Please find attached the Stormwater Program's comments on the Draft Stormwater Management Plan
(SWMP) for the Town of Black Mountain. This letter has also been sent to the attention of the previous
mayor, Don Collins, via certified mail.
The Town of Black Mountain has prepared a draft SWMP to meet state and federal requirements for
stormwater management within the Town's jurisdiction. You can read more about the Municipal Separate
Storm Sewer System (MS4) permitting program here.
Since you have become the new Mayor, it is necessary for you to complete an NPDES Permit
Name/Ownership Change Request Form. Your permit number is NCS000500.
