This is a reminder that permit renewal applications are due 180 days prior to expiration. We do not have a record of receiving a renewal application. Please submit a completed permit renewal application along with a $505.00 fee for permit renewal at least 180 days prior to expiration of the permit. Also it was noted in the file that a designer's certification that the project was constructed in accordance with the approved plans as required by the permit has not been submitted. Please include this with your application. Permit application forms for renewal can be found on our website at http://portal.ncdenr.org/web/Ir/state-stormwater-forms_docs . If this facility has not been constructed and you wish to rescind the permit please let me know. North Carolina General Statutes and the Coastal Stormwater rules require that this property be covered under a stormwater permit. Camden, NC 27921 Subject: Shore Flyte Marina Federal Stormwater Permit NCG190056, and State Stormwater Permit SW7011002 Perquimans County Dear Mr. Wooddise: This is to follow-up to my site visit/inspection at the Shore Flyte Marina facility on January 5, 2011. We discussed the following permits that were previously issued for this site: 1) Federal Stormwater Permit NCG190056 issued to Perquimans County on July 3, 2000;-transferred ownership to Tony Wooddise, October 2001; expired July 31, 2004. The annual permit fees were paid, beginning in 2001 and continued through June 2010, even though the permit expired. 2) State Stormwater Permit SW7011002 issued to Shore Flyte Marina on February 22, 2002 and expires on February 22, 2012. This permit was for the development of the site including buildings, parking, access drives, boat ramp facilities, and (2) stormwater infiltration systems. After inspecting the site and discussions with you, it was determined that the site has not been fully developed as a marina; nor has the site been operated as a marina. At this time, only a metal storage building and gravel parking pad have been constructed. Since the Federal Stormwater Permit for this site expired, and you do not currently operate a marina at this site, you do not need coverage under the NCG19 permit; likewise, you do not need to submit any monitoring reports or annual fees for this site. If you plan to operate a marina at this site in the future, you will need to obtain a Federal Stormwater Permit prior to beginning operation. The State Stormwater Permit was issued with an approved site plan that showed the development of a marina facility with buildings, parking, a boat ramp, and (2) infiltration systems for stormwater treatment. The Permit required that the proposed stormwater infiltration systems be constructed prior to the development of the site. Since the infiltration systems are not constructed according to the approved plans, your site is not in compliance. We discussed several ways to resolve this non-compliance, including (1) construct the infiltration systems as originally designed and approved; (2) submit a modified design of the stormwater treatment system and request a permit modification; or (3) submit a modified site plan and request a low density type permit. SITE DESCRIPTION: This 9.88 acre parcel located off of an existing gravel drive east of S.R. #1336, adjacent to the Perquimans River. The property is part of the Perquimans County Commerce Center, which is located approximately '/z mile south of the US #17 bridge. The site topography ranges from the normal water level to 14 feet (NC Geodetic Survey datum). The parcel is presently used for agricultural purposes. The eastern side adjoins the Perquimans River with vegetation consisting of cypress trees. The northern side is bounded by wetland, which feed a small tributary of the Perquimans River and is heavily wooded and will be left undisturbed as a buffer. r+XL*r@ll&11 Site soils consist of Conetoe loamy Sand (Ctb) as listed by the USDA Soil Survey Book of Chowan and Perquimans County, The Conetoe loamy sand is listed to have moderately rapid permeable and provides a good support base for most structures. Conetoe Soils consist of brown fine surface sands with yellow -brown subsurface fine sands. Soils in the area of Basin #2 consist of fine sands at the basin level and the SHWT is approximately at an elevation of 9.2 feet. Soils in the area of Basin #1 consist of medium fine sands with a higher poriosity than that of Basin #2. The SHWT is approximately at an elevation of 2.0 feet. STORMWATER NARRATIVE: • The storm water runoff generated by impervious surfaces within this project will be directed to the two infiltration basins, to be constructed on site per the drawings. • The boat wash down area water will be collected into a common drain, filtered by an in- house mechanical filtration system and recycled as wash water. • Surface water derived from the impervious area within the AEC will be directed away from the bulkhead to collect into Infiltration Basin No, 1. Install silt fencing in areas as shown on plan, and other areas as required to prevent offsite deposits of sediment. 