The stormwater from this drainage area flows into an intermittent stream that flows onto plant property from the south, and then exits plant property to the north, just outside the northern property boundary. Also, a new double -walled 1,000-gallon storage tank is used to dispense diesel fuel. This tank is located on the Cooling Tower Pad. An earlier version of the site's Stormwater Pollution Prevention Plan (SWPPP) referred to two internal stormwater outfalls, 002 and 003, in Drainage Area 4. However, construction of the new truck dumper added new plant roads and resulted in significant topography changes in this drainage area, creating two new internal stormwater outfalls which replaced Outfalls 002 and 003. The on -site wastewater basin discharge is covered by a different NPDES permit, and discharges through Wastewater Outfall 003. To avoid confusion, the site has assigned the numbers 002 and 004 to the new stormwater outfalls located within the site boundary. These internal outfalls are included in the revised Site Map. Both 002 and 004 ultimately discharge through an outfall located offsite for which Capital Power has no access for sampling purposes. Because of potential contamination associated with runoff from adjacent properties for which Capital Power has no control into stormwater outfalls 002 and 004, we are proposing to continue to collect analytical samples only at stormwater outfall 001 which discharges offsite. Stormwater outfalls 002 and 004 will be qualitatively monitored visually, and site activities in surrounding drainage areas will continue to follow Best Management Practices (BMP's) to reduce impacts to offsite outfall discharge. Coal for the boiler plant is stored outside in the coal pile and coal pile runoff is treated in the low volume wastewater system prior to discharge (i.e., it is not drained to the stormwater system). Coal is brought in by rail at the west end of the plant and unloaded periodically through the coal chute and transported via conveyor belt to the coal pile. The risk of coal dust entering the storm water via fugitive dust exists and to minimize that risk, coal unloading BMPs are used and, because the drainage adjacent to the rail bed is through vegetative buffers, the quantity of coal reaching the receiving water is minimal. Water is sprayed, as needed, onto the coal as it is unloaded from the rail cars in one of the coal unloading BMPs. Also, coal dust from the edges of the chute where coal is deposited is swept up daily after unloading operations. These BMPs, coupled with the comparatively limited surface area draining to the stormwater system in the western plant site, minimize fugitive dust transport. The risk of the petroleum products entering the storm system is low due to the use of secondary containment that conforms to 40 CFR 112.8(c)(2) and non-structural controls (e.g., routine inspections) to prevent spills. Used oil is stored in two 300-gallon aboveground storage tanks (ASTs) located at the Oil Storage Area. The used oil recycling vendor removes the used oil as needed. Diesel is stored in a 300-gallon AST inside the Pump House and in a 1,000 gallon double -walled tank on the Cooling Tower Pad. Diesel, gasoline, and kerosene are each stored in 300-gallon ASTs located Oil Storage Area. There are dedicated unloading bays at both the Oil Storage Area and the Pump House which are used during oil loading/unloading operations. The several chemical storage units in the Demineralizer Building are all equipped with secondary containment. Any spills would be routed to the Neutralization Tank and then the Wastewater Basin for treatment. There is a dedicated unloading bay at the Demineralizer Building, and spill materials are located inside the building. The Cooling Tower Chemical Building also has chemical storage areas with a dedicated secondary containment pad, and any overflow from this pad would enter the "V-ditch" leading to the Wastewater Basin. The risk of ash or ash residue entering the storm system is low due to the use of non-structural controls (i.e. an ash curtain and periodic sweeping/cleaning of the area). Each ash loading system is equipped with a Dustmaster, which is a device designed to minimize fugitive dust due to the ash loading. When the ash loading is complete, the ash loading area floor is manually swept/cleaned to avoid the tracking of ash residue. The risk of limestone entering the storm system is low due to the use of structural and non-structural controls (i.e. the limestone silo and its blowers and piping are sealed, and limestone is removed from equipment prior to maintenance). Limestone is pneumatically conveyed in closed lines. Any spills of limestone will be promptly cleaned up. Wood chips and TDF may spill from the truck dumper, conveyors, and radial stacker. The risk of these materials contaminating stormwater is low due to the use of automatic sumps beneath the truck dumper which convey accumulated stormwater to the Wastewater Basin. because spilled materials are promptly cleaned up, and the paved areas are periodically swept.
