Guidelines for Access: The staff of Wilmington Regional Office is dedicated to malting public records in our custody readily
available to the public for review and copying. We also have the responsibility to the public to safeguard these records and to carry
out our day-to-day program obligations. Please read carefully the following guidelines signing the form:
1. Due to the large public demand for file access, we request that you call at least a day in advance to schedule an
appointment to review the files. Appointments will be scheduled_ between 9:00am and 3:00pm. Viewing time ends at
4:45pm. Anyone arriving Without an appointment may view the files to the extent that time and staff su ervision
is available.
2. You must specify files you want to review by facility -name. The number of files that you may review at one time will
be limited to five.
3. You may make copies of a File when the copier is not in use by the staff and if time permits. Cost per copy is 2.5 cents
for ALL copies if you make more than 25 copies. There is no charge for 25 or less copies. Payment may be made by
check money order, or cash at the reception desk. Copies can also he invoiced for your convenience.
4. FILES MUST BE KEPT IN ORDER YOU FOUND THEM. Files may not be taken from the office. To remove,
alter, deface, mutilate, or destroy material in one of these files is a misdemeanor for which you can be fined up to
3500.00, No briefcases. large totes, etc. are permitted in the file review area.
5. In accordance with General Statue 25-3-512, a $25.00 processing fee will be charged and collected for checks on which
payment has been refused.

A. Preliminary Determination
_ Based on preliminary information, there may be wetlands on the above described property. We strongly suggest you have
this property inspected to determine the extent of Department of the Army (DA) jurisdiction. To be considered final, a
jurisdictional determination must be verified by the Corps. This preliminary determination is not an appealable action
under the Regulatory Program Administrative Appeal Process ( Reference 33 CFR Part 331).
B. Approved Determination
There are Navigable Waters of the United States within the above described property subject to the permit requirements of
Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act. Unless there is a change in the law or
our published regulations, this determination may be relied upon for a period not to exceed five years from the date of this
notification:

present workload, the Cotes may not be able to accomplish this wetland delineation in a timely manner. For a more timely
delineation, you may wish to obtain a consultant. To be considered final, any delineation must be verified by the Corps.
T'he waters of the U.S. including wetlands on your project area have been delineated and the delineation has been
verified by the Corps. We strongly suggest you have this delineation surveyed. Upon completion, this survey should be
reviewed and Verified by the Corps. Once verified, this survey will provide an accurate depiction of all areas subject to
CWA jurisdiction on your property which, provided there is no change in the law or our published regulations, may be
relied upon for a period not to exceed five years.

C. Basis For Determination
The site exhibits features with Ordinary High Water and wetland criteria as defined in the 1987 Corps Wetland
Delineation Manual and„noWicitble Regional Supplements. The waters on -site include_ an unnfimed_ tributary (n) to
New River - a Relatively Permanent Water which flows to the New River. a Traditionally Navigable Water — and
abutting_wellands. This determination is based on a site visit by David E. Bailey of the U.S. Army Corps of Engineers
on 7/3112012,

E. Attention USDA Program Participants
This delineation/determination has been conducted to identify the limits of Corps' Clean Water Act.jurisdiction for the
particular site identified in this request. The delineation/determination may not be valid for the wetland conservation
provisions of the Food Security Act of 1985. If you or your tenant are USDA Program participants, or anticipate participation
in USDA programs, you should request a certified wetland determination from the local office of the Natural Resources
Conservation Service, prior to starting work.

VI. SUBMITTAL REQUIREMENTS
Only complete application packages will be accepted and reviewed by the Division of Water Quality (DWQ).
A complete package includes all of the items listed below. A detailed application instruction sheet and BMP
checklists are available from http://12ortal.ncdenr.org/LA ,d ws/su/statesw/forms does. The complete
application package should be submitted to the appropriate DWQ Office. (The appropriate office may be
found by locating project on the interactive online map at ht p: ortal.ncdennor web w /.ws/su/ ma s.)
Please indicate that the following required information have been provided by initialing in the space provided
for each item. All original documents MUST be signed and initialed in blue ink. Download the latest versions
for each submitted application package from http://portal.ncdenr.org/web/wq/ws/su/statesw/forms does.

Wet Detention Basin Operation and Maintenance Agreement
I will keep a maintenance record on this BMP. This maintenance record will be kept in a
log in a known set location. Any deficient BMP elements noted in the inspection will be
corrected, repaired or replaced immediately. These deficiencies can affect the integrity
of structures, safety of the public, and the removal efficiency of the BMP.
The wet detention basin system is defined as the wet detention basin,
pretreatment including forebays and the vegetated filter if one is provided.

Important maintenance procedures:
- Immediately after the wet detention basin is established, the plants on the
vegetated shelf and perimeter of the basin should be watered twice weekly if

- No portion of the wet detention pond should be fertilized after the first initial
fertilization that is required to establish the plants on the vegetated shelf.
- Stable groundcover should be maintained in the drainage area to reduce the
sediment load to the wet detention basin.
- If the basin must be drained for an emergency or to perform maintenance, the
flushing of sediment through the emergency drain should be minimized to the
maximum extent practical.
- Once a year, a dam safety expert should inspect the embankment.
After the wet detention pond is established, it should be inspected once a month and
within 24 hours after every storm event greater than 1.0 inches (or 1.5 inches if in a
Coastal County). Records of operation and maintenance should be kept in a known set
location and must be available upon request.

