REPORT SUMMARY
A geotechnical investigation has been completed for the proposed solar site to be located at Wallace
Road and Bethel Avenue Extension in Midland, North Carolina. Eight borings, designated B-1
through B-8, were performed to depths of approximately 8.5 to 14.9 feet below existing ground
surface throughout the project site. Additionally, we have included borings logs from 2018 that were
performed on the Troutman property. The following geotechnical considerations were identified from
our most recent borings:
n Partially weathered rock (PWR) and/or hard residual soils were encountered in each of our
borings at depths ranging from approximately 1 to 5 feet below the existing ground surface.
PWR was encountered at depths as shallow as 3 feet below existing ground surface, and auger
refusal was encountered in Boring B-8 at 8.5 feet. Rock, PWR, and some hard residual soils,
if encountered in excavations, will require additional effort to penetrate. Further details are
included herein.
n Based on our experience with performing full-scale pile load testing, we expect embedment
depths on the order of 6 to 9 feet bgs will be sufficient to resist typical racking system design
loads. Slightly shallower embedment depths may be acceptable where shallow PWR and pre-
drilling and grouting of piles is performed. The actual design capacity for piles should be
determined through a preconstruction full-scale pile load testing (PLT) program. The results of
a PLT program performed in conjunction with subsurface site characterization are usually
successful in reducing the design embedment depth when compared to design based on site
characterization and analytical methods alone.
n We have provided preliminary geotechnical parameters for foundation evaluation based the
results of our subsurface characterization and have used these parameters to perform
preliminary pile capacity analyses. Based on the analytical analyses presented in this report,
we expect that driven piles will not be able to significantly penetrate PWR, and we expect some
production piles will encounter driving refusal on PWR. Piles that encounter shallow refusal
could be “proof tested” to demonstrate suitable capacity; however, extremely short piles will
likely not develop sufficient lateral or uplift capacities. With a proof testing program, a
contingency procedure, such as removal and replacement with a drilled-and-grouted section,
should be developed for remediation of unsuitable piles. Alternative foundation types, such as
pre-drilled piles, concrete ballast or drilled piers, could also be considered for project design.
n Based on the results of our subsurface investigation and the 2018 North Carolina State
Building Code, the seismic site classification for this site is C.
n The site is expected to be suitable for support of the proposed access roadway when subgrade
preparation is performed as described in this report. We also expect the site to be suitable for
support of lightly loaded structures and equipment on shallow foundations.

n Borings B-2 and B-8 were tested for pH, soil resistivity, chloride and sulfate to analyze corrosive
potential. Based on our review of the subsurface data and laboratory testing, it appears the
on-site soils have a generally non-aggressive corrosion potential according to Section 7.5 in
the Soil Nail Walls Reference Manual, Publication No. FHWA-NHI-14-007, February 2015.
Additional details of the laboratory testing results are provided herein.
n The proposed ancillary structures may be supported on shallow footings bearing on natural
soils or engineered fill placed over the suitable natural soils following completion of the
recommended site preparation measures. A subgrade prepared and tested as recommended
in this report should provide adequate support for any ground supported floor slabs associated
with the proposed construction.
n A geophysical investigation has also been performed by Terracon for the project sites and has
been submitted under a separate cover. The results of the geophysical investigation are
relatively consistent with the results of our geotechnical field investigation.
n A geotechnical investigation was performed by Terracon previously for the Troutman site
(Terracon Project No. 71185110). We understand that Duke Energy has acquired permission
from Strata Solar to utilize the data collected as part of this previous investigation, and therefore
the field information (borings and laboratory testing results) have been included as attachments
to this report.
This summary should be used in conjunction with the entire report for design purposes. It should
be recognized that details were not included or fully developed in this section, and the report must
be read in its entirety for a comprehensive understanding of the items contained herein. The
section titled General Comments should be read for an understanding of the report limitations.

