REGAN Secretary BRIAN WRENN Acting Director Brian LaFranchi, PE Dewberry Engineers Inc. 9300 Harris Corners Parkway, Suite 220 Charlotte, NC 28269 NORTH CAROLINA Environmental Quality July 31, 2020 Subject: Request for Additional Information Stormwater Permit No. SW3200701 Precot Village — Phase I Union County Dear Mr. LaFranchi: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on July 2, 2020. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. Please list the area of disturbance in Part IIA.a of the SWU-101 application form. 2. Field 19 of the Drainage Areas sheet of the Supplemental EZ form should list the calculation method used to calculate the design runoff volume. This should be either the Simple Method or the NRCS Method. 3. Please submit calculations showing the draindown time for the water quality volume. Guidance on the calculations can be found in Part B of the Stormwater Design Manual. The Supplement EZ form lists the drawdown time as 1.09 day. The drawdown time must be between 2 and 5 days (Wet Pond MDC 7). 4. The impervious percentage listed on the cover sheet of the plans (C0.0) shows a different impervious percentage as the application and calculations. Please revise this to make them consistent. 5. Please provide a sheet with the proposed grading and piping systems to show that the entire drainage area will contribute to the wet pond. 6. Please provide an existing conditions sheet. Please delineate all wetlands or add a note that none exist. 7. Please provide a detail of the wet pond with a scale. Please provide a maintenance access and easement that meets the requirements of General MDC 8&9. 9. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Please only submit those plan sheets which have been revised as a result of these comments. Pdfs must be uploaded using the form at: https:Hedocs.deg.nc.gov/Forms/SW_Project Submittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to August 30, 2020, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW3200701 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
