The report summarizes the findings of a recent inspection of the project's stormwater controls conducted on April 21, 2004 to determine compliance with Stormwater Permit Number SW8 970728 issued on January 23, 1998. A summary of the findings and comments are noted under Section 4 of the report. Please inform this Office in writing before May 25, 2004, of the specific actions that will be undertaken and the time frame required to correct the deficiencies. Inspection Date: April 21, 2004 Weather Conditions: Warm and Dry (70's) Compliance Issues: Y N ❑ ❑ The drainage area (including offsite) and built -upon area to the permitted system are per the approved plan. No unpermitted offsite drainage enters the system. ❑ ❑ All the built -upon area associated with the project is graded such that the runoff drains to the system. ❑ ❑ For pondslinfiitration, the outlet/bypass structure relative elevations are per the approved plan. (Must be verified via as -built survey if in question). ❑ ❑ The inlets and outlet structure are located per the approved plans and do not t cause short-circuiting. ®❑ A trash rack is provided over the outlet weir and orifice. ❑ X All slopes are grassed with permanent vegetation and are not eroding. ❑ ❑ Vegetated slopes are no steeper than 3:1. ❑ ❑ The approximate amount of permitted surface area has been provided. The grass is required to stabilize the pond slopes. Due to the lack of grass, the pond is extremely turbid and full of sediment. Please seed the slopes with grass or sod immediately. (b) The fore -bay has been blown out. This must be re -built according to the specifications for the pond. (c) There is an abundance of trash within and around the pond slopes. Trash pick- up must be included in the periodic maintenance of the pond. (d) Please send in a copy of the recorded deed restrictions. PROJECT DESCRIPTION Camelia Court Apartments is a an existing commercial development which includes a stormwater management wet detention pond that drains into Calico Creek. The wet detention pond was permitted on January 23, 1998 under permit number SW8 970728. Camilia Court Limited Partnership proposes to increase the wet detention facility to accept and treat runoff from an adjacent project know as Clearwater on Country Club. II. STORMWATER MANAGEMENT The existing permit is for 75,157 sf of impervious surface. The permitted pond is 4 foot deep with a required surface area of 6,571 sf and required storage volume of 6,199 c£ The designed pond provided 7,064 sf of surface area and 11,824 cf of storage volume. The existing pond has the capacity to accept more runoff. The proposed adjacent project has 55,757 sf of impervious surface that would drain into the existing pond. The total impervious surface for the pond would increase to 130,914 sf. The total percent impervious for the pond would increase from 55.72% to 67%. Accordingly, the required storage volume would increase from 6,199 cf to 10,594 cf. However, the existing pond has 11,824 cf of storage area and can accommodate this requirement. The proposed adjacent project would increase the drainage area from 134,888 sf to 195,436 sf. Using the existing surface area provided of 7,064 sf and the new drainage area of 195,436 sf, the SA/DA requirement changes from 4.97% to 3.6%. Interpolating on the 90% TSS removal SA/DA chart, a 67% impervious coverage with an SA/DA of 3.6% corresponds to a depth of 6.2 feet. Therefore the pond will have to increased in depth from 4 feet to 6.2 feet to meet all of the requirements. In conclusion, the original Camelia Court Apartments stormwater detention pond was sized large enough in both surface area and storage volume to accept the offshe runoff from the Clearwater on Country Club project. However, the depth of the pond will have to be modified to meet the SA/DA requirements. III. EARTH DISTURBING ACTIVITIES Earth disturbing activities will include construction and installation of the wet -detention facilities, associated stormwater drainage, water and sewer facilities, roads, parking lots and buildings. rile: I'.IPub]islMasterlUrawingsl[2d91Frosion-, larrativc_Camelia.doc IV. EROSION AND SEDIMENTATION CONTROL MEASURES The following measures are proposed for the site. If it becomes evident that additional erosion and sedimentation control. measures are needed, they shall be installed immediately. It is intended that all grading and excavation activities within a certain area will be protected as soon as that activity is complete, i.e., drainage swales, utility easements, etc. A. Sediment Fence - Sediment fence will be utilized as necessary in locations as shown on plans or as deemed necessary by the engineer to insure that off -site sedimentation is controlled. B. Sediment Basins- Stormwater detention pond proposed for the site will serve as a sediment basins during the construction phase of development. C. Riprap outlet protection- Riprap to be installed at locations shown on plans to reduce energy at high velocity areas. D. Check Dams — Check dams to be installed at location on plans. E. Seeding - All disturbed areas will be seeded within 14 days following construction in accordance with the seeding schedule shown on plans. F. Stone Construction Entrance - Stone construction entrances will be used to reduce transport of sediment off site. V. CONSTRUCTION SEQUENCE A. Initial Activities: 1. Initiate clearing and grubbing operations. 