Hi, Sharon,
I looked over your permit in our repository, and you are right — there is no specific language in your permit advising you
on keeping qualitative monitoring on site. Moving forward, you can interpret the reference to "Samples analyzed in
accordance with the terms of the permit" to mean analytical sampling and not qualitative. The renewal permit,
whenever it is issued, will likely not require qualitative monitoring to be submitted (unless the Division were to
specifically request it).

Here's the reporting language from our permit. Based on this language (Discharge Monitoring Reports), we have always
submitted both the quantitative and qualitative forms to NCDEQ.

1. Dischanze Monitoring Reports
a. Samples analyzed in accordance with the tenns of this permit shall be submitted to the
Division on Discharge Monitoring Report forms provided by the Director. Submittals
shall be received by the Division no later than 30 days from the date the facility receives
the sampling results from the laboratory.
b. When no discharge has occurred from the facility during the report ]period, the perrnittee
is required to submit a discharge nimitoring report within 0 days of the end of the six-
month sampling peri 1, giving all required information and indicating "NO FLOW" as
per NCAC T15A O B A506.

That is correct — you are not required to submit qualitative (visual) monitoring data but only must keep this on site. You
should find something like the text below in the back of your permit, in the Reporting Requirements section (this one I
lifted from a General Permit, but the individual permits are the same in most cases):
The permittee shall record the required qualitative monitoring observations on the SDQ
Qualitative Monitoring Reportform provided bythe Division and shall retain the completed
forms on site. Qualitative monitoring results should not be submitted to the Division,
except upon DEMLR's specific requirement to do so. Qualitative Monitoring Report forms
are available at the website above.

Unfortunately, we are a little behind on renewing Industrial Stormwater Permits.
As long as you have submitted your permit renewal application in a timely manner and remain up to date on
your permit fees, you can continue to discharge stormwater under the conditions of your current and soon to
be expired permit. Currently the position that handles that program is vacant and it will be a while before we
are able to fill it.
Regarding Qualitative Monitoring Reports, I am under the impression that those types of reports are kept on
site and not required to be submitted to us.
I have looped in Bethany, one of our legacy knowledge experts to verify this understanding.

Hi Suzanne,
As you can tell from looking at the eDMR database, we are operating under an older, expired permit. We submitted a
permit renewal application several years ago, but we have not received a revised permit. We are still operating under
the old permit.
Cathy Brennan certified and submitted our first eDMR report an hour or so ago. This report was for our analytical
monitoring data. Our permit also requires us to submit a Stormwater Discharge Outfall (SDO) Qualitative Monitoring
Report (Form SWU-242). Should I just scan Form SWU-242 and email it to you, and also mail the original to you?
