to NCDEMLR to facilitate the review of the FY2020 NPDES Annual
Report, which was submitted on October 30, 2020. If you have any questions about either the SMP or the
