THE EXISTING SITE IS CURRENTLY BEST CHARACTERIZED AS A MODERATELY WOODED RESIDENTIAL PROPERTY WITH GENTLY SLOPING TOPOGRAPHY TO THE SITE EAST. SITE IMPROVEMENTS WILL INCLUDE THE CONSTRUCTION OF A STEEL BUILDING WITH PAVED PARKING LOT, LANDSCAPING AND STORMWATER MANAGEMENT FACILITIES, THE PROJECT WILL ALSO REQUIRE APPROXIMATELY 5,500 SOUARE FEET OF ROADWAY WIDENING ALONG THE WEST SIDE OF MT. MISERY ROAD. APPROXIMATELY 1.49 TOTAL ACRES OF EARTH DISTURBANCE AS SHOWN WITHIN THE LIMITS OF CONSTRUCTION WILL OCCUR (SITE WORK WILL. IMPACT 1.37 ACRESM WHILE ROAD IMPROVEMENTS WILL IMPACT 0.12 ACRES). BECAUSE THIS CONSTRUCTION DISTURBS MORE THAN 1 ACRE, EROSION AND SEDIMENTATION CONTROL AND STORMWATER MANAGEMENT PERMITS ARE REQUIRED FROM NC DENR. BECAUSE THIS SITE IS WITHIN BRUNSWICK COUNTY, SUBMITTAL AND APPROVAL OF STORMWATER MANAGEMENT MEASURES WILL ALSO BE REQUIRED. IMPORT AND/OR EXISTING SELECT MATERIAL FOR BUILDING PADS AND PAVEMENT BASE COURSES SHALL BE PLACED AND/OR SHAPED AS INDICATED AND SURFACED WITH NEW ASPHALT PAVEMENT, AND CONCRETE PAVEMENT. ALL OTHER DISTURBED AREAS WILL BE SEEDED/SODDED, LANDSCAPED, AND VEGETATIVELY STABILIZED AS REOUIRED. A TEMPORARY GRAVEL CONSTRUCTION ENTRANCE WILL BE INSTALLED AS REOUIRED AT THE SITE'S ENTRANCE AS DESCRIBED BELOW. SPOIL MATERIAL FROM THE EXCAVATED AREAS WILL BE REMOVED AND DISPOSED OF AT AN APPROVED OFF -SITE LOCATION. THE CONTRACTOR SHALL APPLY FOR AND OBTAIN ALL DISPOSAL PERMITS AS REQUIRED BY LAW. HARDWARE CLOTH 8 GRAVEL INLET PROTECTION AND TEMPORARY SEDIMENT FENCE MEASURES MILL BE PLACED WITHIN THE CONSTRUCTION LIMITS AT AND STRATEGIC LOCATIONS TO INHIBIT THE FLOW OF STORMWATER RUNOFF ONTO THE SITE AND PROHIBIT THE FLOW OF SEDIMENT OFF SITE. THE AREA SHOWN FOR THE SITE'S STORMWATER BASIN ON ITS EAST SIDE WILL BE USED AS A SKIMMER SEDIMENT BASIN DURING CONSTRUCTION, AND AFTER THE MAJORITY OF THE SITE HAS BEEN STABILIZED, WILL LATER BE CONVERTED TO A DRY DETENTION BASIN. PLANNED SEDIMENTATION AND EROSION CONTROL PRACTICES 1. SEDIMENT FENCE: DESCRIPTION, CONSTRUCTION SPECIFICATIONS, AND MAINTENANCE AS PER DETAIL(S). 2. TEMPORARY GRAVEL CONSTRUCTION ENTRANCE: DESCRIPTION, CONSTRUCTION SPECIFICATIONS, AND MAINTENANCE AS PER DETAIL(S). 3. HARDWARE CLOTH a GRAVEL INLET PROTECTION: DESCRIPTION, CONSTRUCTION SPECIFICATIONS, AND MAINTENANCE AS PER DETAIL(S). 