In accordance with 15A N.C. Admin. Code 2Q .0304 and .0305, the permittee, Gelder & Associates,
Inc., hereby notifies the N.C. Division Air Quality that it has sold its asphalt plant located at located at 3901
Gelder Drive, Raleigh, Wake County, North Carolina (the "Garner Plant") to FSC II, LLC effective as this date.
The Garner Plant is covered by Air Permit No, 00379R17.
With respect to the Air Permit referenced above, the transfer of permit responsibility, coverage and
liability, shall be effective as of December 4, 2020, which is the date FSC 1I, LLC acquired legal ownership and
control of the Garner Plant,
