Stormwater Management Permit Application Narrative BY:
Tusquittee Trace Subdivision is a proposed 16 lot development on a 20.5 ac tract of land
adjacent to Tusquittee Creek, in the Hiwassee river basin, near the town of Hayesville in
Clay Co, NC. Tusquittee Creek is classified as WS-W, TR, HQW at this location.
Tusquittee Trace is planned as a "Low Density" development. The minimum lot size is
1 acre and the total built upon area will be less than 12%0.,-
The common subdivision road system is comprised of the following:
2520' of roads with an 18' wide driving surface, resulting in 45,360 sq ft of area
680' of roads with a 12' driving surface, resulting in 8,160 sq ft of area
Total roads surface area, 53,520 sq ft=1.23 acres.

The BUA for each lot is restricted to 3310 sq ft, x 16 lots, resulting in a total of
52,960 sq ft=1.22 acres.
Total impervious area for this development 1.22ac.BUA+1.23ac.roads=2.45 ac.total
2.45ac/20.ac5=.119% impervious area.
Except for a roadside ditch along SR 1316, which does not flow into this site, there is no
offsite drainage flowing onto through this property. Stormwater from this site's road
construction activities is directed to ten discharge points, each below a culvert. There are
also five interior culverts and numerous ditches and diversions which direct stormwater
to these culverts. All culverts will be provided with outlet protection. Ditches will be
constructed with 3: side slopes and vegetated using North American Green products h

Note! The approved erosion control plan prepared by Smoky Mtountain. Land ECO
System Community, Inc., a copy is included with this application, contains erosion
control measures, ie: temporary sediment traps, silt fence, which will be installed and
maintained during road construction but removed once the roads are completely
stabilized.

Storm Water Management Plan
for
Tusquittee Trace Subdivision
Clay County, North Carolina
The Sedimentation and Erosion Control Plan for the Tusquittee Trace Subdivision has been
previously submitted by Smoky Mountain Land ECO System Community, Inc. and approved by
the North Carolina Department of Environment and Natural Resources — Division of Land
Quality. The following revisions have been made to the Sedimentation and Erosion Control
Plan:
1. Ditch calculations have been revised for 3:1 side slopes.
2. Ditch linings for vegetated ditches have been designed for North American Green
products.
3. Road widths have been revised and labeled as 12.0' or 18.0' wide.
4. The 30.0' vegetative buffer has been shown on the plan and labeled.
Pipe calculations have been verified for a 25-year storm design, based on drainage areas from
the original Sedimentation and Erosion Control Plan.
Run-off calculations, based on original drainage areas, verify that the 4.0 cfs flow, used as a
worst case scenario for the original submittal, is not exceeded for the individual pipes and/or
ditches.
A Miscellaneous Details (Sheet 2 of 2) has been added to the Sedimentation and Erosion
Control Plan that includes the following:
1. Energy Dissipater and Schedule
2. Grass Lined Ditch and Schedule
3. North Carolina Department of Environment and Natural Resources — Division of Land
Quality Construction Notes and Seeding Specifications.

IV. DEED RESTRICTIONS AND PROTECTIVE COVENANTS
The following italicized deed restrictions and protective covenants are required to be recorded for all
subdivisions, outparcels and future development prior to the sale of any lot. If lot sizes vary significantly, a table
listing each lot number, size and the allowable built -upon area for each lot must be provided as an attachment.
1. The following covenants are intended to ensure ongoing compliance with state stormwater management permit number
as issued by the Division of Water Quality. These covenants may not be
changed or deleted without the consent of the State.

Impervious materials include asphalt, gravel, concrete, brick, stone, slate or similar materialbut do not include wood
decking or the water surface of swimming pools.
3. Swales shall not be filled in, piped, or altered except as necessary to provide driveway crossings.
4. Built -upon area in excess of the permitted amount requires a state stormwater management permit modification prior to
construction.
5. All permitted runoff from outparcels or future development shall be directed Into the permitted stormwater control
system. These connections to the stormwater control system shall be performed in a manner that maintains the Integrity
and performance of the system as permitted.
By your signature below, you certify that the recorded deed restrictions and protective covenants for this project
shall include all the applicable items required above, that the covenants will be binding on all parties and persons
claiming under them, that they will run with the land, that the required covenants cannot be changed or deleted

A low density project is one that meets the appropriate criteria for built upon area and transports stormwater
runoff primarily through vegetated conveyances. Low density projects should not have a discrete stormwater
collection system as defined by 15A NCAC 2H .1002(18). Low density requirements and density factors can be
found in 15A NCAC 2H .1005 through .1007.

development results in high density pockets.
• DF Density Factor - the appropriate percent built upon area divided by 100.
• RA Road Area - the total impervious surface occupied by roadways.
• OA Other Area- the total area of impervious surfaces such as clubhouses, tennis courts, sidewalks, etc.
