I have reviewed the additional information that we received January 24, 2012. There is still one item that needs correcting; item 4 from my January 10, 2012 letter. The revised plans state a media depth in the biroretention cells as 24" with shrub/mulch. As stated in my letter, the minimum media depth for a shrub/mulch cell is 36". In order to use a 24" depth, the cell must only be planted with grass sod. Refer to chapter 12 in the BMP Manual for more information. Please submit the requested information by February 10, 2012. Comment 1: Sheet 1 I (bioretention cell landscape plan) needs to be sealed, signed, and dated by an appropriate NC design professional. ✓ Response: The bioretention cell landscape plan (Sheet 11) has been signed an! sealed by a North Carolina design professional engineer. Comment 2: The submitted geotech report submitted does not include a specific S1-1WT elevation determination based on mottling of the soil. "Phis must be done for each proposed cell. The information included only talks about apparent water table during the borings. "Response: The geotechnical report has been modified to include the information abo►tt the Season High Water Table on pages 3-4. The whole geotechnical report was reprinted for your records. Comment 3: Please specify double or triple shredded hardwood mulch for the bioretention cells. Response: Double shredded hardwood mulch was labeled on sheets 04 and 11. Comment 4: Since both cells proposed are shrub/mulch cells, a minimum of 36" of media must be used. Please revise ,ht. 4 accordingly to not say 24"-36" of media. A Response: The plantings were reviser! to allow a depth of 24"on sheet 04. Comment 5: The overflow from bioretention cell #2 appears to flow directly into cell #1. Ideally, the overflow should be routed around/away from cell #l. Please explain. ti,., Response: The reasons for this are the constraints imposed by the site. We originally proposed putting a couple of bioretention cells on the south side of the site, but the testing that was done indicated that they mould not infiltrate. Therefbre, we ended up moving the cells to their current locations. Another constraint is that there is no existing burgessniple.com January 23, 2012 Page 2 storm drainage system in the vicinity that will allow us to provide an overflow structure with an outlet pipe. This constraint required that we use emergency spillways. Finally, the site naturally drains front west to east. 6Ye do toot see a rvay to drain cell #2 w/o it draining; through cell V. Please note that both cells are designed to in accordance with EISA to infiltrate the 1.8 inch or 95''' percentile storm, which is more stringent that the I inch storm required by NCDENR. Therefore the need to bypass the flows will be infrequent. Comment 6: With infiltration proposed (no underdrains in the biorctention cells) at Fort Bragg, please provide written verification from Marti Morgan, at the Division of' Waste Management (DWM), that there are not any issues with this project in relation to any DWM regulated sites or features. Your comment 45 requested that explain why we were flowing water from bioretention cell #2 into bioretention cell #1. The reason for this are the constraints imposed by the site. We originally proposed putting a couple of bioretention cells on the south side of the site, but the testing that was done indicated that they would not infiltrate. Therefore, we ended up moving the cells to their current locations. Another constraint is that there is no existing storm drainage system in the vicinity that will allow us to provide an overflow structure with an outlet pipe. This constraint required that we use emergency spillways. Finally, the site naturally drains from west to east. I do not see a way to drain cell #2 w/o it draining through cell #1. Please note that both cells are designed to in accordance with EISA to infiltrate the 1.8 inch or 95th percentile storm, which is more stringent that the 1 inch storm required by NCDENR.
