THE DISTURBED AREA FOR THIS PROJECT IS APPROXIMATELY 9.23 ACRES. 2. CONSTRUCT SILT BARRIERS BEFORE BEGINNING GRADING OPERATIONS IN ACCORDANCE WITH APPROVED SWPPP. GRADING SUB -CONTRACTOR SHALL PROVIDE ALL SILT FENCES, BERMS, CHECK DAMS, CONSTRUCTION ENTRANCES, ETC. AS REQUIRED BY SWPPP. REPRESENTATIVE. 5. CLEAN SILT BARRIERS WHEN THEY ARE APPROXIMATELY 5OX FILLED WITH SEDIMENT OR AS DIRECTED BY THE CONTRACTOR'S Q.C. REPRESENTATIVE. SILT BARRIERS SHALL BE REPLACED AS EFFECTIVENESS IS SIGNIFICANTLY REDUCED, OR AS DIRECTED BY THE CONTRACTOR'S Q.C. REPRESENTATIVE. 6. REMOVE THE TEMPORARY EROSION AND WATER POLLUTION CONTROL DEVICES ONLY AFTER A SOLID STAND OF GRASS HAS BEEN ESTABLISHED ON GRADED AREAS AND WHEN IN THE OPINION OF THE CONTRACTOR'S Q.C. REPRESENTATIVE, THEY ARE NO LONGER NEEDED. 7. PROVIDE TEMPORARY CONSTRUCTION ACCESS(ES) AT THE POINT(S) WHERE CONSTRUCTION VEHICLES EXIT THE CONSTRUCTION AREA IN ACCORDANCE WITH APPROVED SWPPP. MAINTAIN ROADWAYS FREE OF TRACKED MUD AND DIRT. S. THE SUB -CONTRACTOR SHALL CHECK ALL EXISTING GRADES AND DIMENSIONS IN THE FIELD PRIOR TO BEGINNING WORK AND REPORT ANY DISCREPANCIES TO THE ENGINEER. 9. THE SUB -CONTRACTOR SHALL COMPLY WITH ALL PERTINENT PROVISIONS OF THE MANUAL OF ACCIDENT PREVENTION AND CONSTRUCTION ISSUED BY AGC OF AMERICA, INC. AND THE SAFETY AND HEALTH REGULATIONS OF CONSTRUCTION ISSUED BY THE U.S. DEPARTMENT OF LABOR. 10. PROPOSED CONTOUR LINES AND SPOT ELEVATIONS ARE THE RESULT OF AN ENGINEERED GRADING DESIGN AND REFLECT A PLANNED INTENT WITH REGARD TO DRAINAGE AND MOVEMENT OF MATERIALS. SHOULD THE SUB -CONTRACTOR HAVE ANY QUESTION OF THE INTENT OR ANY PROBLEM WITH THE CONTINUITY OF GRADES, THE CONTRACTOR'S Q.C. REPRESENTATIVE SHALL BE CONTACTED IMMEDIATELY. ANY CHANGES TO DESIGNED GRADES/ELEVATIONS SHALL ONLY BE MADE WITH PRIOR WRITTEN APPROVAL OF CONTRACTOR. 11. ALL CUT AND FILL SLOPES SHALL BE 3 HORIZONTAL TO 1 VERTICAL OR FLATTER UNLESS OTHERWISE INDICATED ON THE PLANS. 12. SUB -CONTRACTOR SHALL CONFORM TO ALL APPLICABLE CODES AND OBTAIN APPROVAL AS NECESSARY BEFORE BEGINNING CONSTRUCTION. 13. IF ANY SPRINGS OR UNDERGROUND STREAMS ARE EXPOSED DURING CONSTRUCTION, PERMANENT FRENCH DRAINS MAY BE REQUIRED. THE DRAINS SHALL BE SPECIFIED AND LOCATED DURING CONSTRUCTION AS REQUIRED BY THE CONDITIONS WHICH ARE ENCOUNTERED, AND SHALL BE APPROVED BY THE CONTRACTOR'S Q.C. REPRESENTATIVE 14. IN NO CASE SHALL SLOPE, HEIGHT, SLOPE INCLINATION, OR EXCAVATION DEPTH, INCLUDING TRENCH CONSTRUCTION, EXCEED STANDARDS SPECIFIED IN LOCAL, STATE AND FEDERAL REGULATIONS, SPECIFICALLY THE CURRENT OSHA HEALTH AND SAFETY STANDARDS FOR EXCAVATIONS (29 CFR PART 1926) RECOMMENDATIONS REGARDING EXCAVATION MADE IN THE CURRENT OSHA HEALTH AND SAFETY STANDARD 29 CFR PART 1926 SHALL BE FOLLOWED. 15. DO NOT DISTURB VEGETATION OR REMOVE TREES EXCEPT WHEN NECESSARY FOR GRADING PURPOSES. 16. STRIP TOPSOIL (AS DEFINED IN THE SPECIFICATIONS) FROM ALL CUT AND FILL AREAS AND STOCKPILE ON SITE UNTIL DIRECTED BY CONTRACTOR TO RE -INSTALL. UPON COMPLETION OF GENERAL GRADING, COVER ALL DISTURBED AREAS, TO A MINIMUM DEPTH OF 67. SUB -CONTRACTOR SHALL SUPPLY ADDITIONAL TOP SOIL IF INSUFFICIENT QUAKITTIES EXIST ON SITE. 17. ALL DRAINAGE CONSTRUCTION MATERIALS AND INSTALLATION SHALL CONFORM TO THE SPECIFICATIONS. 18. POSITIVE DRAINAGE SHALL BE ESTABLISHED AS THE FIRST ORDER OF WORK AND SHALL BE MAINTAINED AT ALL TIMES DURING AND AFTER CONSTRUCTION. 19. FILL SLOPES 3:1 AND GREATER SHALL BE PLACED AND COMPACTED 5' BEYOND PROPOSED LIMITS AND THEN EXCAVATED BACK TO THE PROPOSED LOCATION. SITE GRADINQ_ & ERMION CONTROL NOTES CONT: 20. THE LOCATION OF ALL DIVERSION SWALES AND DITCHES SHALL BE FIELD ADJUSTED TO AVOID TREES AS POSSIBLE. THE SUB -CONTRACTOR SHALL WALK THE ALIGNMENT OF THESE SWALES AND DITCHES IN THE FIELD TO VERIFY AVOIDANCE OF TREES. 