Please refer to 15A NCAC 02H .1042(2)). Since you applied (and paid the application fee) the fee is forfeit whether or not the permit ultimately gets approved. Even though the permit did not get approved, I spent time and effort reviewing this application and the fee (at least partially) covers this expended effort.
