I use Schueler's method to determine the required volume. The provided volume is found by multiplying the proposed basin length x width x height, all in the same units, of course. For example, Basin 1 is proposing a length of 150' and a width of 241. Since the maximum pond depth is 611, or 0.5 feet, the provided volume is 150 x 24 x 0.5 = 1800 cubic feet. If the basin shape is irregular, you can use an average length and width. I would take 3 or 4 measurements at equal intervals in the basin and average them. The 4' depth below the filter is not considered in the volume calculation_ This is filled in with suitable planting soil, so there is essentially no storage volume available here. You need only concern youself with the amount of storage being provided within the 6" maximum up top. The drawdown time is found by dividing the provided storage volume (in cubic feet) by the expected infiltration rate of the soils in cubic feet per hour. Most infiltration rates are given in inches per hour, so all you do to convert to cubic feet per hour is divide the inches per hour by 12. For example, a rate of 8" per hour equates to 0.667 cubic feet per hour. As far as trees and shrubs go, the minimum is 1000 trees and shrubs per acre of bioretention basin. These requirements are listed on page 53 of the BMP manual. In your case, Bioretention area Number 1 is 150 x 24 = 3600 sq. ft., or .0826 acres_ This equates to a minimum of 83 trees and shrubs. Your engineer specifies 102, so the total is OK. Of that 102 there should be 2 to 3 times as many shrubs as trees. For this project, there should be anywhere from 68 to 77 shrubs. The engineer provides 77 shrubs, so that is OK, too. I would not concern myself with the water balance calculations. Hope this helps you. Acceptance and approval of this plan is conditioned upon your compliance with federal and state water quality laws, regulations, and rules. In addition, local city or county ordinances or rules may also apply to this land -disturbing activity. This does not supersede any other permit or approval. The developer is responsible for obtaining any and all permits and approvals necessary for the developing of this project prior to the commencement of this land -disturbing activity. This could include the Division of Water Quality under storm water regulations, the US Army Corps of Engineers under Article 404 jurisdiction, local county or town agencies under their local ordinances, or others that may be required. This approval cannot supersede any other permit or approval; however, in the case of a Cease and Desist Order from the Corps •of Engineers, that Order would only apply to wetland areas. All other lands must still be in compliance with the Sedimentation Pollution Control Act. 7. If any area on site falls under the jurisdiction of Section 404 of the Clean Water Act, the developer is responsible to the orders of the US Army Corps of Engineers. Any erosion control measures that fall within jurisdictional wetland area must be relocated to the transition point between the wetlands and the highlands to assure that the migration of sediment will not occur. If that relocation presents a problem or contradicts any requirements of the Corps of Engineers, it is the responsibility of the developer to inform the Land Quality Section's Regional Office so that an adequate contingency plan can be made to assure sufficient erosion control on -site. Failure to do so will be considered a violation of this approval. 8. Any borrow material brought onto this site must be from a legally permitted mine site or other approved source. A single.use borrow site is only permissible if all of the following apply: (1) The excavation or grading is conducted to provide soil or other unconsolidated material to be used without further processing for a single off -site construction project for which an erosion control plan has been approved in accordance with Article 4 of Chapter I I3A of the NCGS. (2) The affected land, including nonpublic access roads, does not exceed five acres. (3) The excavation or grading is completed within one year. (4) the excavation or grading does not involve blasting, the removal or material from rivers of streams, the disposal of off -site waste on the affected land, or the surface disposal of groundwater beyond the affected land. (5) The excavation or grading is not in violation of any local ordinance. (6) An erosion control plan for the excavation or grading has been approved in accordance with Article 4 of Chapter 113A of the NCGS. 9. Fallowing the completion of the project, you should notify this office to schedule a final inspection. The purpose of this inspection is to ensure that all erosion control requirements have been met. This project is subject to the National Pollutant Discharge Elimination System (NPDES) and covered by the enclosed general storm water permit NCGOlOOOO (Construction Activities). You should become familiar with all of the requirements for compliance with the enclosed general permit. This approval is subject to the satisfactory performance of the erosion control measures under held conditions. Should it be determined that the requirements of the Sedimentation Pollution Control Act of 1973 (GS 113A, 51-66) are not being met, revisions to the plan and its implementation will be required. This permit allows for a land disturbance, as called for on the application plan, not to exceed 7.46 acres and/or the limits of the submitted plans. Exceeding these limits will be a violation of this permit and would require a revised plan and additional application fee. Amendments to the plan should be submitted to this office under the same procedures as followed for the original plan. This plan approval shall expire three (3) years following the date of approval, if no land -disturbing activity