Annette, Dan River Combined Cycle, DRCC, will be submitting an updated request to NCS000572 permit renewal application submitted on November 12, 2019. DRCC is requesting the removal of outfall SW010 from the permit. At the time of the renewal application and issuance of the permit modification, allowing rerouting of SW010, final site grading and installation of landfill cap were not complete. DRCC ceased closure activities in October 2020 and Notice of Closure Certification per 40 CFR 257.102(f) was submitted January 4, 2021. The Notification certifies the closure was in accordance with the requirements in 40 CFR 257.102. This notification is being made as required in Section B of the subject permit where it states: "Should the permittee identify or create any new stormwater outfalls; remove any stormwater outfalls identified in this permit; or alter any drainage areas that change the potential pollutants in runoff discharged through corresponding outfalls, the permittee will submit a request to NC DEMLR to modify this permit." I will be submitting this request the week of 1/11/2021 upon receipt of analytical results for stormwater sampling on 1/25/2021. Thank you for your consideration. NC 27288 Dan River Combined Cycle, DRCC, is submitting an updated request to NCS000572 permit renewal application submitted on November 12, 2019. DRCC is requesting the removal of outfall SWO10 from the permit. At the time of the renewal application and issuance of the permit modification, allowing rerouting of SWO10, final site grading and installation of landfill cap were not complete. As outlined in the permit renewal supplemental application, the drainage area for SWO10 consists of standalone switchyard at the entrance to the facility (which is not associated with DRCC), capped ash landfill, former ash fill and remediated wetlands. DRCC ceased closure activities in October 2020 and Notice of Closure Certification per 40 CFR 257.102(f) was submitted January 4, 2021. The Notification certifies the closure was in accordance with the requirements in 40 CFR 257.102. The landfill liner system (top to bottom) is composed of: 24-inches of protective soil cover Geo-composite drainage layer 60-mil double sided textured primary HDPE geomembrane Rnttnm Geo-composite leakage detection layer 60-mil double sided textured primary HDPE geomembrane Geo-synthetic clay liner 24-inches minimum compacted soil liner (hydraulic conductivity (k)<1x105 cm/sec) The ash fill area and remediated wetlands were tested per the NC DEQ approved "Clean is Clean' sampling methodology and submitted for review to DEQ DWM. DRCC received a response from DEQ DWM on 3/27/2020 stating the guidelines had been met and no further remediation was required. Stormwater samples were collected at outfall SWO10 on 1/25/2021. The analytical results for sample collected on 1/25/21, post outfall reroute, are comparable to historical analytical results. The analytical results and Summary Table are attached. Based upon our discussion concerning a closed and capped landfill with a liner system would not be considered industrial activity, current and historical analytical data from SWO10, and the approval by DEQ DWM that the former ash fill area has met the guidelines for "Clean is Clean', DRCC requests that stormwater outfall SWO10 be removed from stormwater permit NCS000572 at time of permit renewal.
