STORMWATER MANAGEMENT NARRATIVE: The following developmental activities require a stormwater management permit under Rule .1003 of the NCDENR Division of Water Quality Administrative Code for Stormwater Management, 15A NCAC 21-1.1000. Developmental activities will result in the project being permitted pursuant with Rule .1005 (2) (b), High Density Projects, with proposed built -upon area of 30% or greater, with best management practices being employed via; vegetative buffers, grassed swales, and infiltration basins. The intent of this application, to the maximum extent possible, is to employ best management practices for all proposed developmental activities. The project will consist of the construction of utility, parking and drainage infrastructure improvements to service the proposed Hughes Retreat Condominium Development that is to be located 1/10'h of a mile north of the Kill Devil I-Iilis/Nags Head'rown line on South Virginia Dare Trail, (N.C. 12), (36.00"N, 75.39"W), in the township of Kill Devil Hills, Dare County, North Carolina. IURECEBV -D The proposed developmental activities are as follows; a) Construction of one (1) three-story residential condominium structure. MAR 2 4 2004 b) Construction of an outdoor swimming pool. c) Construction of asphalt drives and parking. - DWQWARQ d) Construction of drainage infrastructure improvements. VU VV On -site visits were conducted by Scott Carpenter of S&ME during the month of July 11, 2003 to investigate the existing groundwater profiles through investigation by on -site soil borings and water surface elevation observations via existing groundwater monitoring wells. An additional site visit was conducted on February 2004 by Mike Robinson of Bissell Professional Group to confirm the data as previously observed. Approximately (2) borings were taken in the proposed areas that had been designated as potential retention measures. The soil investigation provided the useful information necessary in determining the size, type, and location of stormwater drainage improvements for the associative developmental activities. The following is a summary of the investigation performed; Soil Boring B1 Soil Series: Newhan Complex Apparent Water Table: 36" Soil Wetness Condition: 36" Slope. 0-2% Depth Description 0"-6" grayish brown loamy sand 6"-28" brownish fine, single grain sand 28%48" light brownish fine, single grain sand Comments: Single grained, very loose Soil Boring B2 Soil Series: Newhan Complex Apparent Water Table: 42" Soil Wetness Condition: 42" Slope: 0-2% Depth Description 0"-61, grayish brown loamy sand 6"-28" brownish fine, single grain sand 28"-48" light brownish fine, single grain sand Comments: Single grained, very loose • See Appendix B for detailed location of above referenced soil borings BI-B2 SOIL DESCRIPTION NhC: Newhan-Corolla Complex: This complex consists of gently sloping to sloping Newhan and Corolla soils on low dunes in the Outer Banks. The permeability is very rapid with the seasonal high water table 1.5 to 3 feet below the surface. Permeability is described as being greater than 20 in/hr.* • Information referenced fi-ont United States Department of Agriculture, Soil Conservation Service, Soil Survey of Dare County, North Carolina The topography of the site is relatively flat with the higher portion of the property existing on the eastern half of the tract gently sloping downwards towards the western half. An existing drainage ditch network id located towards the center of the site running from north to south. The eastern half of the site is currently being utilized for overflow parking from the adjoining motel with the remaining portion being undeveloped. Presently, the majority of the site is covered with mixed scrub and herbaceous, somewhat salt -tolerant plants that have adapted to the coastal environment. The site mainly consists of well -drained soils formed from marine sediments. All development activities are to be designed in conformity with the requirements for application and issuance of permits for stormwater management systems in pursuant with rules .1003 and .1005 in accordance with G.S. 143-215. l and 15A NCAC 2H .0200 as set forth. These requirements are designed to control pollutants associated with stormwater runoff applicable to development of land for residential, commercial, industrial, or institutional uses. The developmental activities as described above have been designed in compliance with the requirements as set forth in stormwater management within coastal counties Rule .1005, section 3, subparagraph B: (i) Control systems must be infiltration systems, wet detention ponds, or alternative stormwater management control systems designed in accordance with Rule .1008, (ii) Control systems must be designed to control runoff from all surface generated by one inch of rainfall. Design of the active stormwater management measures are based on the design criteria indicated in 1008(d) Infltration System Requirements, under the NCDLNR Division of Water Quality Administrative Code for Stormwater Management, I5A NCAC 21-I.1000. 