has been undertaken, as is required by Title 15A NCAC 4B .0029. Loamy soils may be utilized for the planting soil but must consist of 35% sand. In addition, the furnished planting soil shall be of uniform composition, free of stones, stumps, roots or similar objects larger than one inch, brush, or any other material or substance which may be harmful to plant growth, or a hindrance to planting or maintenance operations. The planting soil shall be free of plants or plant parts of Bermuda grass, Quack grass, Johnson grass, Mugwort, Nutsedge, Poison Ivy, Canadian Thistle or others as specified. The planting soil shall not contain toxic substances harmful to plant growth. The planting soil shall be tested and meet the following criteria: pH range Organic matter Magnesium — Mg Phosphorus — P2O5 Potassium — K2O Soluble Salts 5.5 — 6.5 1.5 — 3.0% 35 lbslacre 100 lbslacre 85 lbslacre not to exceed 500 ppm The following testing frequencies shall apply to the above soil constituents: • pH, Organic Matter: I test per 90 cubic yards, but not less than 1 test per bioretention area • Magnesium, Phosphorus, Potassium, Soluble Salts: I test per 500 cubic yards, but not less than I test per borrow source • One grain size analysis shall per performed per 90 cubic yards of planting soil, but not less than I test per Bioretention Area. A mulch layer shall be provided on top of the planting soil. An acceptable mulch layer shall include shredded hardwood or shredded wood chips or oiher similar material. Of the approved mulch products, all must be well aged, uniform in color, and free of foreign material including plant material. Well -aged mulch is defined as mulch that has been stockpiled or stored for at least twelve (12) months. The sand shall be free of deleterious material and rocks greater than 1 inch in diameter. Soil shall be placed in layers less than 18 inches and lightly compacted (minimal cotnpactive effort) by tamping with a bucket from a dozer or a backhoe. Plant Specifications for Bioretention Areas General Plantinp, Specifications • Root stock of the plant material shall be kept moist during transport from the source to the job site and until planted. • Walls of planting pit shall be dug so that they are vertical. • The diameter of the planting pit must be a minimum of six inches (b") larger than the diameter of the ball of the tree. • The planting pit shall be deep enough to allow 1/4 of the ball to be above the existing grade. Loose soil at the bottom of the pit shall be tamped by hand. • The appropriate amount of fertilizer is to be placed at the bottom of the pit (see below for fertilization rates). • The plant shall be removed from the container and placed in the planting pit by lifting and carrying the plant by the ball (never lift by branches or trunk). • Set the plant upright and in the center of the pit so that the top of the ball is approximately 1/4 above the final grade. • Backfill planting pit with existing soil. • Make sure plant remains straight during backfilling procedure. • Never cover the top of the ball with soil. Mound soil around the exposed ball. • Trees shall be braced by using 2" by 2" white oak stakes. Stakes shall be placed parallel to walkways and buildings. Stakes are to be equally spaced on the outside of the tree ball. Utilizing hose and wire, brace the tree to the stakes. Fertilization • Tree and shrub fertilizer shall be a 21-gm, tightly compressed, long lasting, slow release (2 year) fertilizer tablet with a minimum guaranteed analysis of 20-10-5: Total Nitrogen: (N) — 20% Water Soluble Organic Nitrogen — 7% Water Insoluble Organic Nitrogen--- 13% Available Phosphoric Acid (P2O5) -- 10% Soluble Potash (K2O) — 5% For containerized trees and shrubs, place the specified fertilizer tablet(s) in the bottom of the planting pit according to the following rates: I gal. Tablets Planting Non -Grass Ground Cover • The ground cover planting holes shall be dug through the mulch with one of the following: hand trowel, shovel, bulb planter, or hoe (this does not apply to grasses or legumes). • Before planting, biodegradable pots shall be split, and non -biodegradable pots shall be removed. Root systems of all potted plants shall be split or crumbled. • The ground cover shall be planted so that the roots are surrounded by the soil below the mulch. Potted plants shall be set so that the top of the pot is even with the existing grade. The roots of bare root plants shall be covered to the crown. • Before planting, apply a pre -emergent herbicide to the mulched and planted ground cover bed. • The entire ground cover bed shall be thoroughly watered. All ground covers shall be fertilized with a 10-6-4 analysis fertilizer as a wet application at the rate of 3 lbs. per 100 square feet of the bioretention area prior to planting non -grass ground cover or as part of the grass seed ground cover. Pond Weed "Scirpus Pungens" — Pond Weed accepts total inundation and supports waterfowl. It will be planted from the bottom to the pool EL 390.00 to EL 392.50, 2. Smart Weed "Polygonnum Spp" — Smart Weed accepts inundation of I -foot and supports waterfowl and songbirds. It also tolerates fluctuating water levels. It will be planted from EL 392.50 to 394.25. 3. Common Three -Square "Scirpus Pungens" — Common Three -Square accepts up to 6" of inundation. It is a fast colonized, can tolerate periods of dryness and frill sun. It will be planted from EL 394 to EL 395.50. 4. Rice Cut Grass "Leersia Oryzoides" — Rice Cut Grass will tolerate inundation up to 3", has a high value as food and cover for wildlife and shore line stabilization. It will be planted from EL 395.50 to 396.00. All plants shall be planted to provide a 90% cover rated within 180 days of completion of pond. Plants not thriving at the end of this period shall be removed and replaced.
