V It 500015 In;pactio11 Ilcpori 1'agc 12 (II) FACILITY DESCRIPTION: Pruitt Lumber Company Inc. is a mill that predominantly processes pine logs into planks. Through several steps of sawing, planing and drying, a finished pile of pine boards are transported for final sale. In order to satisfy their customer's need to begin using new wood treatment products that do not contain copper chromaled arsenate (CCA), Pruitt Lumber needed to lower the moisture content of their products below the moisture content possible by air drying. To meet this need, the facility has a natural gas/No. 2 fuel oil fired boiler and lumber -drying kiln. This facility operates under Air Permit No. 044771108 which was issued on October 7, 2009 and expires on September 30, 2014. Established in 1948, the mill operates 40 hours a week, currently producing about 10 million board -feet of yellow pine lumber per year. Safely note: As with all inspections, standard PPE (hardhat, steel -toed shoes, safety glasses, hearing protection) are to be wom. (III) INSPECTION SUMMARY: On February 10, 2016, 1 (Gary Perlmutter, DAQ-PRO), along with Cheng Zhang (DWR. PRO), Thad Valentine (DLQ-PRO) and Eric Swope (DWM), visited Pruitt Lumber to conduct a multimedia inspection. This report addresses the air medium component (i.e. the air permit inspection). We met with Mr. Mike Seater, Sorter / Dry Kiln Manager and Facility Contact. We reviewed the permit conditions and die required records, which appeared in order. Mr. Seater informed us that the facility is no longer capable of using No. 2 fuel oil in its boiler, as the necessary repairs are cost -prohibitive. I told him that I would notify DAQ permitting staff in case this affects the permit. We then toured the facility, which was in operation. No visible emissions (VE) were observed from any of the sources, but some fugitive dust was seen on the haul roads and from truck loading operations. Overall, the mill appeared to be well run and maintained from an air quality standpoint. Further details follow. IV) SPECIFIC PERMIT CONDITIONS: A.1 The Permittee shall comply with Title 15A NCAC, Subchapter 2D .0202, 2D .0503, 2D .0512, 2D .0516, 2D .0521, 213,0524 (40 CFR 60, Subpart Dc), 2D .0535, 2D .0540, 2D .0611, 2D .1806 and 2Q .0317 (Avoidance). Appeared to be in compliance — see below. A.2 PERMIT RENEWAL AND EMISSION INVENTORY REQUIREMENT - The Permittee, at least 90 days prior to the expiration date of this permit, shall request permit renewal and submit the air pollution emission inventory report for the 2021 calendar year. Appeared to be In compliance — I reminded Mr. Seater of this condition. A.3 PARTICULATE CONTROL, REQUIREMENT - As required by 15A NCAC 2D .0503, PM emissions from the fuel buming indirect heat exchanger (ES-2) shall not exceed 0.57 Ibs/hr. Appeared to he in compliance — compliance was shown by engineer review for permit R07. :500(}1`i Inspection Re11o,1 3 A.4 PARTICULATE CONTROL REOUIREMENT - As required by ISA NCAC 2D .0512, the Permittee shall not discharge particulate matter caused by the working, sanding, or finishing of wood without providing, as a minimum for its collection, adequate duct work and properly designed collectors, or other such devices as approved by the Commission. Appeared to be In compliance — ductwork leading to the two cyclones, as described in the permit, was observed and appeared adequate. Mr. Senter informed us that a section of ductwork leading to the trim mill cyclone (CD-2) had recently been replaced. A.5. SULFUR DIOXIDE CONTROL REQUIREMENT - As required by 15A NCAC 2D .0516, S02 emissions from the combustion sources shall not exceed 2.3 Ibs/mmBtu heat input. Appeared to be In compliance — Mr. Scaler noted that the boiler (ES-2) only runs on natural gas, and was deemed incapable of burning No. 2 fuel oil in January 2015. AA VISIBLE EMISSIONS CONTROL REQUIREMENT - Pursuant to ISA NCAC 2D .0521, visible emissions (VE) from all emission