The revisions include the regrading of the parking lot such that an additional inlet into the permitted infiltration basin has been created on the northeast side. No additional impervious areas have been created. It has been determined that a formal permit modification is not required for the proposed changes. We are forwarding you an approved copy of the revised plans for your files. Please replace the old approved plan sheet C.3.2 with the new sheet C.3.2, rev.2, 8/22/2006. Please be aware that all terms and conditions of the permit issued on ,January 31, 2006, remain in full force and effect. Please also understand that the approval of this revision to the approved plans for the subject State Stormwater Permit is done on a case -by -case basis. Any other changes to this project must be approved through this Office prior to construction. I am writing on behalf of Horne Life, Inc to request a modification to the referenced Stormwater Management Permit. The grading plan for the parking lot was revised in an effort to reduce the fill required for construction. Incidentally, the stormwater management system has been slightly impacted. Originally, the entire parking lot was graded so that there was a consistent slope that drained to the south corner of the parking lot. Runoff was collected in a concrete channel and conveyed to a bypass box that feeds to the infiltration basin. The revised grading plan resulted in the parking lot being crowned in the middle. Consequently, the parking lot drainage is split and the runoff sheet flows to the south and north corners of the parking lot. The southern stormwater infrastructure will remain unchanged. To accommodate the flow that is now directed to the north, a concrete channel similar to the southern system will be placed in the north corner of the lot to carry the runoff to the infiltration basin. Additionally, a second bypass box, with the same elevations and configuration as the first bypass box, will be placed to allow the runoff to enter the basin as well as to direct the excess storm event to the ditch. As the impervious area for the project was not increased, the design of the infiltration basin itself was not modified. Please find attached a modified sheet C.3.2. as well as a check for $420 to cover the regular permit modification review. Additionally, to assist in your review, please also find included a copy of the permitted. sheet C.3.2 (for the purpose of comparison). The design volume, however; is 11245d. The design volume is 11,245 cf. Please reference the attached calculations -(Stage Storage Calcs) for how the design volume was determined, The difference'.between the basin volume and the design volume is volume located�b'ttween the top of the basin and the Io.p of the weir; 14, 562, cf -- 11,245 cf = 3,317.8 cf = (55. 25' =54. 6') x 5,104 sf • The supplement formwas corrected and is:attached. 2; "There is a weir invert :elevation listed on ;detail 5lsheet. 4.1 of 53.65. I. suspect this is a.type-o and should be 53.4." • Correct, the -weir invert should be listed as 53.40. The change has been made; I have attached. a PDF of the corrected sheet. 'The.channel entering the bypass box hasthe internal dimensions of 2. 5' x .1'. 0' The channel from the bypass box tolhe basin has the internal dimension of'4.0, x 1.5'. • The channels do not have the same dimensions, The bypass/basin channel Is a larger channel so as to minimize the effects of turbulence and the change in flow direction, Per your request, I have also included a revised Sheet C13.3 which notes that there is one drainage area for this project which is consistent with the property boundary. In summary, please find attached: a revised supplement form, a revised calculation sheet, a P©F of the revised sheets C3.3 and C4.1. This evaluation included the advancement of hand -auger borings in areas previously determined by Cavanaugh & Associates. This evaluation included determining the depth to seasonal high water as well as a preliminary estimation of the infiltration rate of the soils present. Available information reviewed prior to the field investigation included the U.S. Department of Agriculture Soil Survey of Onslow County, North Carolina and the United States Geological Survey (USGS) 7.5-minute topographic quadrangle (Holly Ridge, NC). The topographic map and the soil survey mapping do not depict any surface water features within the boundaries of the project site. Soil Evaluation Five soil borings were advanced to a depth of greater than 50 inches below the ground .surface (BGS). The borings were characterized for the following criteria: texture; color; structure; soil depth; depth and thickness of any restrictive horizon(s) if present; depth (if present) of a seasonal high water table; and topography and landscape position (see attached Soil Profile Description form). The surface and subsurface horizons extended to depths ranging from 22 to 28 inches BGS with textures of fine sand. Soil structure