Owner's Other Permits: No other permits listed in BIMS. 2. General Observations: • Based on the inspection report, the facility is now adding a new process called Wolman AG, in addition to maintaining the ACQ process. The MSDS sheets were sent in and the estimated quantities used each year. • The application states the maintenance of fork lifts and machines is done on concrete and old fluids are captured and are properly disposed. 3. Impairment: The Kehukee Swamp is not on the 303(d). Basinwide Plan mentions Kehukee Swamp and notes it is supporting aquatic life due to a Moderate Stress benthic bioclassification at site NB55. The benthic community resembled mostly pollution -tolerant species. In addition, undercut banks and root mats were rare. However, the riparian zone was wide and intact on both sides of the stream. DWQ will continue to monitor Kehukee Swamp. 4. Threatened and Endangered: There are no species federally protected that are within 2 miles based on the Natural Heritage Virtual Workroom. S. Location: Draining to a classified C water body. 6. Industrial Changes Since Previous Permit: At the time the application was submitted the only change was from Chromated copper arsenate, CCA (a hazardous chemical) to Alkaline Copper Quaternary, ACQ (non hazardous chemical). During the compliance inspection (4/14/07) they informed the regional staff they are installing a new chemical to their treating process. A list of 7 chemicals and their estimated annual amounts involved in the new process was provided. Wolman AG Concentration 130,000 lbs, Amigiclown 190,000 lbs, Arch Defoamer WE 190,000 lbs, K18500 Mold Inhibitor 1250 KG tote 220,500 lbs, Arch Moldicide WE 1000 KG tote 220,500 lbs, Wolman AG Colorant/Fern 190,000 lbs, and Water repellant AG 24,000 lbs. ' The Wolman AG process has since been discontinued on this site as well as the ACQ treatment. Now only Micronized Copper Quat (MCQ) is used to treat the lumber. Analytical Monitoring Notes: In the application the analytical monitoring was the same for every outfall and storm event in the application: 20 mg/I COD and 1 mg/I TSS. Central files had the actual values for each event. TSS was over the current benchmark for all the outfalls. COD was over the current benchmark twice for outfall 2. Analytical monitoring for COD and TSS was maintained since both parameters have values over the current benchmarks. The 2008 EPA Multi -Sector general permit for Sector A recommends monitoring for Total Arsenic and Total Copper for SIC 2491, Wood Preserving. Copper was added to monitoring since the process being used, MCQ, contains copper. Arsenic is not is any current processes and not added to the monitoring. BOD5 and COD have been added to other timber treated sites in our program because high levels of these pollutants in surface waters were found along the properties of timber facilities. Therefore, BOD5 has been added to the renewal permit. Qualitative Monitoring Notes: The visual monitoring was done 12 times from 11/30/2001 to 11/24/2005. Many times the water is muddy, grey and cloudy in outfalls 1 and 2. There is no flow often for outfall 2. Maintaining COD and TSS. Adding Cu and BOD5. 2. pH has been added to the analytical monitoring requirements. 3. All analytical monitoring has been set to semi-annually during a representative stone event as defined in Part It Section B. The permittee must also document the total precipitation for each event. If no discharge occurs during the sampling period, the permittee must submit a monitoring report indicating "No Flow" within 30 days of the end of the six-month sampling period. Additionally, samples must be taken a minimum of 60 days apart, as specified in Table 2. 4. Benchmarks for analytical monitoring have been added to this draft permit. Exceedances of benchmark values require the permittee to increase monitoring, increase management actions, increase record keeping, and/or install stonmwater Best Management Practices (BMPs) in a tiered program. If the sampling results are above a benchmark value, or outside of the benchmark range, for any parameter at any outfall then the facility shall follow the Tier 1 guidelines which require a facility inspection within two weeks and implementation of a mitigation plan within two months. If during the tern of this permit, the sampling results are above the benchmark values, or outside of the benchmark range, for any specific parameter at a specific discharge outfall two times in a row (consecutive), then the facility shall follow the Tier 2 guidelines which require a repetition of the steps listed for Tier 1 and also immediately institute monthly monitoring for all parameters at every outfall where a sampling result exceeded the benchmark value for two consecutive samples. 5. The permittee is required to collect all of the analytical and qualitative monitoring samples during representative storm events as defined in Part II Section B. Qualitative monitoring is required regardless of representative outfall status. 6. The permittee is responsible for all monitoring until the renewal permit is issued. See Footnote 1 of Tables 1, 4, and 5. 7. The flow reporting requirement has been removed per DWQ revised strategy. (The total rainfall parameter is in this permit, however.) 8. Vehicle maintenance monitoring has been revised to semi-annually in order to coincide with analytical and qualitative monitoring. Other Proposed Changes to the Previous Permit: 1. Additional guidance is provided about the Site Plan requirements. The site map must now identify if the receiving stream is impaired and if it has a TMDL established. It must also describe potential pollutants in each outfall. The map requirements are stated more explicitly. And, the site plan must contain a list of significant spills that have occurred in the past three years and also must certify that the outfalls have been inspected to ensure that they do not contain non-stonnwater discharges. Additional information is provided in Part II Section A. 2. Additional requirements for the Stormwater Management Plan have been specified in Part II Section A. More details regarding secondary containment are provided. 3. Additional requirements for the Stormwater Pollution Prevention Plan have been specified in Part II Section A. The plan must also be updated annually to include a list of significant spills and to certify that the outfalls do not contain non-stormwater discharges. 4. The facility must now implement a semi-annual Facility Inspection Program of the site's stormwater management controls as specified in Part II Section A. 5. Information regarding the No Exposure Exclusion has been added to this draft permit. If industrial materials and activities are not exposed to precipitation or runoff as described in 40 CFR § I22.26(g), the facility may qualify for a No Exposure Exclusion from NPDES stormwater discharge permit requirements. Additional information is provided in Part I Section A. Page 6 of 8 NCS000289 Discussions with permittee: Brenda Jones, 252-826-4151, swpnc@earthlink.net , 10/20/08 1. General description of industrial activities? Only treat lumber and no other processes onsite. 2. Have there been any changes since filing the application? Changed from ACQ and Wolman AG to MCQ in Nov. 2007. Concentrate for the old processes were sold to other companies and Hazmat cleaned up the site jar the remaining chemicals and materials onsite. MCQ and ACQ use the same chemicals although the copper is a smaller size for MCQ. 3. What happened with the analytical monitoring/ qualitative monitoring? Not sure why the TSS is so high. Outfall 1 is a ditch with some potential forsediment. No more debris is produced by theprocesses onsite. 4. How many curtails do you have? Three outfalls. Ou fall 3 is usually dry. 5. Do you have vehicle maintenance onsite? Yes, it is contracted out to Gregory Poole. It is done on concrete and the oil is taken offsite with the contractor. 6. What is you SIC code? 2491 Page 7 of 8 NCS000289 Recommendations: Based on the documents reviewed, the application information submitted on February 10, 2006 sufficient to issue an Individual Stormwater Permit.
