Klimek, P.E., Director Division of Water Quality Subject: Compliance Evaluation Inspection Universal Forest Products (formerly Shoffner Industries) 3621 Hawkins Ave. Sanford, NC 27330 Stormwater Permit NCG210151 Lee County Dear Mr. Seufert: On 2/23/2006 Myrl Nisely of the Raleigh Regional Office and Mike Lawyer of the Fayetteville Regional Office of the Division of Water Quality carried out a stormwater compliance inspection. The help of Mark Campbell was greatly appreciated. The plant is compliant with the semi-annual observations of the stormwater management practices for the plant, although the program is not technically following the requirements of the NC permit as closely as we normally require. More on this follows below. The activities carried out at the plant appear to be almost entirely indoors, with storage of finished products stored outside only for short periods until loaded onto trucks and taken from the site. There are no truck maintenance activities at the plant. The stormwater manual provided by Mr. Campbell held the required USGS and site maps, along with documentation of semiannual observations recorded on forms provided by the Grand Rapids office. These forms were adequate for the purpose, and were well organized by year for several years back. Part II(A) of permit NCG210151 specifies several additional details to be included in the Stormwater Pollution Prevention Plan 3-ring binder. These include 1) a narrative description of practices at the plant, 2) a list of significant spills in the last three years, or documentation that none have occurred, 3) certification that the stormwater outfalls have been evaluated for the presence of any process water 4) a narrative stating that an evaluation has been made of the feasibility of changing practices at the plant for better environmental protection, 5) a page addressing secondary containment for any fuels or chemicals 6) a summary of Best Management Practices (BMPs) for stormwater protection, 6) a plan for spill response, 7) a plan for preventive maintenance and housekeeping, 8)employee annual stormwater training records (this was the most important omission), 9) a list of responsible parties chain of command. Each of these topics has a paragraph describing in detail what to include in the write-up.