2. Install stone construction entrances. 3. Complete clearing and grubbing operation. 4. Install silt fencing at locations shown. 5. Construct stormwater detention ponds including overflow/outlet devices. 6. Rough grade site 7. Install sewer system. 8. Install stormwater collection system with erosion control measures specified for inlets, water system, and remaining utilities. 9. Inspection- Hold Point: Contractor shall not proceed with any impervious surface construction including building foundations, slabs, sidewalks or roads until "Item A" initial activities are completed and a letter from the project engineer indicating that permit requirements are met is received. C. Final Activities 1. Construct buildings and install roof gutters as shown on a per building basis. 2. Construct parking lot, drive way, sidewalks, and walkways. 3. Complete installation of remaining underground utility facilities. 4. Remove accumulated sediment from stormwater detention basins and perform Final grading of basins. 5. Complete final landscaping and install wet detention basin vegetation as specified. V1. DESIGN ASSUMPTIONS I . Design storm is ten years for project. 2. The rational method was used for design purposes. VII. WET DETENTION BASIN OPERATION AND MAINTENANCE I . After every significant runoff producing rainfall event and at least monthly: A. Inspect the wet detention basin system for sediment accumulation, erosion, trash accumulation, grass cover, and general condition. B. Check and clear the orifice and overflow device of any obstructions. 2. Repair eroded areas immediately, re -seed as necessary to maintain good vegetative cover, mow vegetative cover to maintain a maximum height of six inches, and remove trash as needed. 3. Inspect and repair the collection system (piping, flumes, swales, riprap) quarterly to maintain proper function. 4. Remove accumulated sediment from the wet detention basin systems semi-annually or when depth is reduced to 75% of the original design depth. Remove cattails and other indigenous plants when they cover 50% of the basin surface. VI. COASTAL STORMWATER REGULATIONS The North Carolina Division of Environmental Management implemented coastal m storwater regulations in coastal counties on January 1, 1988. These regulations are detailed in 15 NCAC 2H.1000. Stormwater Runoff Disposal. These rules allow for a development to be considered under various options. This project is submitted for approval in consideration under Section .1003(d)(2) high density projects. Description of Project 1. Type of Development Camellia Court Apartments is a proposed mulit-family apartment complex containing eleven four-tinit buildings and a community building on 4.55 acres to be developed in accordance with approved plans and specifications for the installation'. of utilities and construction of streets, a pond, and drainage improvements. 2. Earth Disturbing Activities a. Clearing and grubbing of trecs located within the proposed street right- of-way, pond area, drainage and utility casements. b. Excavation and grading for the installation of roads, detention pond, drainage, and utility improvements. 3. Drainage The site presently drains to the cast primarily by sheet runoff into the low areas in the center of the property. File:Narra(A.txt B. Erosion and Sedimentation Control Measures Due to the substantial sand content at this site, proper attention shall be required for erosion and sedimentation control measures. Various levels of control are proposed on the plan. If it becomes evident that additional erosion and sedimentation control measures are needed, they shall ' be installed immediately. It is intended that all grading and excavation activities within a certain area will be protected as soon as that activity is complete, i.e., drainage swales, utility easements, etc. i . Silt Felice - Silt fence will be utilized as necessary in locations as shown on plans or as deemed necessary by the engineer to insure that off -site sedimentation in controlled. 2. Silt Basins and/or Check Dams - Silt basins and/or check dams shall be installed at locations shown to allow suspended solids time to settle out. 3. Seeding - All disturbed areas will be seeded within 30 days following construction in accordance with the seeding schedule shown on plans. C. Time Sequence of Operations I. Clear and grub right-of-ways, drainage, and utility easements. 2. Install stone construction entrance. 3. Rough grade street system, detention pond, and outlet ditch and rip rap. 4. Install utilities. . 5. Fine grade and pave streets. 6. Seed and mulch all disturbed areas. D. Design Assumptions I. Design storm is ten years. 2. The rational method was used for design. Composite Runoff Coefficient=0.50. E. Coastal Stormwater Regulations . The North Carolina Division of Environmental Management implemented coastal stormwater regulations in coastal counties on January 1, 1999. these regulations are detailed in 15 NCAC 2H.1000 Stormwater Runoff Disposal.