within the surface and subsurface horizons was generally single -grain, loose structure. The subsoil horizons extended from 22 to 28 inches to greater than 72 inches BGS with textures of fine sand. Soil structure within these horizons was generally massive structure with some lenses of single -grain, loose structure. JACKSONVILLE • ST. Restrictive hozrizons in the form of spodic horizons were observed at depths ranging from 18 to 28 inches BGS. The restrictive horizons contained weakly cemented sands and cemented organic bodies. Evidence of a seasonal high water table was observed at depths ranging from 18 to 24 inches BGS. This evidence included common, low chroma mottles (Munsell color 10YR 4/1) within the soil profile as well as the previously mentioned spodic horizons. Topography at this location is generally flat with slopes ranging from 0% to 2%. Infiltration Rate Estimates Infiltration rate estimates were based on soil textures and structures as observed in the field. These rates are also based on the permeability rates in the Soil Survey of Onslow County, North Carolina. The infiltration rates below contain the rates for the surface and subsurface horizons (0 to 18 inches BGS) and the subsoil horizons (18 to 72 inches BGS). The most restrictive horizons observed in the field were located in the subsoil horizons. The soil depths listed above are based on field observations. The permeability rates published in the soil survey for the surface and subsurface horizons for depths of 0 to 17 inches BGS are 6.0 to 20.0 inches/hour (in/hr). Based on the soil texture (fine sand) and structure (single -grained, loose), the infiltration rates of these soils are at least 6.0 in/hr. The soil depths listed above are from the soil survey data. The permeability rates published in the soil survey for the subsoil horizons 17 to 95 inches BGS are 0.6 to 6.0 in/hr. The subsoil horizons contain the most restrictive horizons. The most restrictive horizons are the spodic horizons. These horizons contain weakly cemented sands and exhibit massive soil structure. Additionally, the spodic horizons are indicative of a fluctuating seasonal high water table. The cemented sands and massive structure can impede the infiltration of water through the soil profile. The infiltration rates of the subsoils are considerably lower and any design rates should not exceed the published maximum rate of 6.0 in/hr. The soil depths listed above are from the soil survey data. Further investigation will be necessary to determine actual infiltration rates for the soils present. Further investigation may include but not limited to in -situ saturated hydraulic conductivity testing. ENVIRONMENTAL SERVICES, INC. PROJECT NARRATIVE Site Description: The Carolinian East is located in the Town of Holly Ridge, Onslow County. The 2.19-acre site fronts on both Center Street and Smith Street. The site can be reached by traveling north from Wilmington on US-17. At the intersection of NC-50, make a right turn and travel south/east on NC-50 for approximately 0.25 miles. Make a left turn onto Center Street and continue north for approximately 0.25 miles. The site is located on the east side of the street. The site is currently an undeveloped open grass area with heavy vegetation along the east property line. The project site drains to the Cypress Branch. Although at the outer perimeter, the site is within 1/2-mile radius of the blue -line. This project is therefore has a watershed classification of SA:HQW. Vincent Lewis (NCDENR-DWQ) tested the site for the seasonal high water table elevation (SHWTE) on June 7, 2005 and found the average depth to SHWTE to be approximately 22-in below ground surface (BGS) Mr. Lewis found the site to be conducive to an infiltration type BMP. Independent soil analysis, conducted by a soil scientist found the SHWTE range between 18-24-in BGS. The independent soil scientist estimated an infiltration rate of up to 6-in/hr. Project Description: The project consists of constructing four condominium buildings with associated parking. The parking/asphalt area will be approximately 37,500-ft2 and the combined rooftop area will be approximately 28 000-ft2. Improvements supporting the primary development include approximately 500-If of gravity sanitary sewer extension, approximately 650-If of water main extension, and the installation of sidewalk. Because of the watershed classification of the site, the project will employ an infiltration type BMP. In specific, an infiltration basin will be used. Because of complications with the layout, a vegetated filter was not employed. Instead, the infiltration basin was designed to treat the first 2-in of rainfall. Stormwater from the asphalt and sidewalk impervious area will be collected by sheet flow to a curb -cut. The curb -cut then transitions into a concrete channel that discharges into the BMP's bypass box. Runoff from the buildings will be conveyed to the bypass box via PVC roof drain lines.