INTRODUCTION
This report presents the results of our subsurface exploration and geotechnical engineering
services performed for the proposed Solar Sites to be located at Wallace Road and Bethel Avenue
Extension in Midland, Cabarrus County, North Carolina. The purpose of these services is to
provide information and geotechnical engineering recommendations relative to:
■Subsurface soil conditions ■Foundation design and construction
■Site preparation and earthwork ■PV panel racking system
■Excavation considerations ■Seismic site classification per NCSBC
■Corrosivity analysis
The geotechnical engineering Scope of Services for this project included the advancement of
eight test borings to depths ranging from approximately 8.5 to 14.9 feet below existing site grades.
Maps showing the site and boring locations are shown in the Site Location and Exploration
Plan sections, respectively. The results of the laboratory testing performed on soil samples
obtained from the site during the field exploration are included on the boring logs in the
Exploration Results section.
SITE CONDITIONS
The following description of site conditions is derived from our site visit in association with the
field exploration and our review of publicly available geologic and topographic maps.
Item Description
Parcel Information
The project is located at Wallace Road and Bethel Avenue Extension in
Cabarrus County, North Carolina. The site is comprised of three separate
parcels, which total approximately 218 acres with coordinates to the site at
approximately 35.218751°, -80.529802°.

Existing Improvements The sites are currently used as a farmland. Two of the parcels are mostly
cleared, and one parcel is used as a tree farm and is wooded.

Item Description

The northern parcels have elevations ranging from approximately 530 feet
to 560 feet. The southern, tree farm parcel has elevations ranging from
approximately 500 feet to 540 feet.

PROJECT DESCRIPTION
Our initial understanding of the project was provided in our proposal and was discussed during
project planning. A period of collaboration has transpired since the project was initiated, and our
final understanding of the project conditions is as follows:

mounted systems likely supported on driven/drilled piles.

located at the northern end of the site is anticipated to be utilized.

GEOTECHNICAL CHARACTERIZATION
Geology
The project site is located in the Piedmont Physiographic Province. The residual soils in this area are
the product of in-place chemical weathering of rock. The typical residual soil profile consists of silty
soils near the surface where soil weathering is more advanced, underlain by sandy silts and silty
sands that generally become harder with depth to the top of parent bedrock. Alluvial soils are typically
present within floodplain areas along creeks and rivers in the Piedmont. According to the 1985
Geologic Map of North Carolina, the site is within the Carolina Slate Belt. The bedrock underlying
the site generally consists of Phyllite and Schist Rock.
The boundary between soil and rock in the Piedmont is not sharply defined. A transitional zone
termed “partially weathered rock” is normally found overlying the parent bedrock. Partially weathered
rock (PWR) is defined for engineering purposes as residual material with a standard penetration test
resistance exceeding 100 blows per foot. The transition between hard/dense residual soils and
partially weathered rock occurs at irregular depths due to variations in degree of weathering.
Groundwater is typically present in fractures within the partially weathered rock or underlying bedrock
in upland areas of the Piedmont. Fluctuations in groundwater levels on the order of 2 to 4 feet are
typical in residual soils and partially weathered rock in the Piedmont, depending on variations in
precipitation, evaporation, and surface water runoff. Seasonal high groundwater levels are expected
to occur during or just after the typically cooler months of the year (November through April).
Subsurface Profile
We have developed a general characterization of the subsurface conditions based upon our
review of the subsurface exploration, laboratory data, geologic setting and our understanding of
the project. This characterization forms the basis of our geotechnical calculations and evaluation
of site preparation and foundation options. Conditions encountered at each exploration point are
indicated on the individual logs found in the Exploration Results. Based on the results of the
borings, conditions below the ground surface can be idealized as follows:

Groundwater Considerations
The boreholes were observed while drilling and after completion for the presence and level of
groundwater. Groundwater was not observed in any of our borings while drilling, or for the short
duration the borings could remain open. However, this does not necessarily mean the borings
terminated above groundwater, or the water levels summarized above are stable groundwater levels.
Due to the low permeability of the soils encountered in the borings, a relatively long period may be
necessary for a groundwater level to develop and stabilize in a borehole. Long term observations in
piezometers or observation wells sealed from the influence of surface water are often required to
define groundwater levels in materials of this type.
Groundwater level fluctuations occur due to seasonal variations in the amount of rainfall, runoff and
other factors not evident at the time the borings were performed. Therefore, groundwater levels
during construction or at other times in the life of the structure may be higher or lower than the levels
indicated on the boring logs. The possibility of groundwater level fluctuations should be considered
when developing the design and construction plans for the project.
GEOTECHNICAL OVERVIEW

