Julie Grzyb, Supervisor Complex NPDES Permitting Unit NC Division of Water Resources 1617 Mail Service Center Raleigh, NC 27699-1617 August 15, 2017 RECEIVED/NCDEQjDWR AUG 17..1017 Water Quality Permitting section Subject: Submittal of analytical results AOW's identified during Spring evaluation Duke Energy Facilities Duke Energy has completed the Spring 2017 semi-annual Area of Wetness (AOW) inspections at it NC facilities. As required in the Plan for Identification ofNew Discharges (DIPs) for the various facilities, the spring inspections were completed during the months of April and May. In completing those inspections, new areas of wetness were identified at five of the inspected facilities. Follow-up AOW sampling occurred, where applicable, in accordance with the Standard Operating Procedure for Seep Sampling, prepared by Duke Energy (March 24, 2016). Specific details for the five sites with newly identified AOW's are provided below along with attached analytical results for any AOW's with enough flow to be sampled. Rogers Energy Complex (Cliffside), NC0005088 - Reported to NCDEQ on April 19, 2017. Two AOWs, with coordinates, reported as Areas C and D. Area C was sampled (analytical results attached). Area D could not be sampled at the time of the inspection due to insufficient flow. Cape Fear (NC0003433)- Reported to NCDEQ on April 25, 2017. Four AOWs, with coordinates, reported as Areas A, B, C and D. Due to insufficient flow, none of the four AOWs could be sampled during the inspection. Belews Creek Steam Station (NC0024406)- Reported to NCDEQ on May 17, 2017. One new AOW, with coordinates, was initially reported as Area AA. Area AA was changed to a S-16 designation and was sampled (analytical results attached). Riverbend (NC0004961)- Reported to NCDEQ on May 18, 2017. One new AOW, with coordinates, was reported as S-23. S-23 could not be sampled at the time of the inspection due to insufficient flow. Roxboro Steam Plant (NC003425)- Reported to NCDEQ on May 23, 2017. Four AOWs, with coordinates, reported as AOWs S-20, S-21, S-22 and S-23. AOW S-21 was sampled (analytical results attached). The remaining three AOWs could not be sampled at the time of the inspection due to insufficient flow. Further information, relative to the new AOWs at Roxboro, was submitted to the Division of Water Resources on July 13, 2017 in support of its NPDES renewal application. Where applicable, requests for permit coverage have been made under appropriate signatory submittal. Should further discussions/submittals be required to address any permitting issues associated with the new AOWs and their respective NPDES permits please let us know.
