RIEGEL ROAD RIEGELWOOD NC 28456 PHONE 910 655 2211 RECFIVED JUL 30 2019 DENR-LAND QUALITY STORMWATER PERMITTING Subject: Spring, 2019 Semi-annual Monitoring Report, NPDES Permit NCS000101 Dear Stormwater Section: Enclosed are two copies of the Spring, 2019 semi-annual analytical monitoring report for NPDES Permit No. NCS000101, issued December 1, 2014 to International Paper's Riegelwood Mill. Lab results are included, as well as a mill stormwater basin map. Analytical samples were collected on March 1 and May 12, 2019 for Basin T. Analytical results appear in the attached data table. During the Spring semester of 2019, drought conditions only allowed collection of two Tier 2 samples, and narrow representative rainfall windows prevented sampling the Tier 1 outfalls B, E, and I. Analytical Results and Corrective Actions: In the Fall 2018 sampling event on December 14, the runoff quality for Basin T was above the permitted benchmark for TSS and COD. A utility cut exposing soil under the pavement was repaved, and was the only observed potential contributor. Inspections and investigation of Basin T are ongoing in an effort to improve runoff quality. Basins B, E, and I: No flow during daylight hours and safe sampling conditions. Basin T: Basin T is a Tier 2 outfall; during short rain events Basin T was prioritized and sampled on March 1 and May 12, 2019. The March 1 TSS was above the permit benchmark at 312 mg/L, and COD was likewise above the benchmark at 290 mg/L. BOD and pH were within benchmarks. The May 12 sample was easily within the benchmark for all parameters. A multi -department investigation revealed that truck traffic has been rerouted due to traffic safety concerns, and all log trucks from the wet woodyard now enter through a dirt driveway instead of from a paved road. This change has increased dirt and debris tracked into Basin T by the trucks. A rock apron recently installed where the dirt road meets Basin T pavement is helping somewhat, but the problem persists. Additional maintenance measures, such as frequent removal of buildups from road edges where the sweeper cannot go, and eliminating runoff flow restrictions, are being examined. Lab results are included, as well as a mill stormwater basin map. Analytical samples were collected on March 1 and May 12, 2019 for Basin T. Analytical results appear in the attached data table. During the Spring semester of 2019, drought conditions only allowed collection of two Tier 2 samples, and narrow representative rainfall windows prevented sampling the Tier 1 outfalls B, E, and I. Analytical Results and Corrective Actions: In the Fall 2018 sampling event on December 14, the runoff quality for Basin T was above the permitted benchmark for TSS and COD. A utility cut exposing soil under the pavement was repaved, and was the only observed potential contributor. Inspections and investigation of Basin T are ongoing in an effort to improve runoff quality. Basins B, E, and I: No flow during daylight hours and safe sampling conditions. Basin T: Basin T is a Tier 2 outfall; during short rain events Basin T was prioritized and sampled on March 1 and May 12, 2019. The March 1 TSS was above the permit benchmark at 312 mg/L, and COD was likewise above the benchmark at 290 mg/L. BOD and pH were within benchmarks. The May 12 sample was easily within the benchmark for all parameters. A multi -department investigation revealed that truck traffic has been rerouted due to traffic safety concerns, and all log trucks from the wet woodyard now enter through a dirt driveway instead of from a paved road. This change has increased dirt and debris tracked into Basin T by the trucks. A rock apron recently installed where the dirt road meets Basin T pavement is helping somewhat, but the problem persists. Additional maintenance measures, such as frequent removal of buildups from road edges where the sweeper cannot go, and eliminating runoff flow restrictions, are being examined. Lab results are included, as well as a mill stormwater basin map. Analytical samples were collected on December 14, 20, and 28, 2018 for Basins B, E, 1, and T. Basin T was added to the mill SWPPP in 2015 due to construction of a new scalehouse for wood trucks, thus there is no representative status for Basin T. As we have done for previous new basins, full analytical sampling will be conducted for several semesters, and representative status will be requested after quality data is established. Analytical results were received from the contract lab Envirochem on January 16, 2018, and appear in the attached data table. Analytical Results and Corrective Actions: In the Fall 2018 sampling event on December 14, the runoff quality for Basins B and E was excellent, with all parameters well within the permit benchmarks. Both these basins were approved by NCDEQ to return to Tier 1 status on May 8, 2018. Basin I did not meet the benchmark for TSS, and Basin T did not meet the benchmarks for COD and TSS. Detailed information for each basin is outlined below. Basin 13: Basin B is in excellent condition following extensive improvements in late 2017 and early 2018, with no issues noted. Basin B is a Tier 1 outfall, operating under the semi-annual sampling schedule. Basin F: Stormwater quality is also very good in Basin E, a Tier 1 outfall. Hurricane Florence caused extensive damage in Basin E; all repairs were completed expeditiously, and the outfall is in very good condition. Stormwater BMPs are in place and intensive housekeeping measures continue to ensure high runoff quality. S/Groups/Environmcutal/Stormwater/Reports/2017,18 rpts/Fall 2018/Anal/Cvr Ur (•' Basin I: Basin I analytical results for Fall, 2018 were within the permit benchmarks with the exception of TSS. Initial investigation did not yield a definitive source for the high result, and the outfall was resampled on December 20 to verify