Change form Please complete, sign and forward the form to the new owner for their signature However, you need to be aware that although you sold the project, you are still the permittee of record until the Division approves your request to transfer, therefore, you are still responsible for providing the Designer's Certification (also attached) The project should have been certified before you sold it Now if you sold the property before you developed it and the new property owner simply carried out the approved development plans, then of course the new owner would be the one to provide the designer's certification It is also possible that you and the new property owner can work out the financial details of who pays for what in order to comply with the permit and get this permit transferred over to the current owner However the two of you choose to resolve it is fine with me, but there are several things that need to be taken care of — a site inspection for compliance with the permit, submitting the certification of the permitted stormwater system, and transferring the permit These actions were your responsibility under the permit Let me know if you need anything else NCAC 7H 0209 (Coastal Shoreline Area of Environmental Concern (AEC)), provided that the applicant can demonstrate that he/she has met the Specific Use Standards described in 15A NCAC 7H 0209 (g)(4)(A) According to the applicantion package, and by issuance of a high -density State Stormwater Permit (#SW805I019) from the Division of Water Quality, the applicant has demonstrated that Stormwater runoff entrance/exit drives would be constructed for access in and out of the complex One of the drives would consist of gravel material and would be for the sole use of accessing the proposed duplexes located along the southern shoreline The gravel drive would provide access to the duplex parking areas located beneath each of the duplex units A second drive would be constructed adjacent to the gravel drive, and would enter the property from a private drive located between the applicant's property and Beach House Marina The second drive would be 26' wide at it's entrance and would give way to an asphalt parking area located north of the trading company the parking area would provide twenty-eight 16' wide parking spaces The second drive would provide drive through access and connect to the third proposed drive located off New River Dave The third driveway would provide access to a second asphalt parking area located on the eastern side of the property This driveway would serve the residential and commercial buildings Two stormwater infiltration beds would be located beneath the asphalt parking areas and a third bed would be located beneath the gravel driveway The beds would be approximately 15' x 120' in size, and would be located in the center of each parking area, outside of the 75' Estuarine Shoreline AEC These infiltration beds would collect stormwater runoff from the residential/commercial buildings, parking areas and driveways A third bed, located beneath the gravel drive and irrunediately adjacent to the 75' Estuarine Shoreline AEC, would collect storwater runoff from the proposed swimaung pool, duplexes and surrounding area A 5' x 315' concrete sidewalk would be constructed within the property boundary along New River Dave The sidewalk would provide access to the residential/commercial buildings via a pedestrian crossing that would cut through eastern parking area A raised wooden boardwalk would be constructed along the landward side of the proposed residential/commercial buildings The boardwalk, varying in length and width, would extend south from the area] ust north of the commercial building to the proposed swimming pool A second wood boardwalk (4' x 125') would be constructed immediately north of the Trading Company The boardwalk would tie in to the existing wood ramp located on the northern side of the Trading Company, and would provide access to the parking areas A swimming pool (15' x 35') is proposed between the residential duplex units and the residential/commercial buildings An 8' x 10' concrete apron would encompass the swimming pool, providing access to the connecting wooden boardwalk Approximately 113 of the swimming pool and concrete apron would be located within the 30' Coastal Shoreline Buffer As proposed, specifications, and other supporting documentation Any deviations from the approved plans and specifications must be noted on the Certification A modification may be required for those deviations 7 If the stormwater system was used as an Erosion Control device, it must be restored to design condition prior to operation as a stormwater treatment device, and prior to occupancy of the facility 8 requirements of the permit Within the time frame specified in the notice, the permittee shall submit a written time schedule to the Director for modifying the site to meet minimum requirements The
