Most of it looks good but I need another copy of the revised plans and I still have concerns with the swales designed to channel flow to the sediment chambers. Will there be a berm or curb in order to direct the runoff? It currently looks like some runoff from the parking lot will enter the sand filter directly and not be routed to the sediment chamber. Mr. Summey, Per your request, soil conditions were evaluated within the area of the proposed sand filter on the above -referenced property to determine the depth of the seasonal high water table. Work was conducted to satisfy requirements set forth in the North Carolina Division of Water Quality Stormwater Best Management Practices Manual. Samples were collected with hand augers. The seasonal high-water table is determined by a field evaluation for soil wetness conditions. Soil wetness conditions are determined by the presence of colors with a chroma of 2 or less (in Munsell color notation) in mottles or the horizon matrix. Colors of chroma 2 or less due to relic minerals from the parent material (underlying rock) are not considered as indicators for soil wetness conditions. RESULTS An evaluation was conducted in two locations within the proposed sand filter. Each boring was evaluated to depths at least 24 inches below the bottom elevation of the sand filter chamber (280.5'). The seasonal high water table was not observed in either location. • Boring 1: o Elevation: 289' a Total boring depth: 12.5' o Bottom elevation: 276.5' o SH WT not observed Boring 2: o Elevation: 285' o Total boring depth: 7.5' o Bottom elevation: 277.5' o SHWT not observed The attached map shows the location and data of each sampling point. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. On the application form in section IV. Project Information, number 8 should be the impervious percent for the project and not for the drainage area. 2. Please change the owners name on the second page of the application to the legal name instead of the project name. 3. Please include the soils report with the associated SHWT. 4. Please provide III. Required Items Checklist of the supptement form, It can be found as one of the tabs in the excel file. Please make sure all items are provided. Some missing items include a plan sheet (1" - 50' or larger) of the entire site with labeled drainage area boundaries and a proposed drainage easement and public right of way (ROW). 5. From the plans, it looks like there are swales that wilt direct sheet flow from the parking lot to the sediment chambers. I have concerns that some runoff will go directly into the sand filter. Please provide more information on the design to insure all stormwater will be routed to the sediment chambers. 6. Please show calculations for the underdrains. 7. In order for your consultant to be a designated authority the Consultant Information and Authorization section must be filled out. The requested information should be"received by this Office prior to February 24, 2012, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. If you need additional time to submit the information, please send your request, including date by which you expect to submit the required information, to my attention. Broad Street Randolph County - Seagrove, NC The purpose of this narrative is to briefly describe the development of a new Grocery Store located on a 2.58 acre parcel located near the intersections of NC Hwy 705 and US Hwy 220 business in Seagrove, NC. This stormwater management plan is the result of the site being Tipped Into the NPDES Phase It regulations and as a result must comply with the Post Construction Rules. The existing 2.58 acre site was originally grassed & wooded. The existing topography slopes from the Southwest Corner toward the northeast corner of the property toward a existing catch basin in the western curb line of US Hwy 220 business. US Hwy 220 Business borders the property along its eastern boundary. No perennial streams exist on the property. There is approximately 2.37 acres of offsite drainage that flows thru the site. The proposed development consists of clearing, grubbing & grading approximately 2.8 acres and placing a 16, 205 sf building near the center of the property. There was at one time a dwelling on a portion of the property. Due to the size of the proposed structure and the limited area we propose to use a Sand filter system to capture the stormwater and slow it down on the site. The sand filter is designed to capture the first one inch of runoff and slowly release the flows over time into existing storm water system flowing east under US Hwy 220 business at or below the pre -developed rates. All Impervious areas on the site will flow to the sand filter system. No future development is proposed for the site that would not be treated with the proposed system. The site has been approved by the Seagrove Town Board and submitted to the NCDENR-Division of Land Quality. Please see the attached plans, calculations and details for more information. Broad Street Seagrove, NC 27341 Subject: Request for Additional Information F Stormwater Project No. SW4120202- Fresh Cut Grocery Randolph County Dear Mr. Hilt: The Division of Water Quality Central Office received a Stormwater Management Permit Application for the subject project on February 21, 2012. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. On the application form in section IV. Project Information, number 8 should be the impervious percent for the project and not for the drainage area. 2. Please change the owners name on the second page of the application to the legal name instead of the project name. 3. Please include the soils report with the associated SHWT. 4. Please provide III. Required Items Checklist of the supplement form. It can be found as one of the tabs in the excel file. Please make sure all items are provided. Some missing items include a plan sheet (1" - 50' or larger) of the entire site with labeled drainage area boundaries and a proposed drainage easement and public right of way (ROW). 5. From the plans, it looks like there are swates that will direct sheet flow from the parking lot to the sediment chambers. I have concerns that some runoff will go directly into the sand filter. Please provide more information on the design to insure all stormwater will be routed to the sediment chambers. 6. Please show calculations for the underdrains. 7. In order for your consultant to be a designated authority the Consultant Information and Authorization section must be filled out. The requested information should be received by this Office prior to February 24, 2012, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. If you need additional time to submit the information, please send your request, including date by which you expect to submit the required information, to my attention. The Division is allowed 90 days from the receipt of a completed application to issue the permit. Please reference the State assigned project number on all correspondence.
