Highway 87 Boiling Spring Lakes, Brunswick County, NC Vincent: September 10, 2004 Coastal Environ onsulting, Inc_ (CEC) has conducted a preliminary evaluation of the status of jurisdiction 404 wetlands on the subject site using the U.S. Array Corps of Engineers (USAGE) Wetlands Manual — 1987 edition. The project was authorized by your letter of engagement, dated August 24, 2004. Based on the results of the site reconnaissance performed on September 9, 2004, which included a series of hand -auger borings, the following conclusions have been drawn concerning the subject site: • The subject site consists of very flat recently cleared land, formerly part of a pine forest. On the day of the site visit, ponding was observed in small depressional areas mostly across the southern one-half of the property, due to the cumulative effect of about 20 inches of rain falling during the past month. JUL 13,2005 01:47P The water table was encountered at a depth of about 1 foot below land surface (BLS) on the northern one-half of the subject site, adjacent to N.C. Highway 87 right-of-way. The average water table depth on the southern portion of the property was 6 inches BLS. However, these water levels are extremely elevated due to an unusually wet late summer. It is our best estimate that the water table would range from 12 to 24 inches BLS in the dry season. 9102560515 Al U page 2 BY: /_'i 07/13/2005 13:49 9102560515 JTV MGMT PAGE 03/03 Prellrninary Wetland Evaluation Lots t & 2 West North Shore Commercial Pmparty Page 2 The predominant type of soil on the subject site is Leon find sand, a nearly level, poorly drained soil, This soil typically has a layer of hardpan encountered at depths ranging from 13 to 17 inches BLS. The presence of the hardpan causes water to stand on the surface for several days following periods of heavy rainfall. No muck -coated sand grains were detected on the property. • The mostly brick commercial structures on the adjoining properties to the east, south, and west are all constructed on the same type of land as found on the subject site. It should be noted that the NRCS Sail Survey of Brunswick County indicates that the wetness of Leon fine sand requires hydrology manipulation to facilitate building site development. In order to overcome or minimize soil limitations, special planning and designs include substantial amounts of grading and filling and construction of both open and tiled ditches with drains. The ditching on the northern one-half of the property appears to be helping to drain the property at the present time. _ Based on our preliminary evaluation, it appears that no jurisdictional wetlands, as regulated by the USACE, or isolated wetlands as regulated by the North Carolina Department of Environment and Natural Resources, are located on the subject site.
