Subject: Ferncliff Ret – Additional Information Request

Dear Mr. Anen,

Thank you for taking the time to conduct a review of the plans and calculations for the above
project and provide comments on the submittal package. Below is a list of the comments with
responses to each comment as to how the plans were changed to meet the State standards.
Please use this document as an aid in your review and I hope that we have adequately satisfied
all concerns and addressed all comments.

Post-Construction Stormwater

1. Please provide official documentation showing the title and position held by the person
who signed the application to verify that they have authority to apply on behalf of the
LLC. This can be official documentation from the NC Secretary of State, other official
company documentation, or a signed letter from an official listed by the NC Secretary of
State confirming that this person is authorized to apply for the permit [15A NCAC
02H .1043(3)(b)(ii)].
a. Michael Robinson is Manager over Duke Energy Substation Engineering. I have
provided a letter for delegation from the Transmission Vice President stating the
authority of the manager to sign for permitting documents as it relates to a
project. Ben Harrison is the author of the letter and I have highlighted his name in
the NCSOS printout attached. Please let me know if there is anything else
specific that you may need for this.
2. Please show all streams, wetlands, and buffers on the plan or add a note that none exist
[15A NCAC 02H .1043(3)(f)].
a. Internal department provided additional information on an NRA completed for the
site and a PJD completed for the site as part of the NRA. The perennial and
intermittent streams identified in the attached PJD have been shown and labeled
on the plans. I am submitting revised site plans & grading plans to you for the
submittal package. There are not wetlands located onsite as defined by the PJD.
b. 3171999SDV01 – Cover Sheet.
i. LOD updated in the site data block to 21.85 acres to mitigate all stream
impacts.
ii. Orange protection fence listed in the bill of material for all protection areas
c. 3171999SDV03 – Overall Site Plan
i. Stream and stream buffers provided according to the PJD locations and
state requirement for the intermittent and perennial streams at this
location. No trout buffer required for Class B streams and watercourses.

ii. Note 3 added to general notes
iii. Legend updated with stream buffer hatching block
iv. Revised the 70’ proposed distribution corridor along Old Fanning Bridge
Road to remove from all streams and buffer areas.
