Dear Mr. Tomic:
On November 12, 2020, a site inspection was conducted for the Lumberton Fertilizer Plant located at 745 Old Whiteville
Road, Lumberton, Robeson County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review.
Mr. Chad Hodgin, Plant Manager, was also present during the inspection and his time and assistance is greatly appreciated.
The site visit and file review revealed that the subject facility is covered by NPDES Stormwater Permit NCS000541. Permit
coverage authorizes the discharge of stormwater from the facility to receiving waters designated. as Lee Pond, a class C;Sw
waterbody in the Lumber River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of NPDES Stormwater Permit
NCS000541. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made
during the inspection.
Please be advised that violations of the NPDES Stormwater Permit are subject to a civil penalty assessment of up
to $25,000 per day for each violation. If you or your staff have any questions, comments, or needs assistance with

Inspection Summary:
Permit renewal application was received by the Division in December of 2016 after the permit expiration date of April 30,
2016. Since anew permit has not been issued, facility has operated under the conditions of the expired permit. An
ownership change request was submitted on October 22, 2020 and approved on November 5, 2020 transferring the permit
from Southern States Cooperative, Inc. to Growmark, Inc. During the inspection, the facility's Stormwater Pollution
Prevention Plan (SPPP) and monitoring records from 2017 through the first half of 2020 were reviewed. The SPPP appeared
to contain all required components along with documentation associated with semi-annual facility inspections, annual
non-stormwater evaluations and annual employee training. According to the SPPP, there have been no significant spills.
Based on the monitoring records, there have been occasional exceedances of benchmark values for various parameters, but
no consecutive exceedances that triggers the Tier Two response actions. Monitoring records indicate only one outfall, which
was observed at the time of inspection. However, based on site observations, the stormwater catch basins throughout the
site do not appear to lead to this outfall. An evaluation of the facility's stormwater collection and conveyance system should
be conducted in order to identify/confirm the appropriate location and number of stormwater discharge outfalls.