results. The second sample also exceeded the TSS benchmark, and investigation intensified. A buildup of sediment in the line was revealed using a camera. The line was cleaned, and in addition, a ring of Siltsoxx was added to slow and filter outfall runoff. A third sample on December 28 showed improvement, with results within the benchmark. It is our understanding that once a benchmark exceedance is corrected and acceptable runoff quality is proven, as happened in the Fall, 2017 exceedance; that issue is considered completed and closed, and is no longer included when totaling any subsequent exceedances for Tiered qualifications. Consequently, the current benchmark exceedance at Basin I is considered the first Tier 1 exceedance for TSS for Basin I, and Basin I remains a Tier I outfall. . Basin T: In Basin T, both COD and TSS results fell outside the benchmarks, despite ongoing, intensive housekeeping efforts. The area had just been maintained when the December,14 sample was taken, and the exceedances were not expected. A second sample was pulled on December 20, with the same high results. Extensive investigation involving several mill departments resulted in a plan for several corrective actions, which are currently underway. The adjoining wet woodyard, which is unpaved and has heavy truck traffic, was identified as a new potential contributing factor to both high TSS and COD. This potential source of solids had not been previously observed and could be an unexpected result of Hurricane Florence and wet weather in general. The wetyard is updating road maintenance by adding a rock apron adjoining Basin T pavement. In response to that finding, mill housekeeping efforts will be expanded to include the pavement immediately adjoining the wetyard. In addition, a recent construction project left a cut through the pavement, exposing soil in another area adjoining Basin T. Siltsoxx surrounded the cut during construction, but were no longer effective. The project is finished now, and this cut will be re -paved, eliminating a potential source for the high TSS. Basin T is moved to Tier 2 and monthly sampling, beginning in February. Lab results are included, as well as a mill stormwater basin map. Analytical samples were collected on December 14, 20, and 28, 2018 for Basins B, E, I, and T. Basin T was added to the mill SWPPP in 2015 due to construction of a new scalehouse for wood trucks, thus there is no representative status for Basin T. As we have done for previous new basins, full analytical sampling will be conducted for several semesters, and representative status will be requested after quality data is established. Analytical results were received from the contract lab Envirochem on January 16, 2018, and appear in the attached data table. Analytical Results and Corrective Actions: In the Fall 2018 sampling event on December 14, the, runoff quality for Basins B and E was excellent, with all parameters well within the permit benchmarks. Both these basins were approved by NCDEQ to return to Tier 1 status on May 8, 2018. Basin I did not meet the benchmark for TSS, and Basin T did not meet the benchmarks for COD and TSS. Detailed information for each basin is outlined below. Basin 13: Basin 13 is in excellent condition following extensive improvements in late 2017 and early 2018, with no issues noted. Basin 13 is a Tier 1 outfall, operating under the semi-annual sampling schedule. Basin E: Stormwater quality is also very good in Basin E, a Tier 1 outfall. Hurricane Florence caused extensive damage in Basin E; all repairs were completed expeditiously, and the outfall is in very good condition. Stormwatcr BMPs are in place and intensive housekeeping measures continue to ensure l- high runoff quality. The second sample also exceeded the TSS benchmark, and investigation intensified. A buildup of sediment in the line was revealed using a camera. The line was cleaned, and in addition, a ring of Siltsoxx was added to slow and filter outfall runoff. A third sample on December 28 showed improvement, with results within the benchmark. It is our understanding that once a benchmark exceedance is corrected and acceptable runoff quality is proven, as happened in the Fall, 2017 exceedance, that issue is considered completed and closed, and is no longer included when totaling any subsequent exceedances for Tiered qualifications. Consequently, the current benchmark exceedance at Basin I is considered the first Tier 1 exceedance for TSS for Basin I, and Basin I remains a Tier 1 outfall. . Basin T: In Basin T, both COD and TSS results fell outside the benchmarks, despite ongoing, intensive housekeeping efforts. The area had just been maintained when the December 14 sample was taken, and the exceedances were not expected. A second sample was pulled on December 20, with the same high results. Extensive investigation involving several mill departments resulted in a plan for several corrective actions, which are currently underway. The adjoining wet woodyard, which is unpaved and has heavy truck traffic, was identified as a new potential contributing factor to both high TSS and COD. This potential source of solids had not been previously observed and could be an unexpected result of Hurricane Florence and wet weather in general. The wetyard is updating road maintenance by adding a rock apron adjoining Basin T pavement. In response to that finding, mill housekeeping efforts will be expanded to include the pavement immediately adjoining the wetyard. In addition, a recent construction project left a cut through the pavement, exposing soil in another area adjoining Basin T. Siltsoxx surrounded the cut during construction, but were no longer effective. The project is finished now, and this cut will be re -paved, eliminating a potential source for the high TSS. Basin T is moved to Tier 2 and monthly sampling, beginning in February.