EARTHWORK
Earthwork is anticipated to include clearing and grubbing, excavations, and fill placement. The
following sections provide recommendations for use in the preparation of specifications for the

work. Recommendations include critical quality criteria, as necessary, to render the site in the
state considered in our geotechnical engineering evaluation for foundations, floor slabs, and
pavements.
Site Preparation
Prior to placing fill, existing vegetation and root mat should be removed. Complete stripping of the
topsoil should be performed in the proposed building and parking/driveway areas.
The subgrade should be proofrolled with an adequately loaded vehicle such as a fully-loaded
tandem-axle dump truck. The proofrolling should be performed under the direction of the
Geotechnical Engineer. Areas excessively deflecting under the proofroll should be delineated and
subsequently addressed by the Geotechnical Engineer. Such areas should either be removed or
modified by stabilizing. Excessively wet or dry material should either be removed or moisture
conditioned and recompacted.

Item Structural Fill
Water Content

1.Maximum density and optimum water content as determined by the standard Proctor test (ASTM D 698).
2.High plasticity cohesive fill should not be compacted to more than 100 percent of standard Proctor
maximum dry density.
3.If the granular material is a coarse sand or gravel, or of a uniform size, or has a low fines content,
compaction comparison to relative density may be more appropriate. In this case, granular materials should
be compacted to at least 80% relative density (ASTM D 4253 and D 4254).
Utility Trench Backfill
For low permeability subgrades, utility trenches are a common source of water infiltration and
migration. Utility trenches penetrating beneath the structures should be effectively sealed to
restrict water intrusion and flow through the trenches, which could migrate below the structures.
The trench should provide an effective trench plug that extends at least 5 feet from the face of the
building exterior. The plug material should consist of cementitious flowable fill or low permeability
clay. The trench plug material should be placed to surround the utility line. If used, the clay trench
plug material should be placed and compacted to comply with the water content and compaction
recommendations for structural fill stated previously in this report.
Grading and Drainage
All grades must provide effective drainage away from the structures during and after construction
and should be maintained throughout the life of the structure. Water retained next to the structures
can result in soil movements greater than those discussed in this report.
Exposed ground should be sloped and maintained at a minimum 5% away from the structures for
at least 10 feet beyond the perimeter of the structures. After structure construction and
landscaping have been completed, final grades should be verified to document effective drainage
has been achieved. Grades around the structure should also be periodically inspected and
adjusted, as necessary, as part of the structure’s maintenance program. Where paving or flatwork
abuts the structure, a maintenance program should be established to effectively seal and maintain
joints and prevent surface water infiltration.
Excavations
The existing fill and residual soils encountered at the boring locations may be excavated with
conventional construction equipment such as bulldozers, backhoes, and trackhoes. Very hard
residual soils, PWR, and auger refusal materials were encountered in some of the borings at
relatively shallow depths (less than 5 feet) and may be encountered at similar depths in other
areas across the site as indicated in the geophysical investigation results performed and reported
separately. Relatively deep excavations, such as for underground utility installation, may
encounter hard excavation and potential weathered rock that may require blasting or hammering

