The D;visi::,i of Water Quality (DWQ) Stormwater Permitting Unit received your revised Stormwater Management
Permit application for the subject project on February 19, 2010. A preliminary review of that information has
determined that the application is not yet complete. The following information is needed to continue the
Stormwater review:
1. Calculations using the Simple Method to find the required water quality treatment volume were not
submitted or incorrect. The required volume is 3,630 CF, not 2,846 CF. Please revise the
supplement.
2. The 1-yr, 24-hr intensity is 0.236 inlhr, not 4.92 in/hr. Please revise this number on the supplement
and corresponding pre- and post -development peak flows.
3, The temporary pool elevation (TPE), according to the required volume and the pond contours,
should be just over 36 feet. The drawings show intermediate weirs on the riser structure at an
undeterminable elevation (no detail was found to refer to). Please note that the TPE must be below
this weir outlet elevation. The top of the baffles should be set near the TPE. Please revise the
supplement and drawings accordingly.
4. The forebay weir elevation is incorrectly listed at 68,0 ft on the basin detail. Please correct.
5. Please revise the elevations contained in the Wet Detention O&M Agreement to match those listed
on the supplement.
6. Six or more inches of topsoil to be placed on top of the clay liner along the vegetated shelf for
plantings should be specified and shown on the basin detail.
The requested information should be received by this Office prior to March 15, 2010, or the application will be
returned as incomplete.

Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS
143-215.6A.

Dear Mr. Lowder:
The Division o.f Water Quality (DWQ) Stormwater Permitting Unit received a Stonmwater Management Permit
Application for the subject project on December 30, 2009. A preliminary review of that information has
determined that the application is not complete. The following information is needed to continue the stormwater
review:
1. Dorm SWU-101 states a total project area of 1.325 acres but the stornwater calculations/narrative lists
the project as 1.85 ac. Please revise for consistency and confirm project BUA of'73.6%.
2. Please submit calculations using the Simple Method to find the required water quality treatment
volume per Chapter 3 of the BMP Manual. The SCS Method is only allowed for LID designs.
3. Please revise the following errors located on the wet detention basin suppleinent:
l . 1-yr, 24-lir rainfall depth should equal 2.83 inches;
2. Rational C, predevelopment value is too high. Most of the site is wooded, lawn or unimproved
areas (C = 0.15-0.35);
3. Minimum volunte required is underestimated; and
4. Pre -development peak flow is incorrect.
4. The basin must have a minimum length -to -width ratio of 1.5:1 and flowpath-to-width ratio of at least
3:1. Currently, the basin has a L:W ratio of -approximately 1:1. Please revise appropriately.
5. Please include a landscaping plan for the detention basin meeting the requirements of section 6.4.1 of
the BMI' Manual, Rcgiiirecl ltenrs ofcr Lcrrrclseape Plcrri. Note that seeding is not an acceptable source
of vegetated shelf plantings.
6. Please set the forebay weir elevation at or near the permanent pool elevation (PPE).
7. Since the site is located in well -drained sandy soils, please indicate how the PPE will be maintained at
design elevation. Ifa clay or synthetic liner is to be utilized, it must be specified on the drawings.

Please note that this request for additional information is in response to a preliminary review. The requested
information should be received by this Office prior to i larch 10, 2010, or the application will he returned as
incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee.
If you need additional time to submit the information, please send your request for a time extension to the Division
at the address and fax number on page one of this letter. The request must indicate the date by which you expect to
submit the required information. The Division is allowed 90 days from the receipt of a completed application to
issue the permit.