21. SEDIMENT REMOVED FROM SEDIMENT CONTROL STRUCTURES IS TO BE PLACED AT A SITE APPROVED BY THE CONTRACTOR'S Q.C. REPRESENTATIVE IT SHALL BE TREATED IN A MANNER SO THAT THE AREA AROUND THE DISPOSAL SITE WILL NOT BE CONTAMINATED OR DAMAGED BY THE SEDIMENT IN THE RUN-OFF. COST FOR THIS TREATMENT IS TO BE INCLUDED IN PRICE BID FOR EARTHWORK. THE SUB -CONTRACTOR SHALL OBTAIN THE DISPOSAL SITE AS PART OF THIS WORK. 22. STOCKPILED TOPSOIL OR FILL MATERIAL IS TO BE TREATED SO THE SEDIMENT RUN-OFF WILL NOT CONTAMINATE SURROUNDING AREAS OR ENTER NEARBY STREAMS IN MANNER APPROVED BY BASE ENVIRONMENTAL DEPARTMENT. 23. ANY SITE USED FOR DISPOSAL AND/OR STOCKPILE OF ANY MATERIAL SHALL BE PROPERLY PERMITTED FOR SUCH ACTMTY. IT IS THE RESPONSIBILITY OF THE SUB -CONTRACTOR TO SEE THAT ALL REQUIRED PERMITS ARE SECURED FOR EACH PROPERTY UTILIZED. A COPY OF THE APPROVED PERMIT MUST BE PROVIDED TO THE CONTRACTOR'S Q.C. REPRESENTATIVE PRIOR TO COMMENCEMENT OF WORK ON ANY PROPERTY. FAILURE TO DO SO MAY RESULT IN THE SUB -CONTRACTOR REMOVING ANY ILLEGALLY PLACED MATERIAL AT HIS OWN EXPENSE. STOCKPILE AND MATERIAL STAGING AREAS MUST BE APPROVED BY THE BASE TO MAINTAIN A SATISFACTORY CONSTRUCTION SITE APPEARANCE 24. IT SHALL BE THE SUB -CONTRACTOR'S RESPONSIBILITY TO WASTE EXCESS EARTH MATERIAL OFF SITE AT NO ADDITIONAL COST TO THE CONTRACTOR. THE SUB -CONTRACTOR SHALL FIRST OFFER THE EXCESS MATERIAL TO THE CONTRACTOR, IF NOT ACCEPTED BY THE CONTRACTOR, THE SUB -CONTRACTOR SHALL DISPOSE OF EARTH MATERIAL OFF SITE. ROOTS EXPOSED BY CONSTRUCTION ACTIVITY SHALL BE PRUNED FLUSH WITH THE GROUND AND COVERED WITH BACKFILL AS SOON AS POSSIBLE. This will include, but not limited to furnishing and installing seed, the preparation of the seed bed, sowing of seed, topdressing, furnishing, placing, and anchoring mulch over seeded areas and maintenance of the planting until establishment, all in accordance with these Specifications and at locations indicated on the Plans or designated by the Client's representative. Work described under this specification shall be performed by a contractor with a minimum of five years of experience in successfully establishing seed mix or plantings composed of species native to North East Coastal area of US. B. Seeding shall consist of furnishing and placing seed and soil supplements on topsoil areas and at any other locations indicated on the plans or ordered by the Client's representative in accordance with these specifications. All areas identified to be seeded shall be done between March 15 through April 30 and September 1 through October 15. No seeding or sodding shall take place between October 15 and March 15 unless approved by Client's representative. PART 2 MATERIALS 2.1 SOIL SUPPLEMENTS A. Limestone shall be ground agricultural limestone and shall contain no less than 85% calcium and magnesium carbonates. Dolomitic lime or magnesium lime shall contain at least 107. magnesium oxide. The ground limestone shall be ground to meet the following gradation: 2.00 mm Sieve 100% passing 850 pm Sieve 90% passing 150 pm Sieve 50% passing B. The fertilizer analysis for use when seeding shall yield the following values in kilograms of actual plant food per hectare: Permanent Seeding Mix fertilizer requirements: 40 kg/ha nitrogen (N), 50% by weight of the nitrogen content shall be available from ureaformaldehyde. 58 kg/ha available phosporic acid (P205) 58 kg/ha water soluble potash (K20) C. Commercial fertilizer shall be furnished in containers plainly marked with the chemical analysis of the product or, if provided in bulk, a certificate guaranteeing the fertilizer analysis must accompany each delivery to the project. No fertilizer sholl be used which has not been marketed in accordance with State of North Carolina and federal laws. D. The ureaformaldehyde specified above shall meet the following requirements: Total nitrogen (TN) cold water insoluble 38 0% Minimum F Nitrogen (IN25) 25.0% Minimum Activity index (AI) 45.0% Minimum Urea nitrogen 3.0% Minimum 2.2 GRASS AND SEED A. All seed shall be fresh, clean, from new crop seed and delivered to the site in original unopened packages in accordance with the North Carolina Code and respective City laws. B. The pure live seed (PLS) value for each species of seed to be planted shall match or compensate for a percentage value of 100%. This value shall be obtained by testing each species of seed for the