to remove efficiently. Smaller equipment may have difficult excavating PWR. A large trackhoe or
bulldozer equipped with a single-tooth ripper maybe required to excavate these materials. Some
PWR, especially in confined excavations, and rock will require blasting or impact hammering to
efficiently excavate. We recommend that unit rates for mass rock and trench rock be included in
the bid package to limit disputes in the event that rock-like materials are encountered.
It is our opinion that a clear and appropriate definition of rock should be included in the project
specifications to reduce the potential for misunderstandings. A sample definition of rock for
excavation specifications is provided below:
Mass Rock is defined as any material that cannot be dislodged by a Caterpillar D-8
Bulldozer, or equivalent, equipped with a single tooth ripper, without the use of impact
hammers or drilling and blasting. Trench Rock is defined as any material that cannot
be dislodged by a Caterpillar 325 hydraulic backhoe, or equivalent, without the use of
impact hammers or drilling and blasting. Boulders or masses of rock exceeding ½
cubic yard in volume shall also be considered mass or trench rock, respectively,
during excavation. These classifications do not include materials such as loose rock,
concrete, or other materials that can be removed by means other than impact
hammering, but which for any reason, such as economic reasons, the Contractor
chooses to remove by impact hammering.
Upon completion of filling and grading, care should be taken to maintain the subgrade water
content prior to construction of floor slabs. Construction traffic over the completed subgrades
should be avoided. The site should also be graded to prevent ponding of surface water on the
prepared subgrades or in excavations. Water collecting over, or adjacent to, construction areas
should be removed. If the subgrade freezes, desiccates, saturates, or is disturbed, the affected
material should be removed, or the materials should be scarified, moisture conditioned, and
recompacted, prior to floor slab construction.
As a minimum, excavations should be performed in accordance with OSHA 29 CFR, Part 1926,
Subpart P, “Excavations” and its appendices, and in accordance with any applicable local, and/or
state regulations. The grading contractor should be responsible for designing and constructing
stable, temporary excavations and should shore, slope, or bench the sides of the excavations as
required, to maintain stability of both the excavation sides and bottom.
Construction site safety is the sole responsibility of the contractor who controls the means,
methods, and sequencing of construction operations. Under no circumstances shall the
information provided herein be interpreted to mean Terracon is assuming responsibility for
construction site safety, or the contractor's activities; such responsibility shall neither be implied
nor inferred.

Construction Observation and Testing
The earthwork efforts should be monitored under the direction of the Geotechnical Engineer.
Monitoring should include documentation of adequate removal of vegetation and topsoil,
proofrolling, and mitigation of areas delineated by the proofroll to require mitigation.
Each lift of compacted fill should be tested, evaluated, and reworked, as necessary, until approved
by the Geotechnical Engineer prior to placement of additional lifts. Each lift of fill should be tested
for density and water content at a frequency of at least one test for every 2,500 square feet of
compacted fill in the building areas and 5,000 square feet in pavement areas. One density and
water content test should be performed for every 50 linear feet of compacted utility trench backfill.
In areas of foundation excavations, the bearing subgrade should be evaluated under the direction
of the Geotechnical Engineer. If unanticipated conditions are encountered, the Geotechnical
Engineer should prescribe mitigation options.
In addition to the documentation of the essential parameters necessary for construction, the
continuation of the Geotechnical Engineer into the construction phase of the project provides the
continuity to maintain the Geotechnical Engineer’s evaluation of subsurface conditions, including
assessing variations and associated design changes.
SHALLOW FOUNDATIONS
In our opinion, the proposed ancillary structures and equipment pads can be supported on shallow
foundations following the completion of subgrade preparation as described in the earthwork

Shallow Mat or Equipment Pad Foundations
The base of all foundation excavations should be free of water and loose soil prior to placing
concrete. Concrete should be placed as soon as practical after excavating to reduce bearing soil
disturbance. Should the soils at bearing level become excessively disturbed or saturated, the
affected soil should be removed prior to placing concrete.
The foundation bearing materials should be further evaluated at the time of the foundation
excavation. A representative of the geotechnical engineer should use a combination of hand
auger borings and dynamic cone penetrometer (DCP) testing to determine the suitability of the
bearing materials for the design bearing pressure. Excessively soft, loose or wet bearing soils
should be overexcavated to a depth recommended by the geotechnical engineer. The footings
could then bear directly on these soils at the lower level or the excavated soils could be replaced
with compacted engineered fill as described in this report.

Shallow Foundation Construction Considerations
As noted in Earthwork, the footing excavations should be evaluated under the direction of the
Geotechnical Engineer. The base of all foundation excavations should be free of water and loose
soil, prior to placing concrete. Concrete should be placed soon after excavating to reduce bearing
soil disturbance. Care should be taken to prevent wetting or drying of the bearing materials during
construction. Excessively wet or dry material or any loose/disturbed material in the bottom of the
footing excavations should be removed/reconditioned before foundation concrete is placed.
If unsuitable bearing soils are encountered at the base of the planned footing excavation, the
excavation should be extended deeper to suitable soils, and the footings could bear directly on
these soils at the lower level or on lean concrete backfill placed in the excavations. This is
illustrated on the sketch below.