The primary intent of the Onslow County Government Center project is the consolidation
of the Onslow County Government offices. Currently, Onslow County government offices
are distributed at numerous locations throughout both Onslow County and the City of
Jacksonville. The Onslow County Government Center is proposed to be constructed on Lot
15 in Burton Business and Industrial Park just north of Jacksonville, NC in Onslow County.
The total area of the project site is 13.48 acres. The total area for the project Limits of
Disturbance is 9.95 acres (443,051 SF).
The currently undeveloped project site is located in the White Oak River Basin and drains
via sheet flow and channelized flow to the New River, Stream Index (19-1), which is
classified C; NSW. The project will be high density with proposed improvements to
include the Onslow County Government Center, a storage building, associated parking,
and related improvements.
There are two existing stormwater detention basins on the project site that were constructed
with the roadway network for Burton Business -and Industrial Park. The stormwater
detention basins were permitted by NCDENR under Permit No. SW8 990854. The
impervious areas associated with this project are not conveyed to the existing stormwater
detention basins, but to a new wet detention basin designed for the impervious area
associated with the Onslow County Government Center. No modifications are proposed to
the existing stormwater detention basins.
The proposed wet detention basin has been sized to account for all of the proposed
impervious area associated with the project with a design rainfall depth of 1.5 inches. The
total drainage area to the stormwater pond is approximately 7.63 acres. The impervious
area that will be conveyed to the stormwater pond via the proposed underground
stormwater drainage system consists of 56,412 ft' of buildings, 164,493 ft' of parking,
8,193 ft' of sidewalks, and 9,512 ft2 of other on -site for a total impervious area of 238,610
ft2. All roof drainage will be conveyed to the underground stormwater drainage system.
Due to site constraints, retaining walls are proposed at several locations around the
perimeter of the pond. Retaining walls are also proposed within the stormwater pond itself
in order to reduce the footprint of the proposed basin.
There are no wetland impacts associated with the project.

A. Preliminary Determination
Based on preliminary information, there may be wetlands on the above described property. We strongly suggest you have
this property inspected to determine the extent of Department of the Army (DA) jurisdiction. To be considered final, a
jurisdictional determination must be verified by the Corps. This preliminary determination is not an appealable action
under the Regulatory Program Administrative Appeal Process ( Reference 33 CFR Part 331 }.
B. Approved Determination
There are Navigable Waters of the United States within the above described property subject to the permit requirements of
Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act. Unless there is a change in the law or
our published regulations, this determination may be relied upon for a period not to exceed five years from the date of this
notification:
X There are waters of the U.S. including wetlands on the above described property subject to the permit requirements of
Section 404 of the Clean Water Act (CWA)(33 USC § 1344). Unless there is a change in the law or our published
regulations, this determination may be relied upon for a period not to exceed five years from the date of this notification.
_ We strongly suggest you have the wetlands on your property delineated. Due to the size of your property and/or our
present workload, the Corps may not be able to accomplish this wetland delineation in a timely manner. For a more timely
delineation, you may wish to obtain a consultant. To be considered final, any delineation must be verified by the Corps.
The waters of the U.S. including wetlands on your project area have been delineated and the delineation has been
verified by the Corps. We strongly suggest you have this delineation surveyed. Upon completion, this survey should be
reviewed and verified by the Corps. Once verified, this survey will provide an accurate depiction of all areas subject to
CWA jurisdiction on your property which, provided there is no change in the Iaw or our published regulations, may be
relied upon for a period not to exceed five years.

signed by the Corps Regulatory Official identified below on 8/28/2012 . Unless there is a change in the law or our

C. Basis For Determination
The site exhibits features with Ordinary High Water and wetland criteria as defined in the 1987 Corps Wetland_,
Delineation Manual and Applicable Regional Supplements. The waters on -site include an unnarW tributary (UT)"to
New River - a Relatively„ Permanent Water which flows to the New River, a Traditionally Navigable Water — and
abuttine wetlands. This determination is based on a site visit by David E. Bailey of the U.S. Arm Cor s of Engineers
on 7/31/20M

Wetlands delineated by Haywood__P_ittm_ an_(Pittman Soil Consulting) with changes made in the field by David E. Baile
SACE.
E. Attention USDA Program Participants
This delineation/determination has been conducted to identify the limits of Corps' Clean Water Act.jurisdiction for the
particular site identified in this request. The delineation/determination may not be valid for the wetland conservation
provisions of the Food Security Act of 1985, If you or your tenant are USDA Program participants, or anticipate participation
in USDA programs, you should request a certified wetland determination from the local office of the Natural Resources
Conservation Service, prior to starting work.
F. Appeals Information (This information applies only to approved jurisdictional determinations as indicated in
B. above)
This correspondence constitutes an approved jurisdictional determination for the above described site. If you object to this
determination, you may request an administrative appeal under Corps regulations at 33 CFR part 331. Enclosed you will find a