percent purity and the germination percent of the seed lot and multiplying the two values to determine the PLS value. Seed which has a PLS value less than that indicated shall have the specified quantity adjusted to meet the intended pure live seed yield. The adjusted quantity to be sown shall be calculated as follows: Adjusted lb/acre = Intended PLS x Intended lb/acre Actual PLS E Seeds having a total inert matter and weed seed content greater than 20% shall be rejected. Any sample containing greater than 1 % by weight of seed species other than the species intended shall be rejected. All seed shall be obtained from a source within 100 miles of the planting site. If the Contractor is unable to locate a source within the specified area, the contractor shall submit an alternate source to the Owner's representative for approval. All seed shall be guaranteed by the vendor to be true to its name and variety. All seed furnished shall be guaranteed to be from the origin specified_ A minimum of thirty days prior to the time of seeding, the Contractor shall provide for the approval of the Owner's representative, a written description of the Seed Mixes showing the following: a. Name and location of the seed supplier for each species of seed. b. Origin and date of harvest of each species of seed. c. A statement of the purity and germination rate of each species of seed. d. The estimated number of seeds/lb. for each species of seed. e. The percentage by weight for each seed species in a Seed Mix. f. Pure live seed test date. g. Other Crop Percentage h. Inert Matter Percentage i. Weed Seed Percentage C. Seed Inspection 1. Seeds shall be packed in suitable bags for delivery according to standard commercial practice. Each bag shall be tagged and labeled. If it is necessary to store the seeds after their arrival on the work site, they shall be stored in an approved weather proof building in such a manner so as to protect the seeds from deterioration and to permit easy access for inspection. The Owner's representative's approval of the storage building and the method of storage shall not relieve the contractor of his/her responsibilities for the quality and fitness of the seeds at the time of their use. 2. E. Temporary Seed Mix: Oats (Aveno sativa) to act as temporary seed mix before final grading is achieved. 40 Ibs per acre of Oats will be used as temporary seed mix SEEDING SPECIFICATIONS (cont. F. Nurse Crop for Permanent Seeding The seed Mix mentioned in Table 1 shall also include a quantity of Oats (Avena sativa) to act as a nurse crop in the establishment of the seed. Seed mixes planted between August 1 and October 15 shall include 15 Ibs/acre of Oats. Oats (Avena sativa) shall be of a commercial grade meeting the requirements of the State Seed Law. Seed labeled with the notation "germination below standard" shall not be used. Seed shall not be used after one year from date of germination test shown on the label. 2.3 Seeding Equipment: 1. For Permanent Seeding with Slopes 3.1 or less a Truax Dropseeder or approved equal shall be used. The equipment used shall have to be approved by the Owners representative. 2. For Permanent Seeding with slopes that are greater than 3:1 and inaccessible slopes, hand or mechanical broadcasters shall be used. 3. For Temporary Seeding, a hydro -seeding applicator shall be used. 4. The harrow shall be a lightweight chain harrow with a draw bar. A heavier harrow may be required for site preparation. A tine harrow attached to a draw bar shall be an acceptable substitute, provided the design of the tines allows them to be turned upward during the dragging operations. If the Contractor can demonstrate to the satisfaction of the Owner's representative that a modified section of chain -link fence measuring three (3) feet wide by six (6) feet long and attached to a drawbar can be utilized in conducting the dragging work, as herein specified, the Owner's representative may allow the use of the chain- link fence. At any time, the Owner's representative may withdraw permission for the use of the chain -link fence and require the use of a harrow without any additional compensation to the Contractor. 