This got kicked around in the Central Office for a bit. We have had every local government implement the same changes
to the E&SC Approval Letter and have had to speak with Rowan County on several occasions. They are not required to
create a new system, they could just use your grading permit number.
If they are really not able to make this change, I was told you can use the grading permit number and upload the grading
permit as an additional document. You will still need to upload the E&SC Approval Letter where indicated.
You can include this email as well incase it is assigned to another reviewer, or you can make a note in the notes section.
Regarding Part 132/3) The application says the person who signs the NOI certification Form and Signs the Certification in
Section E of the application should be the same person as listed in Section B or an authorized responsible individual
within the same organization. You should put the same individual as is listed on the NOI Certification Form.
Additionally, Chris Graybeal is in the Mooresville Regional Office and is not involved in eNOI reviews. That is handled out
of the Central Office.

Lauren, also see response below from Rowan County when I inquired about an ID or Project number on their approval
letter.
Hey Allen,
The State has a practice of assigning a number to a project, presumably for tracking within their system. Our system is not as
pervasive and doesn't warrant such a system - we just use project name and file/track alphabetically.
I think you can override the number request but I'm not sure how. If necessary, contact Chris Graybeal (Asst. Reg. Engineer) in
Mooresville at 704-663-1699.

Project ID NCC-ROWAN-2020-Innospec Active Chemicals Rail Road Spur.
I can update the Yadkin river water body index per the rejection email, but it says Part 132/3) needs to be the legally responsible
person. However, on the application it says it needs to be a "Registered Agent" if we are a corporation, which we are an LLC.
So I put the name of our Registered Agent who is a company themselves.
I can certainly put my name in those spaces since I am signing. I have been given designate authority to sign by our VP of
Manufacturing (who is listed as the permittee).