2. Clear and grub roadway, removing vegetation, root and other material that may affect final roadway stability. 3. Begin the grading operation and install the storm drainage system. 4. Install inlet protection devices. Adjust devices as necessary during grading operation. S. Provide temporary stabilization vegetation as outlined below in disturbed areas. All temporary vegetation must be in place within 30 days of land disturbance. 6. Construct roadway, undercutting and replacing unsuitable soils as encountered. 7. Perform final grading and apply permanent vegetation as outlined below. 8. Remove temporary erosion control devices. STABILIZATION AND LANDSCAPING: Final slopes in all graded areas shall not exceed 3: 1. All seeding and sodding shall be in place within 30 days of land disturbance and/or project completion. 1. Fertilizer: Apply 3,000 lb per acre ground agriculture limestone and 500 lb per acre 10-10-10- fertilizer. Top dress 50 lb. per acre nitrogen. 2. Mulch: Apply 4,000 lb. per acre straw. Anchor straw by tacking with asphalt, netting, or a mulch anchoring tool. 3. Seeding: A. Temporary Vegetation: if temporary seeding occurs during winter, early spring, or fall, apply 120 lb per acre rye grain. If temporary seeding occurs during summer, apply 40 lb. per acre centipeed grass. Temporary vegetation must be applied within 30 days of land disturbing activity. B. Permanent Vegetation: Apply coastal mix consisting of 50 lb. per acre Pensacola Bahia grass and 10 lb. per acre German Millet. Apply permanent seeding between April 1, and July 15. Refertilize the following April with 50 lb. per acre nitrogen. C. Sodding: (If Required) Permanent vegetation- select compatible species to permanent seeded type; install with longest dimension perpendicular to the slope and staple if necessary; roll sod immediately and water to 4". MAINTENANCE: 1. Check temporary erosion devices after each significant rainfall and/or biweekly, Repair and remove sediment buildup as necessary. Rills and gullies must be repaired, re -seeded and mulched as soon as possible. Temporary diversions may be necessary until new plants develop. Bare spots must be relimed, fertilized, mulched and reseeded as promptly as possible. Yearly refertilization may be required to maintain productive stands. 3. Perform routine maintenance (including mowing and cleaning of roadway swale) once final stabilization has occurred. NOTES: The intent of this plan is to; Minimize the extent and duration of disturbed soil exposure. • Protect disturbed areas from stormwater runoff. • Stabilize disturbed areas as soon as possible • Maintain low runoff velocities (and protect areas where this is not possible). • Retain sediment on site with silt fencing. This plan represents minimum sedimentation and erosion control measures. Additional measures and devices may be required as construction proceeds. Our records show the following information for this facility: 1) Federal Stormwater Permit NCG190056 issued to Perquimans County on July 3, 2000; transferred ownership to Tony Wooddise, October 2001; expired July 31, 2004. The annual permit fees were paid, beginning in 2001 and continued through June 2010, even though the permit expired. 2) State Stormwater Permit SW7011002 issued to Shore Flyte Marina on February 22, 2002 and expires on February 22, 2012. This permit was for the development of the site including buildings, parking, access drives, boat ramp facilities, and (2) stormwater infiltration systems. We discussed briefly the Standard Industrial Codes (SIC) for the marina industry. I have enclosed copies of information from the SIC Book for Marinas (SIC 4493) and Boat Building and Repairing (SIC 3732). Also enclosed is a copy of the Technical Bulletin for NC General Stormwater Permit NCG190000. You can visit our website to view the requirements for the NCG190000 permit. From our conversation, you indicated that the site has not been fully developed; although, the building is being used for maintenance and marine repair work. If you wish to continue to operate this facility as a marina and/or a boat building & repair business, then you will need to apply for coverage under the NCG190000 permit.