5. The mower shall be a flail -type shredder or mower. 2.4 Mulch 1. Small Grain Straw. Straw for mulching shall be from oats, wheat, rye, or other approved grain crops that are free from noxious weeds, mold, or other objectionable material. Straw mulch shall be in an air --dry condition and shall be suitable for placing with an approved mechanical blower. PART 3 EXECUTION Construction Methods: 3.1 GENERAL A. No seed shall be sown until the purity test has been carried out and the seed meets all the requirements mentioned under Part 2, Section 2.2. If possible, seeding shall be performed before a forecasted rain event. Seeding shall not be done during periods of rain severe drought, high winds excessive moisture or other conditions that preclude satisfactory results. Seeding shall not be done 9 9 P ry 9 during periods of rain, severe drought, high winds, excessive moisture, or other conditions that preclude satisfactory results. 3.2 SEEDING AREAS A. Site Preparation: 1. For bare earth seeding, seed bed preparation shall not be started until all stones, boulders, debris and similar material larger than 3 inches in diameter have been removed. The prepared surface shall be relatively free from weeds, clods, stones, roots, sticks, rivulets, gullies, crusting and caking. The Owner's representative shall be informed in writing of conditions detrimental to the proper and timely completion of the work. The contractor shall identify the areas that are detrimental for seeding and consult with the Owner's representative to determine the corrective action. Seeding work is not to proceed until the condition is either corrected or a waiver is guaranteed by the Owner's representative. Unless directed by the Owner's representative no seeding shall occur until all soil test results have been reviewed by the Contractor and the Owner's representative. All areas with slopes of 3:1 or less soil shall be compacted to 80% using a water filled roller or cultipacker. Areas which are steeper than 3:1 shall not be compacted until after seeding. All grades shall be approved and maintained for areas to be seeded. All mechanical equipment for soil preparation or seeding shall be as approved and shall pass parallel to the contours unless otherwise approved. Areas shall be tilled to a depth of 6" by disking or plowing and smooth/ firmed by harrowing/ dragging. For all other areas if the grading has just been completed and the soil is loose and friable, not eroded or crusted, the tilling step may be omitted if approved by the Owner's representative. The soils shall be left in this scarified condition and shall not be smooth rolled. If lawn areas are seeded before the grass and forbs mix, care shall be taken that the lawn areas are not damaged or disturbed. In case of any disturbances or damages, the contractor shall assume responsibility and shall repair all damages and reseed. The Owner's representative reserves the right to point out any damages done by the contractor for a period of 1 year after the work has been carried out to ensure the visibility of such damages. Repair of these damages shall be the responsibility of the Contractor. The c with this Section in the presence of the Owners representative. If the Owner's representative determines that reseeding is necessary, the Contractor shall begin reseeding within five working days of an oral or written request from the Owners representative 3. Tillage and site preparation shall be carried out in the same time frame as the time of seeding window. Two weeks after firming, the seeding area shall be dragged to remove any existing live vegetation and emerging seedlings. The dragging operation shall be performed utilizing a lightweight harrow with drawbar. The lightweight harrow shall be dragged across the site no faster than four mph to remove emerging plants/seedlings, maximum tillage depth of one (1) inch. The area is sown with the specified seed; the seeding area shall be dragged during the remainder of the growing season by the specified method at no greater than two (2)-week intervals. The actual seeding shall not occur until at least three (3) spring dragging operations have been performed. When required, this dragging requirement shall continue on two (2)-week intervals until the specified seeding window opens and the seed is sown. All existing trees shall be protected during the tillage operation and site preparation operation. 