sources shall not exceed 20 percent opacity. Appeared to be In compliance— no VE was observed from any sources. A.7. NEW SOURCE PERFORMANCE STANDARDS - Pursuant to 15A NCAC 2D .0524, the Permittee shall comply with all applicable provisions of 40 CFR 60 (Subpart Db) for the NSPS-affected boi16 (ES-2). Appeared to be in compliance — fuel records were reviewed and found complete and up-to-date with fuel invoices as recent as January 2016 and records dating back to 2005. The most recent semi-annual report was received on January 29, 2016 and reviewed by Maureen Conner of this office, who round it In compliance. A.8. NOTIFICATION REQUIREMENT - As required by 15A NCAC 2D .0535, the Permittee of a source of excess emissions that last > 4 hr and that results from a malfunction, a breakdown of process or control equipment or any other abnormal conditions, shall notify DAQ by the next business day. Appeared to be in compliance — no such event has occurred per Mr. Senter. A.9. FUGITIVE DUST CONTROL REQUIREMENT - As required by 15A NCAC 2D .0540 "Particulates from Fugitive Dust Emission Sources." the Permittee shall not cause or allow fugitive dust emissions to cause or contribute to substantive complaints or excess visible emissions beyond the property boundary. Appeared to be in compliance — no fugitive dust was observed leaving the property during inspection. However, on June 10, 2004, DAQ did receive a complaint about excessive dust coming from the haul roads. This was investigated by Tammy Allen of this office, who also performed a permit inspection on June 16, 2004. She did not substantiate the complaint. A.10. CYCLONE REQUIREMENTS -As required by 15A NCAC 2D .0611, PM emissions shall be controlled as described in the permitted equipment list. a. Inspection and Maintenance Requirements - the Permittee shall perform an annual inspection of the cyclone system plus periodic inspections and maintenance as recommended by the equipment manufacturer. b. Recordkeeoina Requirements - The results of all inspections and any variance from the manufacturer's recommendations shall be investigated with corrections made and dates of actions recorded in a cyclone logbook. Records of all maintenance activities shall be recorded in the logbook. The cyclone logbook shall be kept on -site and made available to DAQ personnel upon request. Appeared to be in compliance — I reviewed the cyclone logs, which appeared complete and up-to-date. . A.11. CONTROL AND PROHIBITION OF ODOROUS EMISSIONS -As required by ISA NCAC 2D .1806, the Permittee shalt prevent odorous emissions from the facility from causing or contributing to objectionable odors beyond the facility's boundary. Appeared to be in compliance — no odors were detected during the inspection; no odor complaints were received by DAQ. A.12 AVOIDANCE CONDITION FOR AREA SOURCES SUBJECT TO 40 CFR 63 Subpart JJJJJJ (0) - In accordance with 15A NCAC 2Q .0317, the Permittee is avoiding applicability of 40 CFR 63 Subpart 61 "Industrial, Commercial, and Institutional Boilers Area Sources." Per 40 CFR 63.11195(e), the permitted boiler ES-2 is exempt from 6.1 because it is defined as gas -fired boiler in 40 CFR 63,11237, To maintain this exemption, the Permiuee is allowed to fire fuel oil only during periods of gas curtailment, gas supply interruptions, startups, or for periodic testing on liquid fuel. Appeared to be In compliance — Mr. Seater Indicated that ES-2 is no longer capable of burning fuel oil due to clogged and corroded piping, whose repairs are cost -prohibited. 