I have attached a copy of the NOV for your records, just to make sure that you have it. Since the time that letter was sent, repairs have been made to the site and it is now in compliance. No further work needs to be done at this time. An inspection letter was sent notifying you that the site has been inspected and found to be in compliance. The NOV has been closed. The previous inspection on November 1, 2013, found that the site was not compliant, as noted in the letter dated November 7, 2013. Requested action items listed in that letter have not been completed, and this DEMLR site inspection revealed that the site is still not compliant with the terms and conditions of this permit. The following items were noted during the inspection and require action: 1. Erosion near the inlet, spillway, and outlet of the detention basin must be repaired. 2. Excess sediment and vegetation must be removed from the basin and disposed of properly. 3. Keep detailed records of all maintenance and submit to this office upon completion. Please refer to the Operation and Maintenance Agreement and/or NC DENR Stormwater Best Management Practices (BMP) Manual for guidance. DEMLR staff will conduct a follow-up inspection at that time. Please find a copy of the completed form entitled "Compliance Inspection Report" attached to this letter. Introduction: The Dollar General project involves development of a 1.75-acre tract frontage Thomasville Road NC-109, located in Forsyth County, North Carolina. The existing site is wooded and vegetative. Included in the scope will be the construction of 9,100 square feet building and parking lots, ' grading, drainage, bio-detention and erosion control. This permit application and drainage report represents a total land disturbance of 1.80-acres to construct the required drainage improvements. ' B. Pre -Development Site Analysis: According to the topography from a site survey, the high and low points of the land were ' determined. The existing watershed sheet flows from Thomasville Rd. to the south corner of the property. The existing watershed is 1.75 acres (PRE). Curve number, slope and hydraulic lengths were determined for the pre -development condition, and runoff was modeled for the 1,2, 10, 25, and 100-year storm events to determine maximum discharges from the site. Above is a summary showing the maximum discharge for the 1, 2, 10, 25, and 100-year storm events. The existing soils on the site are Fairview clay (FcB2), (FcC2). These soil types are identified in the Forsyth County Soil Survey as well -drained, Type-B soils. Pre -Development Watershed Characteristics Total Site Area: 2.10-acres (Which included NC-109 improvement) Disturbed Area: 1.80-acres (Which included NC-109 improvement) Soils: Hydrologic Soil Group B (see above descriptions and soils maps in Appendix C) C. Post -Development Site Analvsis: The project consists of a retail building, which includes parking lots, sidewalks, drainage structures, yard inlets system and a bio-detention pond. Proposed on -site drainage watershed ' (A-1) will be routed through the storm pipe system and discharged into the bio-detention pond. The runoff continues to a ponding area where it is filtered by plants, an organic or mulch layer, and amended soil. The filtered runoff is then collected in an under drain system and discharged to an existing ditch located at south corner property as depicted on the plans. Also the proposed on -site drainage watershed (A-2) will be discharged to natural slope of the land as depicted on the plans. The bio-retention pond is designed to handle runoff of the 1, 2, 10, 25 and 100 year storm events for a fully built out site. Silt fencing and a temporary construction entrance will be 1 constructed at the location shown on the enclosed plans. Above is a summary showing the maximum discharges for the 1„ 2, 10, 25 and 100-year storm events. According to National Pollutant Removal Performance database (2"d edition), the bio-retention pond is designed to trap Total Suspended Solid (TSS) more than 85%. The detention pond will serve as a sediment basin during construction. This along with the construction entrance, silt fence, filtrexx siltsoxx, Inlet protections and rip -rap check dam will adequately remove sediment from runoff before leaving the site. See appendix F for sediment trap sizing check. 1 D. Conclusions: The post -development site conditions result in a slight reduction in peak discharge quantities from the 1-year, 2-year, 10-year, 25-year and 100-year storm events. Water quality is ensured through standard Best Management Practices implemented throughout construction.
