Wooten Asphalt Mixing Services, LLC — Pittsboro and Moncure NPDES Permit Number NCG160057 and NCG160148 Chatham County Dear Mr. Vick: On December 2, 2005 Mr. Christopher Wu of the Raleigh Regional Office conducted a stormwater evaluation inspection of S.T. Wooten Corporation's Asphalt Mixing Facilities in Pittsboro and Moncure with the assistance of Mr. James Washburn, safety associate of the facilities. His help was appreciated as it eased the inspection processes. The purpose of the evaluation was to see if S.T. Wooten was abiding by the guidelines provided under general permits NCG160057 (Pittsboro) and NCG160148 (Moncure). A maintained stormwater program is essential for protecting the integrity of surface waters. Both facilities produce asphalt and keep all production materials (e.g. sand, recycled asphalt, ground stone, and ground granite) stockpiled on -site. These piles have the capability to contaminate the adjacent unnamed tributaries (UTs) to Jordan Lake. Mr. Washburn monitors all of S.T. Wooten's facilities and outfalls on a monthly basis (at a minimum) and ensures that all sampling is conducted when required. The S.T. Wooten Pittsboro site has 4 outfalls. The facility is sloped to drain to four separate containment pits that are surrounded with gravel berms. Under conditions of excess rain, the pits will discharge to the woods. Only Outfall 4 at the Pittsboro site discharges near a UT that drains to Jordan Lake. During the last sampling event, Outfalls 3 and 4 did not discharge, but the other 2 exceeded the cutoff concentration for TSS (225 mg/L — OF 1; 136 mg/L — OF 2). The Moncure site has 3 outfalls, 2 of which discharged during the last sampling event. Only one outfall exceeded the cutoff concentration (198 mg/L — OF 1), but according to the permits all outfalls from both facilities must be sampled and analytically monitored next year. Microbac Laboratories is the contract laboratory used by S.T. Wooten. Along with the analytical monitoring, Mr. Washburn is conducting semi-annual qualitative monitoring as required by the permit and all records are kept in a logbook. He also inspects the conditions of all basins on a regular basis to ensure the structural integrity of each. After further investigation it was discovered that some of S.T. Wooten's forested property (outside the perimeter of its asphalt production) had been cleared and proper controls were not placed around the perimeter to sequester the sediment. It was recommended that, at a minimum, silt fences be placed around the cleared land to sequester any runoff. Mr. Washburn stated that sediment and erosion plans have been submitted to the Division of Land Resources and is waiting for approval prior to grubbing the land. Regarding documentation, all qualitative and quantitative monitoring was conducted and the proper DMR forms were used and submitted to the Division for review. All components of the Stormwater Pollution Prevention Plan were present including: detailed site maps with clearly labeled storm drains, a list of potential contaminants, a spill and response plan, a narrative describing BMPs, and emergency response. There are also annual spill and mitigation training sessions that are required for all employees and new hires. Mr. Washburn is doing an excellent job of meeting the stormwater goals for the S.T.