35pr1UIS Inspection kcpf,rt 11a4 (VI) GENERAL PERMIT CONDITIONS: B.2. RECORDS RETENTION REQUIREMENT - Any records required by the conditions of this permit shall be kept on site for at least 2 years and made available to DAQ personnel for inspection upon request. Appeared to be In compliance — I reviewed all required records, finding them to date back to 2004. B.6. REPORTING REQUIREMENT - Any changes that would result in previously unpermitted, new, or increased emissions must be reported to the Regional Supervisor, DAQ, Appeared to be in compliance — Mr. Senter indicated that no such changes have been made, nor are any planned. B.14. PERMIT RETENTION REQUIREMENT . The Petmittee shall retain a current copy of the air permit at the site. The Penniltee must make available to personnel of the DAQ, upon request, the current copy of the air permit for the site. Appeared to be in compliance — Mr. Seater presented a copy of Air Permit No. 044771109 during the inspection. B.15. CLEAN AIR ACT SECTION 112(r) REQUIREMENTS - Pursuant to 40 CFR Part 68 "Accidental Release Prevention Requirements: Risk Management Programs Under the Clean Air Act, Section 1 l2(r)," if the Permiace is required to develop and register a risk management plan, then the Permince is required to register this plan with the USEPA. (Vlll) EMISSIONS INVENTORY REVIEW: Internal comments in the ED module in I -Beam for the 20I3 Emissions Inventory year read: "An error in the CY2008 AEI entries for Phl, PM10 and PM2.5 was discovered during the comparison of emissions for CY2013 and CY2008 for ES-4 (trim mill). The emissions entered In CY2008 were 36.18 rpy (PM), 4.1 rpy (Pb110) and7.8 rpy (PM-1.5. The emissions that should have been entered are 4,73 rpy (PM), 1.54 rpy (PM10) and 0.85 rpy (PM2.S). Based on the emissions as they had been entered incorrectly it appeared that PM decreased and PMIO and PM2.5 increased. The other pollutants —3095 increase is due to the increase in bailer operation (31.06 mmcf in CY2008) and (40.33 mmcfin CY2013). " (IX) SOURCE TEST REVIEW: The facility has no history of documented source testing, and no source test requirement is in its current permit. (X) COMPLIANCE HISTORY: Pruitt Lumber has the following compliance actions taken against it: • March 4, 1999 — an NOV was issued for failing to maintain I&M records on its cyclone. • June 9, 2008 — an NOV was issued for operating die boiler on natural gas without fast obtaining a permit for thin modification. • August 7, 2009 — an NOV was issued for failing to submit a required report by the due date. All violations have been resolved. (XI) CONCLUSIONS/RECOMMENDATIONS: At the time of inspection, Pruitt Lumber Company appeared to be in compliance. As the permitted boiler is no longer capable of burning No. 2 fuel oil, a request for the 6J Avoidance clause and a redefinition of the boiler as a natural gas -fired boiler may be anticipated from the facility. The two observed diesel fuel tanks should be added to the insignificant list in the next permit revision. Finally, 1 recommend re -inspection in two years. PRUITT LUMBER COMPANY, INC. Mr. Mike Senter was available to assist Mr. Parnell. A file review indicates that this was the first time DWQ had inspected this facility. See the enclosed inspection checklist. A number of issues emerged and are discussed below: This permit was issued April 1, 2011 and it expires July 31, 2013. The permit was produced during the CEI. 2. Mr. Senter was able to locate the Stormwater Pollution Prevention Plan (SP3) for this facility during the inspection. The SP3 was produced in 1998 and has not been reviewed and updated since. There is some relevant information within the plan, but a complete re -production of the plan is required. Mr. Senter had a general idea of the location of the Stormwater Discharge Outfalls (SDO), but these must be further developed and located on the detailed site map within the SP3. Further, Mr. Senter could not produce any monitoring results. As discussed during the CEI, the NCG210000 Stormwater Permit requires analytical and qualitative monitoring, be conducted at each (all) designated SDO, in the frequency directed by tables within your permit. 3. Please prepare a timeline addressing the following: A) Re -produce a Stormwater Pollution Prevention Plan and have it available at the facility.
