PO Box 929 Greenville, NC 27835 Re: Hydraulic conductivity (permeability) analysis & seasonal water table determination (SHWT) for stormwater retention areas, Kingdom Hall Site, City of Raeford, Hoke County, North Carolina Dear Mr. Webb, An evaluation of soil properties and hydraulic conductivity (Ksat) has been conducted at your request on the aforementioned property. The purpose of the investigation was to determine soil water table depths (SHWT). In addition, Ksat was to be provided at varying depths for use with stormwater retention design. Saturated hydraulic conductivity of the unsaturated zone was measured in a similar method as described in the Soil Science Society of America Journal, Vol. 53, no 5, Sept. - Oct. 1989, "A Constant Permeameter for Measuring Saturated Hydraulic Conductivity of the Vadose Zone" and Comparison of the Glover Solution with the Simultaneous Equations Approach for Measuring Hydraulic Conductivity." Soils at this site are most similar to the Faceville and Duplin soil series (see attached boring logs). Three borings were advanced to 8.0 feet. Seasonal High Water Table (SHWT) as determined by evidence of colors of chroma 2 or less (and/or concentrations of high redox mottles) was encountered at depths ranging from 42 to 96 inches below the ground (see attached chart). Three compact constant head permeameter (CCHP) tests were conducted at depths ranging from 1.5 to 6.0 feet (typically 2.0 feet above SHWT). Measured Ksat rates between 1.164 cm/hr and 1.727 cm/hr (0.458 in/hr and 0.680 in/hr). A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. An offline bypass and a properly designed vegetated filter are required from the overflow of all infiltration systems. However, this requirement may be difficult to meet on some sites due to topographic or space constraints. For sites that have difficulty meeting this requirement, options are available for waiving of the offtine bypass and vegetated filter trip by permitting the system under the alternative design criteria in NCAC 2H .1008(h)'. The design submitted looks to try and waive both these requirements by designed for the 10 year 24hr storm event. The event must be infiltrated without discharging using an infiltration rate of one-half of the infiltration rate reported in the soils report. The submitted calculations do not use one- half of the infiltration rates. Please revise the calculations and update the design if needed. Other options are still available to waive these requirements (see BMP Manual Chapter 16). Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to September 17, 2012, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. If you need additional time to submit the information, please mail or fax your request for a time extension to the Division at the address and fax number at the bottom of this letter. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The only issues/questions I may have are: The TR55 volume calculated was 8082 CF vs 10,193 CF (simplified method) shown on the first page. I can play with a longer Tc to get a higher volume from TR55 but it is set at 10 minutes now which seems reasonable to me. I show drawdown in 5 days AFTER the 24 hr storm (that is not 5 days from the beginning of the storm). The BMP Manual is not crystal clear on -the drawdown measurement when dealing with a lengthy duration storm. Do you think I can show it htis way? A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. An off line bypass and a properly designed vegetated filter are required from the overflow of all infiltration systems. However, this requirement may be difficult to meet on some sites due to topographic or space constraints. For sites that have difficulty meeting this requirement, options are available for waiving of the offline bypass and vegetated filter trip by permitting the system under the alternative design criteria in NCAC 2H .1008(h).. The design submitted looks to try and waive both these requirements by designed for the 10 year 24hr storm event. The event must be infiltrated without discharging using an infiltration rate of one-half of the infiltration rate reported in the soils report. The submitted calculations do not use one- half of the infiltration rates. Please revise the calculations and update the design if needed. Other options are still available to waive these requirements (see BMP Manual Chapter 16). Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this office prior to September 17, 2012, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. If you need additional time to submit the information, please mail or fax your request for a time extension to the Division at the address and fax number at the bottom of this letter. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit.
