PERMIT NUMBER NCS000096 CLEVELAND COUNTY Dear Mr. Lowther: On reviewing the Draft Permit, 1 have some comments. 1. The new requirement for analyzing and reporting n-hexane is a concern since it is unlikely that n- hexane would be present in KM's Stormwater Discharge. • The largest container of hexane on site is only 500 gallons, so the greatest potential spill would be that quantity. • The hexane transfers are performed within containment. • Hexane is very volatile, and quickly evaporates. A spill outside of containment would evaporate within 30 minutes or an hour, so it is unlikely that there would be hexane residues from spills present in stormwater. • While n-hexane is a VOC and has issues relating to air releases, the best information I have at this time does not indicate it is a significant issue with respect to releases to water. The stormwater sample would have to be sent to a qualified laboratory for analysis, an added cost to the facility. 2. The new requirement for analyzing and reporting oil and grease also requires that a sample be sent off site for analysis. The largest tanks of oil on site is 500 gallons, and these are all within secondary containment. The site has an active SPCC plan and program to verify the integrity of vessels of oil and their containments. We would appreciate your consideration in reviewing these two comments.
