It looks fine and corresponds with the plans (I had sent a note several weeks back indicating that I didn't think some of the drop inlets were put in properly — I was incorrect! Didn't have the plans with me that day). Just thought I should sent a follow up note. The bioretention basins look good and should be fine after the grass is better established (there's been some die off of the vegetation). On a side note (and another reason I wanted to send you a note) — there is a large bald -faced hornet's nest in one of the trees at the top of bioretention basin #6 (pic attached) — the one near the entrance from Lee's Creek, near the Elementary School. Thought you guys would want to remove it before school starts —although one of your science teachers may want it! Those hornets are very aggressive. Thanks, Susan Susan A. Please find enclosed: • Revised sealed, signed, and dated calculations & supplement forms • Geotech report concerning ShIWT information • Two copies of the revised details, folded to 8.5" x 14" • Two copies of intermittent stream bulletin We have addressed your concerns as follows: The temporary pool elevation was increased from 2164Y to 2164.41 to meet the minimum required volume of 8,565 cf. The volume provided is 8,566 cf, which is verified in the enclosed hlydroCAD calculations. The pond supplement form and the details sheets have been revised accordingly. 2. A bulletin is enclosed which depicts the 30' impervious setback on the intermittent stream south of the project. As shown on the bulletin, there is approximately 1,020 sf of impervious existing pavement in the setback and our proposed plan shifts the road away Mailing Address: P.O. We have revised the proposed road layout to avoid the setback as much as possible. 3. A geotech report detailing the seasonal high water table at each of the bore sites is enclosed. As stated in the report, groundwater was not encountered after 4 days in the borcholes at each of the locations except for A13-1, which as shown on the enclosed map, is near the proposed wet detention basin. At this location, groundwater was encountered at a depth of 8.5 feet, or at an approximate location of 2162. The permanent pool elevation of the pond is proposed at 2163'. Due to this information and your recent conversation with Erica Johnson on a similar situation at the VA project, no additional changes or notes have been added to the plans. Please rind enclosed: • Revised Stormwater Management Permit Application Form • Revised sealed, signed, and dated calculations & supplement forms • Two sets of revised plans. folded to 8.5" x 14" We have addressed your application comments as follows: 1. The application form (SWU-101), supplement forms, and calculations do not show consistent values for DA and impervious area. Please make everything consistent for the DAs on WS1. The drainage area information has been revised on the application form (SWU- 101) and is consistent with the DAlimpervious values on the supplement forms, calculations, and Sheet WS1. Please refer to the enclosed revised application. 2. Please provide a table on Sheet WS I that lists the following BUA for each drainage area: existing treated, existing not treated, proposed treated, and proposed not treated. Include the area of the site not in one of the delineated DAs. Also, for the site as a whole, list the BUA for total existing (to remain and to be removed) and total proposed. Please provide two copies of the site, grading, and landscaping plans and details sheets. Two copies of the site and grading plans and details sheets have been provided. In lieu of a landscaping plan, a planting schedule has been provided on Sheet WC1913. 4. The wetlands and streams need to be shown on the stormwater and grading plans. The required 30' setback for impervious areas needs to be shown along streams. The wetlands and streams are now shown on the Stormwater and Grading plans, along with the required 30' setback for impervious areas. Please refer to Sheets WC9 and WC10. 5. Please provide planting plans and details for the pond and bioretention cells. A planting schedule for the wet detention pond has been added to Sheet WC19B. The bioretention cells will be grassed and thus a planting plan/details are not required. 6. As per 2 on the required items checklists, a plan view of each BMP needs to be provided at a scale of 1 "=30' or larger. A plan view of each BMP is enclosed, at a scale of 1 "=30'. Please refer to Sheets WC1913, WC19C, and WC19D. 7. Permanent drainage easements need to be provided around each BMP. A permanent drainage easement for operation and maintenance has been added around each BMP. Please refer to Sheets WC1913, WC19C, and WC19D. 8. The details and supplements show 4' of media depth l-or the bioretention cells, but the plans show 2'. Please make these consistent. The note for each bioretention cell has been clarified to state that the depth is 2' to surface and 4' of media. Please refer to Sheets WC9 and WC10. These depths correspond to the bioretention cell detail shown on Sheet WC19. 9. The supplements show the cells will be grassed, but the detail shows mulch. I f using grass, no mulch is needed, and the type of sod to be used must be specified. The bioretention cell detail on Sheet WC19 has been revised. The mulch has been removed and a note stating the type of sod to be used has been added. 10. The soils report submitted does not provide the information required for review of SHWT elevations. Please provide a soils report that specifically states a SHWT elevation for each BMP. This is not the same whether or not ground water was present at the time of the borings. It also appears that a boring was not performed for cell#7. A soil scientist is current performing tests and formulating a report that states a SHWT elevation for each BMP. Per conversations with him, we expect to receive that information by the end of this week. We will forward this report to your office as soon as we receive it. The table in the calculations showing contour areas and volumes should be continued down to the bottom of the pond. Also, provide data at the temporary pool elevation. HydroCAD supporting calculations are enclosed, which provide the contour areas and volumes for the permanent pool basin and the forebay. The contour areas and volumes for the temporary pool elevation have also been provided. 12. The head used in the orifice drawdown calculations must be 1-1/3 as per the BMP Manual. H is measured from the orifice elevation up to the next available outlet. The orifice drawdown calculations have been revised to utilize H13 and the details have been updated accordingly. No impacts are proposed to these areas. '['he total property area is 60.52 acres, 26.6 acres of which we are disturbing. There is approximately 8.4 acres of off -site drainage onto the property. Of this 8.4 acres, only 1.1 acres are impervious area. A Sedinlentation/Erosion Control Permit package has been submitted to NCDENR on the same date as this permit package. Calculations show that this project has 21 % impervious area; post -construction. We have previously submitted this project as a low density project. However, per review by and conversations with Robert Patterson of NCDENR, this project is considered a "hybrid" project. As shown on the enclosed drainage area map, drainage areas 1-7 are high density and drainage area 8 is low density with new built upon area utilizing road side ditch for stormwater conveyance. The proposed stormwater design consists of six bioretention cells and one wet detention basin to provide treatment of the first F. Stormwater conveyance pipes are proposed to capture and direct the runoff to these bioretention areas and basin. Along with treatment, the runoff' will experience a reduction in velocity before being directed off -site. In areas where the runoff is not diverted into a bioretention cell, sheet flow is encouraged. Both the cells and wet detention basin were design according to the regulations outlined in the NCDENR BMP Manual and a supplemental form is enclosed for each BMP device. (BLE) has rechecked the groundwater elevations at borings AB-1, AB-2, AB-3, AB4 and AB-5 and the amended soil boring logs are attached. The groundwater monitoring was performed through open -tube type, slotted piezometers. Groundwater was not encountered in the boreholes at the time of drilling or in the piezometers after 4 days (November 2009) and on February 5, 2010 when the piezometers were rechecked, with the exception of AB-1. Boring AB-1 encountered groundwater at a depth of 8.5 feet below the existing ground surface on November 28, 2009 and at a depth of 8.0 feet((approximate elevation 2,162 feet) on February 5, 2010. It is our opinion that the ground water at boring AB-1 was affected by water flowing continuously from a pipe onto the ground surface just above the piezometer. Less than one inch of water was also encountered at AB-2; however, it is believed that this water was from recent snow fall that had entered the open -tube piezometer and is not groundwater. Ground -water levels typically fluctuate several feet with seasonal and rainfall variations. Normally, the highest ground -water levels occur in late winter and spring and the lowest levels occur in late summer and fall.
