We have learned that it should have been and revised the form on the website. I have attached a copy of the ESA for applicants that submitted registration form prior to the update. Please have this completed and email me a copy and the mail original. The Delegated Authority letter requirement is being discussed and may not be required. If you have one, please send, if you don't have one and it is determined that it is required, we can get it later. Sorry for the confusion. Based on the current guidance to minimize the spread of COVID-19, the Department of Environmental Quality has adjusted operations to protect the health and safety of the staff and public. Many employees are working remotely or are on staggered shifts. To accommodate these staffing changes, all DEQ office locations are limiting public access to appointments only. Please check with the appropriate staff before visiting our offices, as we may be able to handle your requests by phone or email. We appreciate your patience as we continue to serve the public during this challenging time. Suzanne, I spoke with Kim Fail, the Environmental Manager for the Riegelwood Mill, and we decided not to change the name. We think it might add confusion if we make that name change. Thank you for contacting me about that. On a related topic, today I emailed you the signed Stormwater eReporting Registration Form, signed by our corporate official to name the Riegelwood Mill Manager as the edmr Facility Administrator. That form did not have a place for a notary to sign. That is confusing, because looking at the 6-step directions, it looks like you now need another Stormwater eReporting Registration Form that does have a place for a notary seal and signature. The directions also call for a Delegation of Authority Letter. Please call me; I want to get you the right information but am a little confused about the differing forms and apparent duplicate forms. I'll be out all next week, and am trying to run down what we need. I discussed the edits you are suggesting with my supervisor and one of my subject matter experts. Adding Global Cellulose Fibers Division to the Owner name will not be viable for our database. This is because the Owner is linked to International Paper's chip and paper facilities. We can add Global Cellulose Fibers Division to the Facility name. However, I will have to let the Wastewater Division know that I am updating the Name of the facility, because it will change what should be appearing on their permit for your facility. Please confirm if you still want to add this to the facility name. All other edits I will take care of next week. My Individual Industrial Permit Coordinator will be updating the outfalls. Thank you for understanding and assistance in this matter. I have updated the NPDES Stormwater Permit Summary as we discussed. Unfortunately, I could not get a good copy of the penned edits; if you cannot make out all the print, please call me and I can read the items to you. In the left margin of the first page, by my name, Wallace Coverdale, the words in the margin are "move to Contacts, edit". In the second page left margin, see p. 3 for outfall information. I have emailed the registration form to our corporate office, and will forward that to you as soon as I get back the signed originals. Thanks, again, and good luck!
