Examples of BMP's for the Roxboro Electric Generating Plant include: • Source Reduction • Good Housekeeping • Preventive Maintenance • Visual Inspections • Spill Prevention and Response • Erosion and Sediment Control • Stormwater Runoff Management • Employee Training • Recordkeeping and Reporting • Recycling • Treatment 3.2.3.2 Source Reduction Source reduction measures reduced stormwater pollution by reducing the quantity of materials, which may contact stormwater. The source reductions measures to be implemented may require modifications in present work habits and practices. Example components of source reduction are: • Good Housekeeping • Preventive Maintenance • Visual Inspections • Spill Prevention and Response • Erosion and Sediment Control Many of the components of source reduction are addressed as main components of the BMP, therefore, source reduction should be considered under each of the other BMP components. 3.2.3.3 Good Housekeeping Good housekeeping practices are designed to maintain a clean and orderly work environment. Good housekeeping practices should be incorporated in the day-to-day conduct of operations and maintenance. A clean and orderly work area reduces the possibility of accidental spills caused by the mishandling of chemicals and equipment. Well -maintained material and chemical storage areas reduce the possibility of stormwater mixing with pollutants. The following practices shall be performed on a regular basis: ERM NC, INC. 3-3 398458 • Maintain clean and dry floors, ground surfaces, work, and process areas through the use of brooms, shovels, vacuum cleaners, mops and cleaning equipment. • Regular pickup and disposal of waste materials. • Proper operation of equipment. • Routine visual inspections by qualified personnel for leaks or spills, and for conditions which may lead to a leak or spill (such as the hazardous waste inspections being performed at various areas throughout the Roxboro Plant). • Training of employees in spill prevention and cleanup procedures • Bags storing dry chemicals shall be raised off the floor, preferably by pallet, to prevent any unwanted interaction of the chemical with water. • Walkways shall be maintained free of obstructions to facilitate inspection for leaks or spills. The Fossil Chemistry Technician, assigned the NPDES ORC responsibilities, routinely inspects work and storage areas for best housekeeping practices. Corrections are handled by work orders tracked through Maximo, the Company work order management system, on an as needed basis. 3.2.3.4 Preventive Maintenance Roxboro Plant has various inspections and site assessment practices in place to assist with detection of potential problems. Preventive maintenance schedules vary based on the potential risk by the source. In general, the Roxboro Plant is well manned in order to ensure the facility is a reliable and efficient source of electricity. Preventive maintenance will be performed to ensure that stormwater management facilities and controls operate correctly and effectively and to reduce their breakdowns and failure. Specific activities include: Periodic inspection, cleanout and maintenance of catch basins, containment areas, ditches, and conveyance equipment. Periodic scheduled inspection and testing of equipment and systems, including pumps, valves, pipes, storage tanks, and controls. Proper scheduled maintenance of equipment and facilities. Additional preventive maintenance information will be provided as a separate section of the SPPP. 3.2.3.5 Visual Inspections Visual inspections will be performed in conjunction with other BMP's, such as housekeeping and preventive maintenance, and also as a separate activity (see section 7 "Visual Inspection"). ERM NC, INC. 3-4 398458 3.2.3.6 Spill Prevention and Response Spill prevention will be achieved by good housekeeping, visual inspection, and preventive maintenance, and through training of personnel in material handling and storage procedures, and the use of equipment. Training in proper spill identification and cleanup procedures, including the use of equipment and the notification and documentation procedures, will be the main components of spill response. Specific spill preventative measures will include: • Piping protection, such as routing, coatings and wrappings, and cathodic protection where appropriate. • Adherence to current unloading procedures and practices, including monitoring and verification of all connections and seals. • Proper valve and control settings, and adequate labels, markings, and communications, to ensure that accidental closures or openings do not occur. • Adequate securities to prevent non -authorized access to facilities. • Appropriate documentation of actions taken. Spill response will be in accordance with existing Plant Procedures, including the Spill Prevention, Control and Countermeasure (SPCC) Plan and the Hazardous Substance Notification Procedure. Training is essential to a well -executed spill response. Personnel will be trained to identify potential stormwater pollution occurrences as may occur during a spill event, and respond in the appropriate manner. 3.2.3.7 Erosion and Sediment Control Areas under construction, or where accelerated erosion or sedimentation is occurring, will be monitored and corrective measures will be implemented as necessary. A Sediment Erosion Control Plan may be needed. The Environmental Site Coordinator will decide. Vegetation or equivalent stabilization of the ground will be performed to reduce/eliminate accelerated erosion. 3.2.3.8 StornlWater Runoff Management Uncontaminated stormwater will be diverted away from potential sources of contamination, and discharged to a stabilized conveyance structure. Contaminated waters will be directed to the appropriate treatment facilities prior to discharge. Diversion efforts should be made to reduce the quantity of contaminated stormwater that must be collected and treated depending on conditions. Vehicle washing should be performed in areas away from stormwater drains. ERM NC, INC. 3-5 398458 3.2.3.9 Employee Training General training of employees will emphasize good housekeeping, and preventive methods, procedures, and practices. Responsibilities will be clearly communicated to personnel, including notification procedures for preventive and corrective measures. Maintenance and inspection personnel will have the authority to follow-up on areas requiring improvement. Plant personnel will be trained in safety and clean-up operations and to recognize spills which may contribute to stormwater pollution. 