2 The proposed Hughes Retreat Condominium Development that is located I/10Ih of mile north of the Kill Devil Hills/Nags Head Town line on South Virginia Dare Trail, (N.C. 12), (3G.00°N, 75.39°W), in the township of Kill Devil Hills, Dare County, North Carolina. The proposed developmental activities will consist of the previously itemized activities as outlined in the Proposed Development Activities Section. Rainfall runoff from the proposed impervious surfaces will primarily sheet flow overland into the concrete flumes, via a concrete curb & gutter system that will convey runoff into the stormwater infiltration basins located on the south perimeter of the tract. Rip -Rap inlet measures will be placed at the basin inlets for velocity dissipation an to aid in infiltration. The site has been divided into (2) drainage basins in order to accommodate the rainfall runoff from the developmental activities as described above. The intent of the design is to provide adequate pollutant filtration measures from stormwater runoff resulting from the corresponding high -density pockets created by the associative developmental activities. To achieve this, in this particular application, it was necessary to calculate the proposed impervious surface coverage area as indicated within it corresponding drainage basin. Measures were designed, to the maximum extent possible, to treat runoff from the impervious surfaces in accordance with best management practices. The tabulated impervious surface areas were utilized to compute the required storage volume from the required 1.0 in. rainfall storm event, (reference the stormwater calculations attached herein), BASIN # 1 The 0.38 acre area delineated as Drainage Area # l of the Hughes Retreat Development will consist of the construction of an asphalt roadway & parking to the midpoint of the western project boundary line. The proposed roadway will be graded from the outward to the concrete curb and gutter section on the outer edge of the roadway. Stormwater runoff will be conveyed to a concrete flume, which will discharge into a shallow infiltration swale located on the south side of the roadway. It is anticipated that the accumulated runoff will infiltrate into the surrounding sandy soils over a period of 1.0 hours. The basin has been designed with an ultimate open storage capacity of 3.5 inches, without accounting for any infiltration or interstitial storage. A storm event in excess of 3.5 inches will overflow into an existing drainage ditch located on the north side of the tract. (Reference the attached Drainage Basin Layout in Appen&r B for delineation of tire drainage area houndaries) BASIN #2 The 1.15-acre area delineated as Drainage Area #2 of the Hughes Retreat Development will consist of the construction of (1) residential condominium structure in association with roadway, utility and drainage improvements. The condominium structure will be fitted with a perimeter roof gutter system that will capture stormwater runoff through the pipe conveyance network and discharge onto the asphalt roadway to the front of the structure. The proposed asphalt drives & parking areas will be graded away from the strictures outward to the concrete curb and gutter section on the outer edge of the parking spaces. Stormwater runoff will be conveyed to a concrete flume, and discharge into a shallow infiltration swale located on the south side of the drainage area. It is anticipated that the accumulated runoff will infiltrate into the surrounding sandy soils over a period of 1.0 hour. The basin has been designed with an ultimate open storage capacity of 3.5 inches, without accounting for any infiltration or interstitial storage. A storm event in excess of 3.5 inches will overflow into an existing drainage ditch located on the north side of the tract. (Reference the attached Drainage Basin Layout in ApperrAr B fior delineation of the drainage area boundaries) Stormwater runoff from all impervious surfaces will receive a form of pollutant and sediment removal as described in best management practices. The following information is in conformance with the regulations as specified for high -density development: 1) Proposed impervious coverage of'38.55% over the total development area 2) Provision of infiltration basins along all proposed developmental activities to collect stormwater runoff from all impervious surfaces. 3) Provision of a 50-foot wide buffer from all adjoining surface waters.