4. Within this seeding window, seed operations shall be performed only if the soil temperature is greater than 550 F. h two (2)-day period prior to the aplacement,the Regardless of the site preparation option or plant height, during the {2} y p p seed seeding area shall be dragged as specified above. All dragging operations are incidental to this work. No dragging operations shall occur after the seeding. The Contractor shall notify the Owners representative at least forty-eight (48) hours in advance of the time he/she intends to begin sowing seed and shall not proceed with such work until permission to do so has been obtained. When delays in operations carry the work beyond the dates that are specified in the schedule or when conditions of high winds, excessive moisture, or ice are such that satisfactory results are not likely to be obtained at any stage of the work, the Owner's representative shall stop the work. The work shall be resumed with the Owner's representative's approval when the desired results are likely to be obtained or when approved corrective measures and procedures are adopted. in B. Permanent Seed Slopes 3:1 and Greater: 9 p 1. Broad cost seeding should be done immediately after the final cultivation, rototilling, or harrowing, but before the site is roller packed. i h part 2. The seed shall be mixed well and divided into two equal parts. Mix each pa with an equal volume of horticultural vermiculite or perlitie, clean sand, or other inert carrier. Start spreading the first lot of seeds in the north south direction making regular transects. Once finished spread the second lot of seed in the east west direction. Ensure that areas planted in this method are fully and evenly covered. Rake or chain drag the seed in and roller pack to a compaction rate of 80% immediately after planting. Seeding depth should be between 1/2" to 3/4" in sandy soils. 3. The method and equipment used for broadcasting the seed shall be subject to approval by the client's representative. C. Permanent Seeding slope 3:1 and less: 1. Truax dropseeder/grass drill or approved equal should be used to seed immediately after the last cultivation and roller packing. When using a dropseeder, care shall be taken to ensure that the seed is clean and free of straw. The ground speed of the dropseeder/ grass drill shall be 2-3 miles an hour. 2. Seeding depth shall 1/2" - 3/4" in sandy soils. 3. Care shall be taken to cover the site completely and even,y. Corners should be slightly overlapped to avoid gaps when turning. The site shall be covered entirely once. The second time the site shall be covered at right angles to the first pass to prevent row effect. The seed- tube windows of the seed drill shall be monitored continuously to ensure they do not become plugged. Occluded seed -tube shall be cleaned out as soon as they become clogged. SEEDING SPECIFICATIONS (cont. D. Temporary Seeding: 1. The hydro -seeding applicator shall have a wcter tank equipped with a liquid level gauge calibrated to read increments not greater than 0.2 m3 over the entire range of the tank capacity, and the gauge shall be mounted and visible to the nozzle operator. The tank shall also be equipped with an agitation system capable of keeping all the solids in a state of complete suspension at all times during the seeding operation. 