4. SKIMMER SEDIMENT BASIN: DESCRIPTION, CONSTRUCTION SPECIFICATIONS, AND MAINTENANCE AS PER DETAIL(S). 5. ROCK PIPE INLET PROTECTION: DESCRIPTION, CONSTRUCTION SPECIFICATIONS, AND MAINTENANCE AS PER DETAIL(S). 6. FERTILIZING, SEEDING AND MULCHING: TO BE INSTALLED AS PER TEMPORARY AND PERMANENT SEEDING SPECIFICATIONS. SEE SEEDING SPECIFICATIONS ON THE CONTRACT DOCUMENTS. REFER ALSO TO SECTIONS 6.10 AND 6.11 OF THE NCDENR EROSION AND SEDIMENT CONTROL PLANNING AND DESIGN MANUAL. MAINTENANCE: RESEED AND MULCH AREAS WHERE SEEDING EMERGENCE IS POOR, OR WHERE EROSION OCCURS, AS SOON AS POSSIBLE. DO NOT MOW. PROTECT FROM TRAFFIC AS MUCH AS POSSIBLE. EXISTING EROSION CONTROL REGULATION 1. EROSION AND SEDIMENTATION CONTROL MEASURES SHALL CONFORM TO THE REQUIREMENTS OF THE NORTH CAROLINA ACT OF 1973 AND LOCAL EROSION AND SEDIMENT CONTROL REQUIREMENTS. 2. TEMPORARY AND PERMANENT EROSION CONTROL MEASURES SHALL BE PROVIDED AS SHOWN ON THE PLANS OR AS DIRECTED BY THE ENGINEER. TEMPORARY SEDIMENT CONTROL DEVICES MUST BE INSTALLED TO THE EXTENT POSSIBLE PRIOR TO INITIATION OF GRADING AND EXCAVATION. THE DEVICES MUST BE MAINTAINED AT A MINIMU11 OF 50% OF THE ORIGINAL SEDIMENT STORAGE CAPACITY AND MAY NOT BE REMOVED UNTIL THE AREAS THEY SERVE HAVE BEEN STABILIZED. 3. PURSUANT TO G.S. 113A-57(2), THE ANGLE FOR GRADED SLOPES AND FILLS SHALL BE NO GREATER THAN THE ANGLE THAT CAN BE RETAINED BY VEGETATIVE COVER OR OTHER ADEQUATE EROSION DEVICES OR STRUCTURES. PURSUANT TO G.S. 113A-57(3), PROVISIONS FOR PERMANENT GROUND COVER SUFFICIENT TO RESTRAIN EROSION MUST BE ACCOMPLISHED FOR ALL DISTURBED AREAS WITHIN 15 WORKING DAYS OR 90 CALENDAR DAYS (WHICHEVER IS SHORTER) FOLLOWING COMPLETION OF CONSTRUCTION OR DEVELOPMENT. 5. STILL APPLY, EFFECTIVE AUGUST 3, 2011, THE NC DIVISION OF WATER QUALITY NPDES GENERAL PERMIT FOR CONSTRUCTION ACTIVITIES (NGC010000) REOUIRES THAT GROUND STABILIZATION OF DITCHES, PERIMETER AREAS, AND SLOPES 3H:IV OR STEEPER SHALL BE ACHIEVED WITHIN 7 DAYS OF TEMPORARY OR PERMANENT CESSATION OF LAND DISTURBING ACTIVITIES. GROUND STABILIZATION OF ALL OTHER AREAS SHALL BE ACHIEVED WITHIN 14 DAYS OF TEMPORARY OR PERMANENT CESSATION OF LAND DISTURBING ACTIVITIES. MAINTENANCE PLAN 1. ALL EROSION CONTROL PRACTICES WILL BE CHECKED DAILY FOR STABILITY AND OPERATION AND FOLLOWING EVERY RUNOFF -PRODUCING RAINFALL. ANY NEEDED REPAIRS WILL BE MADE IMMEDIATELY TO MAINTAIN ALL PRACTICES AS DESIGNED. 