3.2.3.10 Recordkeeping and Reports Training documentation will utilize the current training documentation tool. Maintenance activities will be documented in the current Maximo work management tool. Reports will be sent to the plant file 12520R located in the Environmental Coordinators Office. 3.2.3.11 Recycling No recycling of contaminated stormwater occurs at the Roxboro Plant. Recycling of some solid and universal wastes occurs at the Roxboro Plant. 3.2.3.12 Treatment Treatment measures will be the last step prior to the discharge of contaminated stormwater. Treatment is employed at the plant for those areas where, due to site constraints, other BMP's have been found to be infeasible or too costly to implement. Periodic vacuuming of storm drain catch basins will be conducted in high risk areas as needed. 3.3 SPILL PREVENTION AND RESPONSE PLAN [PART II, SECTION A.31 This SPPP contains the required elements of a Spill Prevention and Response Plan (SPRP), as outlined in Part II, Section A.3 of the permit. Roxboro Plant has strategically located spill response materials throughout the facility. Areas where potential spills could contribute pollutants to stormwater have been identified on Figure 2 and 3 of this Plan, along with the associated drainage points. Spill response training is provided to applicable employees on an initial hire and annual basis. In the event of a spill, Roxboro Plant employees are to respond only to incidental releases where the substance can be absorbed, neutralized, or otherwise controlled at the time of release by employees in the immediate release area or by maintenance personnel. An occurrence which results, or is likely to result, in an uncontrolled release of a hazardous substance requiring a response effort by employees from outside the immediate release area or by other designated responders (i.e., mutual -aid groups, fire ERM NC, INC. 3-6 398458 departments, etc.) is considered an "emergency response." Roxboro Plant employees are not to perform emergency responses, and such responses are only to be performed by personnel trained in accordance with 29 CFR 1910.120. All employees responsible for implementation of the SPRP are indicated in Section 3.3.2 of this Plan. The signature of each employee indicated in Section 3.3.2 is required, acknowledging that they have completed training and are aware of their responsibilities under this Plan. (DEP) owns and operates the Roxboro Steam Electric Plant (Roxboro) located on Hyco Reservoir in Person County, North Carolina. As required by Roxboro's Wastewater National Pollutant Discharge Elimination System (NPDES) Permit No. NC003425, DEP is required to monitor arsenic, selenium, and mercury in fish tissue in Hyco Reservoir near the ash pond discharge under monitoring plans approved by the North Carolina Division of Water Resources. Additionally, DEP operates under the requirements of Industrial Stormwater NPDES Permit No. NCS000581 which requires the reporting of the fish tissue monitoring required under the wastewater permit. This report is submitted to fulfill the reporting of fish tissue monitoring as required by the Industrial Stonmwater permit from 2017 through 2019. Supporting data for this report has been submitted the North Carolina Division of Water Resources as an element of the wastewater permitting process. 2.0 Study Site Description and Sampling Locations Fish were collected for individual muscle tissue trace elements analysis at two areas within Hyco Reservoir (Figure 1). An area upstream (C) of the discharge point serves as a reference location to monitor background trace element concentrations in fish muscle tissue, and an area in the immediate vicinity of the discharge location (D) serves to monitor near -field uptake and assimilation of elements in fish muscle tissue. 3.0 Target Species The target fish were sunfish (preferred Bluegill), black bass (preferred Largemouth Bass) and catfish (preferred White Catfish). Where the full complement of preferred target species was not available, fish from the same genus or family were included as necessary (Table 1). As recommended by the U.S. Environmental Protection Agency (USEPA) an attempt was made to limit the smallest fish to 75% of the largest fish total length by species depending on availability (USEPA 2000). 4.0 Field Sampling Methods Fish were collected using electrofishing procedures specified in the DEP Biology Program Procedures Manual (Procedure NR-00080, Rev. 2 and NR-00095, Rev. 1) which is approved by the North Carolina Department of Environmental Quality under the DEP Biological Laboratory Certification (# 006). Only live fish of good condition were retained and put in a labeled bag and placed on ice until frozen for analysis. Ancillary fisheries data including species, total length (mm), and total weight (g) were also recorded. Fish collected were transferred to a freezer daily and maintained frozen until processing at the DEP New Hill Trace Element Laboratory. Associated water quality data including water temperature, dissolved oxygen, and specific conductance were recorded daily at the surface at each sampling location (available on request). 5.0 Laboratory Processing and Arsenic, Mercury, and Selenium Analysis Fish samples were processed and analyzed individually in the DEP Trace Element Laboratory according to procedure NR-00107, Rev. 4 Trace Element Monitoring Laboratory Procedure. Pace Analytical conducted the metals concentration analysis in 2018 in accordance with EPA methods 6020 and 7471. Quality control was 1 achieved utilizing analytical standards, replicates, and certified reference materials. Following analysis, residual processed samples were archived and will be kept for at least two years in the event that re -analysis is needed. 6.0 Data Analysis and Reporting Arsenic, mercury, and selenium concentrations (converted to µg/g wet weight) in the fish muscle tissue collected from 2017 through 2019 are presented in Table 1. In addition to the length and weight of each fish, the dry -to -wet weight ratios are provided to convert the arsenic, mercury, and selenium concentrations wet weight values back to dry weight values as desired. Arsenic From 2017 through 2019, arsenic concentrations in the 183 fish collected were well below the USEPA recreational screening value of 1.2 µg/g (wet weight) (USEPA 2000). Mercury Of the 183 fish collected from 2017 to 2019, only two fish exhibited concentrations of mercury slightly above the USEPA recreational screening value of 0.4 µg/g (wet weight) (USEPA 2000). Both occurrences were in Largemouth Bass collected in 2019 at the reference sampling location (Table 1). Selenium From 2017 through 2019, selenium concentrations in the 183 fish collected were well below the USEPA recreational screening value of 20 µg/g (wet weight) (USEPA 2000). 7.0 References USEPA. 2000.