Over-excavation for structural fill placement below footings should be conducted as shown below.
The over-excavation should be backfilled up to the footing base elevation, with structural fill
placed, as recommended in the Earthwork section.
PV PANEL RACKING SYSTEM SUPPORT – PILE FOUNDATIONS
We have provided preliminary geotechnical parameters for foundation evaluation based on the
results of our subsurface characterization and have used these parameters to perform preliminary
pile capacity analyses. PWR and/or very dense/hard residual soils were encountered within less
than 8 feet from the existing ground surface in each of the borings and was encountered as
shallow as 1 foot below existing ground surface. Additionally, site grading may remove some of
the existing overburden soil that currently overlies PWR.
Driven piles will not be able to significantly penetrate PWR and we expect some production piles
will encounter driving refusal on PWR. Therefore, the following installation options should be
considered:
Piles can be attempted to be driven to anticipated bearing depths, and piles that encounter
shallow refusal could be “proof tested” to demonstrate suitable capacity, however, extremely short
piles will likely not develop sufficient lateral or uplift capacities. With a proof testing program, a
contingency procedure, such as removal and replacement with a drilled-and-grouted section,
should be developed for remediation of unsuitable piles.
Alternatively, due to the anticipated driving conditions throughout the site, the production piles
could be installed into a pre-drilled hole and grouted in place. While this option may not be more
economical than driving piles, it will help to avoid the potential for shallow refusal conditions that
could result in the need to remove and replace piles and cause construction delays.

Based on the analytical analyses presented in this report and our experience with performing full-
scale pile load testing, we expect that piles driven to embedment depths on the order of 6 to 9
feet bgs at the project site will have the capacity to resist typical racking system design loads.
Alternatively, we expect that drilled-and-grouted W-section or other steel pile foundations
embedded to a minimum of 6 to 9 feet below planned subgrade will be sufficient for support of
typical solar panel racking systems. The actual foundation design should be performed in
consideration of preconstruction full-scale pile load testing (PLT) program. The results of a PLT
program performed in conjunction with subsurface site characterization are usually successful in
reducing the design embedment depth when compared to design based on site characterization
and analytical methods alone.
The recommended PLT program should be performed when more details regarding foundation
type and loads become available. The PLT program should also be performed in consideration of
the intended production pile properties including section size, section shape, surface texture (e.g.
bare steel, 3mil galvanized, etc.), and installation methods, equipment, and procedures. The final
structural design for pile foundations should consider anticipated steel loss due to corrosion and
the design loads provided by the racking manufacturer.
Preliminary Axial Capacity Design Recommendations
The axial tensile (pull-out) capacity can be developed from skin friction while the axial
compressive capacity can be developed from skin friction and end bearing of individual piles. The
parameters in the following table can be used to preliminarily analyze axial capacity of drilled-and-
grouted steel piles in support of solar panel racking systems. These values include a safety factor
of 2.

when calculating skin friction.
Piles should have a minimum center-to-center spacing of at least 3 times their largest cross-
sectional dimension to prevent reduction in the axial capacities due to group effects. If the piles
are designed using the above parameters, settlements are not anticipated to exceed 1 inch.
We have calculated the geotechnical axial capacities for drilled-and-grouted W6x9, W6x15, and
W6x20 pile sections using the preliminary geotechnical engineering parameters obtained during
our subsurface exploration. A plot of this capacity as a function of embedment depth is included
in the figure below:

Driven/drilled relatively slender steel pile elements can be considered as foundations for the
proposed solar array structures. The design capacity of a single-driven pile is a function of several
factors including the size and type of the pile and the engineering properties of the subsurface

soils. The pile properties can vary significantly and several manufacturers have proprietary
foundation systems which they use for support of the solar arrays.
The most effective means of determining and verifying pile capacities for tension, compression,
or lateral loads for projects of this type is through pile load testing. The following soil parameters
are recommended to estimate the pile capacities in axial tension and compression for planning
and estimation purposes. The lateral response can be estimated using L-Pile or similar computer
programs.
The indicated ultimate skin friction is appropriate for uplift and compressive loading. The skin
friction perimeter should be calculated using the “fully-plugged” assumption where the perimeter
equals twice the sum of the flange width and web depth. The upper 18 inches of frost-susceptible
soils should be neglected when calculating skin friction.
Lateral response of the driven pile foundations may be estimated using the L-PILE computer
program. The soil profile at the site may be modelled using the properties in the following table:

The provided soil parameters above have no factor of safety. The strength of the upper 18 inches
of frost susceptible soil should be treated as indicated to account for potential strength loss due
to soil disturbance from construction activities, seasonal effects, freeze-thaw behavior, and other
factors.