2. Wet Application of Lime, Fertilizer and Seed. The contractor shall apply the seed, lime and fertilizer by mixing them in an aqueous solution. The limestone, fertilizer and seed shall be added to the seeding applicator after the unit has been completely filled with water. A minimum of 9400 L/ha of water shall be required. The contractor may choose to incorporate the wood cellulose fiber as an iniegral part of the slurry. In the event he/she chooses to apply the wood cellulose fiber as a part of the seed slurry, the mulch shall be added after the seed, fertilizer and lime are thoroughly mixed in the spraying applicator. Where areas of less than 0.4 ho are involved, the seed, limestone (wood cellulose fiber when included in slurry) and fertilizer shall be mixed together in the relative proportions specified above with not more than 36 kg of these combined materials mixed with each 100 L of water. 3. Where the use of a chemical binder is speci"ied, the chemical binder shall be diluted in a minimum of 14,000 L/ha of water when applied on rain wet soil; and in o minimum of 24,000 L/ha when applied on dry soil. Both the application rate of the chemical binder and of the dilution water may be varied by the Owner's representative, in accordance with the construction site and particular soil requirements. The limestone, fertilizer, seed, wood cellulose fiber and chemical binder shall comprise the seeding slurry to be applied with wet application equipment as described above. The chemical binder shall be applied at a minimum rate of 425 L/ha as determined by the Owner's representative. The wood cellulose fiber shall be applied at the rate of 675 kg/ha. The seeding slurry shall not be applied during heavy rain fall or at temperatures below 1'C. Following the final application, all surfaces consolidated shall not be disturbed in any manner by vehicular, pedestrian, or other traffic. 4. All water used shall be clean and potable. E. Quantities of Material. The quantity of limestone as specified shall be applied at the rate of 3400 kg/ha. The quantity of seed specified shall be applied at the rate specified in the chart above. Fertilizer shall be applied according to the quantities recommended by topsoil testing results. F. For dropseeder/drill seeding or broadcast seeding, fertilizer shall be uniformly broadcast at the rate recommended by the soil tests prior to the seeding. Unless specified on the plans, the fertilizer shall not be incorporated into the soil. In lieu of a soil test, as waived only by the Department and only when authorized by the Department, 400 pounds per acre of a commercial fertilizer shall be applied in accordance with the specifications herein. G. All areas outside of specified limits where the vegetative growth has been injuriously disturbed or destroyed by the Contractor, as solely determined by the Owner's representative, shall be restored and seeded in accordance with these specifications by the Contractor at his/her own expense. H. Seeded areas shall be maintained by the Contractor until the work has received initial acceptance from the Owner's representative. Maintenance sholl consist of the repair of areas damaged by erosion, wind, fire, and unauthorized access. The soil in such damaged areas shall be restored to specified condition and specified grade and shall be reseeded to the satisfaction of the Owner's representative. Initial acceptance of the seed installation shall not occur until at least four (4) weeks following completion of the seeding operation. Acceptance of the seed installation 'oy the Owner's representative shall be based on proper site preparation, installation, and satisfactory completion of required watering. Those areas that fail the inspection shall be reseeded at the Contractor's expense with no additional cost to the Ooner. 3.3 MULCHING A. Small Grain Straw. Straw Mulch shall be used for all slopes 1:3 (vertical to horizontal) or less. In 1: 3 (vertical to horizontal) or greater, straw -coconut fiber blankets or bonded fiber matrix shall be used. Mulching shall be carried out evenly and uniformly immediately after seeding is completed. An approved mechanical blower shall be used to apply the straw. Straw mulch shall be applied at the rate of 4500 Ib/ac and secured by one of the following methods: 1. Crimping Method. This method of incorporating the straw into the ground shall be accomplished with the use of crimping device that produces horizontally oriented indentation. Straw mulch shall be incorporated into the soil to a minimum depth of 20 (50 mm). The crimping device shall be approved by the owners representative. 