(� 1N F,.D T V 943 Washington Square Mall Washington, NC 27889 Re: Emergency Overflow Modification B�3 � Stormwater Permit No. SW706720 As per correspondences via ernail on October 20, 2006 with NC DENR, Quible & Associates, P.C. has revised the emergency overflow location in the wet basin that will serve the proposed Kellogg -Supply Co. in Edenton, Chowan County. NC DENR issued the site a 1-ligh Density Stormwater Permit (No. SW706720) on August 9, 2006. The original location of the proposed emergency overflow structure was in a central location of the wet basin, just inside the main bay. The new location of the emergcncy overflow structure is located at the east end of the wet basin, located in the forebay. The relocation will reduce tine length of 36" HDPE pipe required to serve the emergency overflow structure by approximately 150 feet. The elevation of the emergency overflow will remain at the originally specified elevation of 18.0 feet. The wet basin will continue to manage the 4.3 inch design storm as described in the Stormwater Management Plan Narrative, dated July 20, 2006. The draw down structure will remain in the same location, at the down stream (west) end of the wet basin in the main bay. Thus, the relocation of the emergency overflow will have be no impact on the amount of TSS (90%) removed. All other stormwater structural bmps are to remain as specified in the original permitted plan set. Your numbers are absolutely correct - The perm, pool surface area should be 14,636 sf, the Impervious Area should be 3.82 acres, and the permanent pool volume should be 32,728 cf. In the supplement that was originally sent to you, the main bay volume and surface area were .incorrectly entered in the "permanent pool" volume and surface area categories. The discrepancy in impervious area results from calculating temporary, storage required from the pond surface area as impervious - whereas there is a good argument for considering the pond surface area as impervious for runoff calculations, it definitely should not be included in "impervious coverage". These three items have been corrected on the attached supplement. You should be able to print out the supplement from this e-mail. Please advise if you need us to send you a hard copy of the supplement by mail. A preliminary review of the project indicates that before a State Stormwater permit can be issued the following additional information is needed. i Please verify that the permanent pool surface area listed on the Wet Detention Supplement Form should be 14,636sf as given on the plans and in the calculations and not 10,693sf as shown. Please verify that the Impervious Area listed on the Wet Detention Supplement Form should be 3.83ac and not 4.15ac? i Please verify that the permanent pool volume of the main pond and forebay listed on the Wet Detention Supplement Form should be 32,728cf, as given in the submitted calculations, and not 26,798ef. i Please submit a revised copy of page l of 4 of the Wet Detention Basin Supplement form to cover the above mentioned items. The above requested information must be received in this office prior to August 14. 2006 or your. application will be returned as incomplete. The return of this project will necessitate resubmittal of all required! items including the application fee. If you need additional time to submit the required information, please mail or fax your request for time extension to this office at the Letterhead address. You should also be aware that the Stormwater Rules require' that the permit be issued prior to any development activity. Construction without a permit is a violation of 15A NCAC 2H.1000 and North Carolina General Statute 143-21 5.1 'and may result in civil penalties of up to S 10,000 per day.
