Completion of decanting occurred at Buck on March 2, 2020. As required by the SOC,I certify under penalty of law that this document and all attachments were prepared under my direction or supervision in accordance with a system designed to assure that qualified personnel properly gather and evaluate the information submitted. Based on my inquiry of the person or persons who manage the system, or those persons directly responsible for gathering the information, the information submitted is, to the best of my knowledge and belief, true, accurate, and complete. Inspection activities were performed in accordance with North Carolina Environmental Management Commission (EMC) Special Order by Consent (SOC) WQ #S18-004. That SOC describes inspection requirements as follows: No later than 90 days following the completion of decanting at each Facility, and in the same manner as in the annual surveys, Duke Energy shall conduct a comprehensive survey of areas down gradient of ash basins identifying new seeps, and documenting the physical characteristics of previously documented seeps. All examinations of seeps must include identification of seeps by approximate latitude and longitude and date-stamped digital photographs of their appearance. A report summarizing the findings of this survey, including a section analyzing the effect decanting of the basins(s) has had on seep flows, accompanied by copies of the photographs noted above, shall be submitted to the Director of DWR ("Final Seep Report"). This Final Seep Report must list any seep that has been dispositioned (as described in subparagraph (3) above) during decanting process, including an analysis of the manner of disposition. The determination of whether a seep is dispositioned rests with the Director of DWR. At, or at any time prior to, submission of the Final Seep Report, Duke Energy shall seek formal certification from the Director of DWR, certifying the disposition of any seep that Duke Energy has characterized as dispositioned. Any seeps not certified as dispositioned by the Director of DWR shall not be deemed as dispositioned. All locations listed in Table 1 of the SOC were observed and documented with photographs during the inspection. General observations include: • No previously unidentified seeps were observed during the inspection. • No notable changes to seep status were observed during the inspection. • Decanting of the ash basins was completed on March 2, 2020. Page 1-1 2020 Final Seep Report May 2020 Buck Steam Station-Duke Energy Carolinas,LLC SynTerra 1.1 Inspection Details The weather was clear before and during the inspection. Temperatures ranged from approximately 64 to 80 degrees Fahrenheit(F). There was no recorded rainfall at the Site in the five-day period before the inspection, according to information from the on-Site rain gauge. The inspector reviewed previous seep inspection reports and the weekly dam safety inspection reports pertaining to each ash basin, which were prepared by Mr. Kyle Baucom, P.E., of Duke Energy. Observations from the dam safety inspection reports were consistent with observations made during the post-decanting inspection. The inspection included observations in the following areas (Figure 1): • North and east of Ash Basin Cells 2 and 3, along the Yadkin River • Along the tributary located east of Ash Basin Cells 2 and 3 • Along the tributary located west of Ash Basin Cell 1 • Between the Combined Cycle Station and Ash Basin Cell 1, along the dam • Areas along and downgradient of the ash basin dams Seep locations and inspection areas are illustrated on Figure 1. Observations noted during the inspection are summarized on Table 1. Photographs of each seep location, taken during the inspection, are included in Appendix A. Page 1-2 2020 Final Seep Report May 2020 Buck Steam Station-Duke Energy Carolinas,LLC SynTerra 2.0 FINDINGS 2.1 General Observations Inspection observations of each seep are shown in Table 1. Details include the following: • No new seeps were observed during the inspection. • No previously unidentified or unreported pipes were observed during inspection. • No flow was observed within the riprap installed along the base of the Ash Basin Cells 2 and 3 dam. • A trickle of flow was observed from the culvert at S-14, which is below the toe of the Ash Basin Cells 2 and 3 dam. Downslope at the S-15 seep location, the ground was saturated but no flow was observed. At the S-05 location, low flow was observed in the creek bed, which flowed into the cove area of the Yadkin River. These findings are consistent with observations made during the 2019 annual seep inspection. • Location S-13, which is located at the toe of the Ash Basin Cells 2 and 3 dam, exhibited moist soil conditions, becoming saturated approximately 25 feet to the southeast, but no flow was observed. These findings were consistent with past inspections. 2.2 Effects of Decanting Ash basin decanting was started on February 7, 2019. As provided in the Notification of Decanting Completion letter to the North Carolina Department of Environmental Quality (NCDEQ) Division of Water Resources (DWR) on April 2, 2020, decanting was completed on March 2, 2020. The final seep inspection occurred 35 days after the completion of decanting. Dewatering of the ash basins was initiated on March 2, 2020, at the completion of decanting. Dewatering operations are currently pumping at approximately 500 gallons per minute. Decanting of Ash Basin Cell 1 has reduced seep flow in the area north of the basin (S-11) and to the west of the basin (S-17). The dispositioned seep (S-16), also located on the west side of the Ash Basin Cell 1 dike, was observed as dry during the 2019 annual and 2020 final seep inspections. Page 2-1 2020 Final Seep Report May 2020 Buck Steam Station-Duke Energy Carolinas,LLC SynTerra Although decanting was completed for Ash Basin Cells 2 and 3, no significant reductions in flow were observed at the seeps located north of the basins relative to the 2019 inspection(S-05, S-13, S-14 and S-15). Flow in the streams to the east-northeast of Ash Basin Cell 3 at seep locations S-01 through S-04 originates in upland areas off-site. No notable changes in streamflow conditions were observed between the 2019 annual and 2020 final inspections. 2.3 Changes to Seep Status Mr. Gerald inspected each seep to evaluate whether it met requirements to be dispositioned in accordance with the SOC. The requirements for dispositioning a seep are as follows: For purposes of this Special Order, "dispositioned" includes the following: (1) the seep is dry for at least three consecutive quarters; (2) the seep does not constitute, and does not flow to, waters of the State or Waters of the United States for three consecutive quarters; (3) the seep is no longer impacted by flow from any coal ash basin as determined by the Director of DWR in accord with applicable law and best professional judgment; or (4) the seep has been otherwise eliminated (e.g., through an engineering solution). If a seep that has been dispositioned through drying up reappears in any subsequent survey, such a seep will no longer be deemed dispositioned and can be subsequently re-dispositioned as specified above. Non-constructed seeps described in paragraph 1(h) of this SOC cannot be dispositioned through option (2) above. No changes to seep status were observed during this inspection.