The previous tables provide generalized average soil parameters for the site based on an
evaluation of the soil test borings. We recommend consideration of a comprehensive pile load
testing program be performed on the selected foundation elements installed in different locations
across the site.
Construction Considerations
Based on the field exploration, it is our opinion that the soils on the site are not generally suitable
for pile installation through driving. Driven piles will not be able to significantly penetrate PWR
and we expect some production piles will encounter driving refusal on PWR. If piles are driven on
site, piles that encounter shallow refusal could be “proof tested” to demonstrate suitable capacity,
however, extremely short piles will likely not develop sufficient lateral or uplift capacities. With a
proof testing program, a contingency procedure, such as removal and replacement with a drilled-
and-grouted section, should be developed for remediation of unsuitable piles. A more appropriate
option based on site subsurface conditions could be to pre-drill at each pile location to a depth of
5 to 7 feet and grout the piles in place. Alternative foundation types, such as concrete ballast or
drilled piers, could also be considered for project design.
Based on our experience, there is a general correlation between pile drive rate and the axial
capacity. Therefore, the recommend preconstruction pile load testing program results should be
evaluated in conjunction with test pile installation records to develop a base line for production
pile acceptance. For production piles, we recommend that the time rate of installation (seconds
per foot of embedment) be recorded as part of the overall quality control program. Automated
systems to simplify this task come standard on many new, solar pile driving rigs and several
aftermarket systems are available for temporary retrofit. Periodic proof testing should be
performed on production piles that do not meet the specified installation criteria.
SEISMIC CONSIDERATIONS
The seismic design requirements for buildings and other structures are based on Seismic Design
Category. Site Classification is required to determine the Seismic Design Category for a structure.
The Site Classification is based on the upper 100 feet of the site profile defined by a weighted
average value of either shear wave velocity, standard penetration resistance, or undrained shear
strength in accordance with Chapter 20 of ASCE 7.

2.The 2018 NCSBC uses a site profile extending to a depth of 100 feet for seismic site classification. Each
boring was extended to an approximate depth of 14.9 feet and an average penetration resistance across
the site was used to calculate the site classification. The site properties below the boring depth to 100 feet
were estimated based on our experience and knowledge of geologic conditions of the general area.

(Terracon Project No. 71185110). We understand that Duke Energy has acquired permission from
Strata Solar to utilize the data collected as part of this previous investigation,
Boring Layout and Elevations: Unless otherwise noted, Terracon personnel provided the boring
layout. Coordinates were obtained with a handheld GPS unit (estimated horizontal accuracy of
about ±10 feet) and approximate elevations were obtained by interpolation from Google Earth. If
elevations and a more precise boring layout are desired, we recommend borings be surveyed
following completion of fieldwork.
Subsurface Exploration Procedures: We advanced the borings with an ATV-mounted rotary drill
rig using continuous flight augers. Four samples were obtained in the upper 10 feet of each boring
and at intervals of 5 feet thereafter. In the split-barrel sampling procedure, a standard 2-inch outer
diameter split-barrel sampling spoon is driven into the ground by a 140-pound automatic hammer
falling a distance of 30 inches. The number of blows required to advance the sampling spoon the
last 12 inches of a normal 18-inch penetration is recorded as the Standard Penetration Test (SPT)
resistance value. The SPT resistance values, also referred to as N-values, are indicated on the
boring logs at the test depths. We observe and record groundwater levels during drilling and
sampling. For safety purposes, all borings were backfilled with auger cuttings after their
completion.
The sampling depths, penetration distances, and other sampling information was recorded on the
field boring logs. The samples were placed in appropriate containers and taken to our soil laboratory
for testing and classification by a Geotechnical Engineer Our exploration team prepared field boring
logs as part of the drilling operations. These field logs included visual classifications of the
materials encountered during drilling and our interpretation of the subsurface conditions between
samples. Final boring logs were prepared from the field logs. The final boring logs represent the
Geotechnical Engineer's interpretation of the field logs and include modifications based on
observations and tests of the samples in our laboratory.