2. SEDIMENT WILL BE REMOVED FROM SEDIMENT CAPTURING MEASURES WHEN IT BECOMES ABOUT 0.5 FT DEEP. SEDIMENT CAPTURING MEASURES WILL BE REPAIRED AS NECESSARY TO MAINTAIN ADEQUATE BARRIERS AND SEDIMENT STORAGE. 3. ALL UTILITY TRENCHES ARE TO BE PROTECTED FROM WATER INFILTRATION. 4. SPOIL PILES ARE TO BE CONTAINED AT ALL TIMES. 5. ALL SEEDED AREAS WILL BE FERTILIZED, RESEEDED AS NECESSARY, AND MULCHED ACCORDING TO THE SPECIFICATIONS TO MAINTAIN A VIGOROUS, DENSE VEGETATION COVER. IF SEEDING FAILURE OCCURS, THOSE AREAS SHALL BE RESEEDED WITH ANNUAL VEGETATION, SUITABLE FOR THE TIME OF YEAR FOR TEMPORARY STABILIZATION AND PREPARED FOR PERMANENT SEEDING. SEEDING AND MULCHING WILL BE IN ACCORDANCE WITH THE ATTACHED SPECIFICATION. CONSTRUCTION SEQUENCE 1. THE CONTRACTOR SHALL NOTIFY THE ENGINEER SEVEN (7) DAYS BEFORE COMMENCING ANY LAND DISTURBING ACTIVITY. CLEAR ONLY AREA REQUIRED TO INSTALL EROSION CONTROL DEVICES. 4, CLEAR AND PERFORM EARTHWORK TO ESTABLISH SUBGRADE FOR THE PLACEMENT OF BUILDING PAD AND PAVEMENTS. PLACE AND COMPACT SELECT MATERIALS, AND PAVEMENT BASES. 5. CONSTRUCT MATERIALS TO TOP OF FINAL SURFACE COURSE. 6. INSTALL LANDSCAPING VEGETATION, TOPSOIL, SEED OR SOD AND FERTILIZE AREAS TO BE VEGETATIVELY STABILIZED AS APPROPRIATE AS GRADES ARE ESTABLISHED. 7. MAINTAIN ALL EROSION CONTROL MEASURES AS NEEDED. 8. PROVIDE TEMPORARY OR PERMANENT SEEDING AFTER CLEARING AND GRUBBING OPERATION IF THE AREA IS TO REMAIN UNDISTURBED FOR MORE THAN 14 DAYS (7 DAYS ON PERIMETER AREAS AND SLOPES 3:1 OR GREATER). 9. CONTRACTOR SHALL INSPECT ALL DEVICES DAILY AND AFTER EVERY RAIN AND SHALL MAINTAIN THE DEVICES ACCORDING TO THE NORTH CAROLINA EROSION AND SEDIMENT CONTROL PLANNING AND DESIGN MANUAL. 10. PRIOR TO CONSTRUCTION AND CONVERSION OF SEDIMENT BASIN TO BE USED AS A STORMWATER MANAGEMENT FACILITY, THE CONTRACTOR SHALL REMOVE AND DISPOSE OF TRAPPED SEDIMENT AND CONFORM TO REQUIREMENTS UNTIL ESTABLISHMENT OF STABILIZED SURFACES. 11. AFTER DISTURBED AREAS ARE STABILIZED, THE CONTRACTOR SHALL REMOVE THE TEMPORARY DEVICES AND PROPERLY DISPOSE OF THE TRAPPED SEDIMENT. CONTRACTOR SHALL STABILIZE THE AREAS DISTURBED DURING THE REMOVAL OPERATION BY PLACENG PERMANENT VEGETATION IN ALL DISTURBED AREAS.
