Veterans Loop Rd - Asheboro, NC Additional Information- SW4101202 Randolph County, NC SEA Job No. E-1973 Q9c�12oeR� JaN a i 2011 OENR • WATER OII&P W@nAW W=RMINATERBRANCH We are in receipt of your emailed comments dated January 13, 2011 concerning the Allen Precision Stormwater Plan — SW 4101202 and offer the following responses in Bold type below: Comment/Response: 1) Affected drainage basins within the property area must be delineated and shown on the plans — both pre- and post -development with C coefficients. Please provide. Due to size of basin we have provided a separate sheet with the revised calculations showing the pre and post developed drainage basins with the C coefficients for each basin for your review. Please note that we looked at the drainage point off the property for the Pre -developed flow and only the Pond discharge point on the post developed since the remaining area flows to same point. 2) According to Web Soil Survey, site soils consist of Georgeville Silt Loam, a Group B soil with moderate to high Ksat values. Also, the SHWT is listed well below the permanent pool elevation. In order to maintain the permanent pool at design elevation, a liner or soil compaction is required to limit infiltration to a maximum of 0.01 in/hr. Please revise as necessary, or alternatively, a soils investigation and report may be provided to show otherwise. A note has been provided on the plan instructing the contractor to compact the sides and bottom of the pond and have tested by Soils engineer to ensure a maximum / infiltration rate of 0.10 in/hr. l � 'A'r ri'l-c I's ��� /) 3) Regarding the vegetated shelf — the top of the shelf should be located at 804 ft and bottom at 803 ft on the supplement. Additionally, seed mixes are not allowed as substitutes for plantings. Veg. shelves must be planted at a rate of 50 plants per 200 SF of shelf with at least three species from Table 9-1 of the BMP Manual. Please revise as appropriate. These items have been revised as necessary. The pond has been made larger also. 4) Please revise the permanent pool volume listed on the supplement. The stage - storage table shows it to be approximately 18,000 CIF at 803.5 ft. Also revise the forebay volume as needed. This has been revised as required. 5) The rip rap baffle used to create the forebay should be shown on the wet pond profile and the class of material and top elevation shown on the plans. This has been added to the plans as requested. 6) A 2-inch drawdown orifice does not satisfy the orifice equation drawdown rate of 2-5 days. Please revise the diameter to 1.25 inch. This has been revised as requested. Enclosed are 2 sets of plans with revised calculations and supplements as neededyou're your continued review. This stormwater management plan is the result of the site being Tipped into the NPDES Phase II regulations and as a result must comply with the Post Construction Rules. The existing 19.10 acre site was originally grassed & wooded and approx. 500 If of Veterans Loop Road has been closed and the right of way absorbed into the property area. The road will be removed and a building approx. 50,000 sf in size will be constructed. A future add on of approx. 15,000 sf is planned for the building and this impervious area is included within our calculations. The existing topography slopes primarily from the Northeast Corner of the property toward the southwest corner of the property. No wetlands or perennial streams are disturbed in the proposed grading and construction operation. There is no offsite drainage that flows thru the site and to the proposed detention pond that will serve as the sites BMP for stormwater treatment. - The proposed development consists of clearing, grubbing & grading approximately 10.0 acres and placing a building near the north center of the property. There is no other existing Built Upon area except the road on the property. All the proposed built upon area is captured and directed to the Wet Detention Pond and treated. The pond is sized to remove 90% TSS from the runoff. The future building additions BUA will also be directed to the pond for treatment. The site has been approved by the City of Asheboro Planning and Engineering Departments and the NCDENR-Division of Land Quality.
