OCEAN WEST VICINITY MAP NOT TO SCALE ; 5TORMWATER NARRATIVE SR 1 120 SABBATH 5R 1 239 HOME - OCEAN VIEW--IVROAD AVENUE NC 1 30 n S I NTERCOA5TAL WATERWAY o This project entails the construction of a single-family house with driveway and pool on a lot located at 9GG Ocean Boulevard West in Holden Beach, North Carolina. The owners are Mr. Michael Brody and Mrs. Kay Brody of 209 Lindamans Drive, Cary, North Carolina 27519. The contractor is Carolina Blue -water Construction (CBC). of Ocean Isle Beach, North Carolina. Mr. Scott Quaintance is the owner of CBC and is the contact person relative to construction activities. A major CAMA permit is required, for this project due to a small finger of wetlands located on the lot. Due to the CAMA permit requirement, this project is also subject to State Stormwater permitting requirements. This drawing and associated documents constitute the submittal package representing compliance with State Stormwater. The project is within I/2 mile of the Atlantic Intracoastal Waterway (Waterway). The Waterway in this location is classified as SA. The proposed method for 5tormwater management for this project entails collection of runoff from all built -upon areas and directing it to an on -site infiltration basin. Due to the space limitations, the 5tormwater management plan was prepared in compliance with Section I G.3.9 of the MCDEMR 5tormwater BMP Manual. ' 5pecifically, the I 0-yea'r, 24-hour storm event 15 collected infiltrated without discharging the system using an infiltration rate of one-half of the infiltration rate reported in the project 50115 report. The soils report was produced by B. M. Long * Associates, dated March 7, 2012. Mr. Vincent Lewis visited the site on March 2G, 2012 to perform soils evaluations on behalf of NCDENK. Mr. Lew15' findings were favorable, supporting Mr. Long's findings; i.e., the estimated infiltration rate equals or exceeds 15 inche5/hour and there is at least 1 2" of suitable in -situ soils at the proposed location of the infiltration basin. It is further noted that Mr. Lewis actually found over 24" of suitable 50115 in a portion of the area where the infiltration basin will be located. Final design yields an estimated depth of suitable m-situ soils in the infiltration basin area to range from I G inches to 24 inches. Fill material, where needed, is proposed to be taken from the sandy on -site soils to obtain similar particle size distribution for the full depth of the filter medium. STORMWATER SYSTEM OPERATION * MAINTENANCE The Owner shall perform operation and maintenance activities as set out in the Infiltration BaSrn Operation and Maintenance Agreement (Agreement) for this project. A portion of the requirements of the Agreement include: • performing and keeping of a record of the infiltration basin and stormwater runoff features Inspections; • establohincg and maintaining a vigorous vegetative cover over the infiltration basin bottom surface as well as all stormwater swale5; • keeping the 5tormwater features free of sediment, trash and debris; • keeping pipes free from of obstructions; • maintaining structurally sound retaining walls along the design alignments and elevations; and, • monitoring 5tormwater drawdown within the infiltration basin area and reestablishing a fresh sandy soil surface layer and vegetation in the event ponding lasts more than 5 days. CONSTRUCTION SEQUENCE NOTE The construction sequence shall be such that disturbance of the in -situ soils in the area of the infiltration basin shall be minimized. Further, once the retaining walls have been constructed and suitable "fill" soils have been placed in the infiltration basin area, no disturbance of said soils shall take place other than that necessary for establishing of a vigorous grass cover.