2. Tracking Method. This method may be used on all sites mulched with straw and shall involve the use of steel -cleat track -type equipment drivin u an w h he cleats. Cleats ypg p d down e slopes producing horizontally oriented indentations with # shall be capable of incorporating the straw mulch into the soil to a minimum depth of 120 (40 mm). The equipment used and the method of tracking shall be approved by the owner's representative 3.4 MAINTENANCE 1. Final Cleaning. Upon the completion of this section, final cleaning shall be done within the limits of the project, and shall consist of completely cleaning the project of excess material, sweeping pavements and structures of dirt and rubbish, and the removal of any unused material which will mar the appearance of the contract or repairing any areas as determined by the Owner's representative as not meeting the specifications. 2. The Contractor shall maintain all seeded areas for one full year following the last seeding. All areas shall be protected from equipment traffic and any damaged areas shall be repaired and reseeded. 3. In the first year of seeding, weeds shall be mowed back to 4"-6" tall at all times and not allowed to reach 12" at all an time. Care should be taken not to allow the weeds to row more than f I!preventh smother of the y g a foot to te proposed seed. Mowing shall not be carried out when the soils or plants are wet. A fail type mower shall be used. Wood stakes shall be placed along seed edge at 10' on center to delineate where mowing shall occur. These stakes shall be removed after one year following planting_ 4. Seeded areas shall be mown to a height of 8" before the nurse crop of Oats sets seed. Additionally seeded areas shall be mown to a height of 8" in the first full year following seeding whenever average growth reaches 15". Care shall be taken that any trees or shrubs that have been planted in seeded areas are not damaged. The contractor shall be responsible for performing mowing maintenance for one full year after the last date of seeding. 5. Mowing in second growing year should be performed no more than twice a year and shall be the responsibility of the contractor. The weeds can be mowed at a height of about one foot in the second growing season. Biennial weeds shall be mowed when in full bloom, but before the seed set, usually in mid to late June. 6. The Contractor shall thoroughly water newly seeded areas immediately upon installation at the rated of 25,000 gallons per acre, unless indicated on the plans or directed by the Owner's representative. A second thorough watering shall occur two (2) weeks after seed installation, unless indicated on the plans or directed by the Owners representative. The Contractor shall avoid creating rills and furrows as a -esult of watering. The Contractor shall be responsible for repairing and reseeding any rills or furrows caused by over watering at the Contractor's own expense. 7. The Owner's representative reserves the right to decide whether an area needs to be reseeded and shall need the written approval of the Owner's representative for any reseeding done on the project. The application rates will be based on the stand of grass and forbs, severity of erosion and condition or growth of grass and forbs as described. Fall seeded areas shall be given a second step seeding and mulching, as required, the following spring from May 15 to June 15. The following shall be used as a guide for second step application: 8. For areas with less than 50 percent stand or subject to severe erosion, apply the complete amount of seed and mulch (straw mulch) as specified in the original seeding. For areas with over 50 percent of grass and forbs and slight to moderate erosion, apply one half the original seed. If erosion is a problem apply one half the original wood fiber mulch. The third step seeding and mulching shall consist of spot application on areas not showing a satisfactory stand after the second step application.
